UNITED NATIONS: UN Secretary-General Ban Ki-moon has deplored the ongoing killings in India-held Kashmir as security forces there try to stamp out weeks of anti-government protests by Kashmiri civilians, and urged India and Pakistan to settle Kashmir and other issues through dialogue.
"I stand ready to offer my good offices, should it be requested by both sides, to facilitate dialogue in order to achieve a negotiated settlement," he wrote in a letter he sent in response to a letter from Prime Minister Nawaz Sharif apprising the UN chief about the deteriorating situation in Kashmir.
"I deplore the loss of life and hope that all efforts will be made to avoid further violence," the secretary-general said in his letter, obtained by APP.
At least 70 Kashmiri civilians have been killed and thousands more injured in Indian held Kashmir in clashes with security forces after the killing of a prominent Kashmiri separatist leader Burhan Wani, in a military operation on July 8.
In his letter of August 5, Prime Minister Sharif called for efforts to end the violation of human rights of the Kashmiri people and also to implement the decades-old UN Security Council resolutions providing a framework for the settlement of Kashmir dispute through a plebiscite.
"I appreciated the continued commitment of Pakistan to the peaceful resolution of the Kashmir dispute for the sake of regional peace and security, as you reaffirmed in your letter," Ban said in his letter.
"The United Nations remains convinced that it is only through dialogue that the outstanding issues between Pakistan and India, including on Kashmir, can be addressed."
The secretary-general said that he looked forward to meeting the Pakistani leader again during the upcoming seventy-first session of the UN General Assembly to "discuss matters of common interest".
Pakistan has been actively pursuing the Kashmir issue at various forums at the UN, with Ambassador Maleeha Lodhi focusing on it in her statement at the General Assembly in a debate on human rights.
She also raised the issue during meetings with the UN leadership as well as with the President of the Security Council last month.

I think Ban has closed his eyes on Syria , European immigrant crisis , North Korea aggression in Korean peninsula , South China issue. These are major crisis which UN chief should handle instead of bilateral issue like Kashmir which currently have no immediate effect on global order.

Has not spelt out whether he refers to violence by IOK youth, militants or, security forces. He goes on to say his good offices will be available if 'both sides' request. Since India has refused to talk to Pakistan on Kashmir and resolve this issue peacefully, Kashmir issue no more remains a bilateral issue. Pakistan must request UN and the world powers to intervene to resolve this issue. A lot of Kashmiris have been suffering since India's occupation of Kashmir by force. This issue of gross violation of human rights and suffering must be addressed by the world. They could not allow India to snub the Kashmiris right of self determination. Because of this irresponsible behavior, India must never be considered for a permanent seat in the Security Council.

It is also to be noted that Mr. Shashi Tharoor of India was contesting & lost the election against the South Korean supported by Pakistan, China & US alongwith many others. Since then Moon is always critical about India but unable to act as member states are not supporting him. It is just an useless office unless supported by the members of the security council.

The only thing UN is good for is for sending 300 to 400 troops somewhere in Africa to maintain peace but that's about it. It has failed to maintain peace or provide any humanitarian relief to war torn countries. Palestine, Syria, Iraq, Libya and I can go on and on and ON. UN is a useless body that should be dissolved. Why don't UN send few troops to observe peace and take a report of Human rights violation that has been going on in Kashmir for over 30 years now...before pushing the side for dialogue. This strategy hasn't worked for more than a decade how will it work now?

Mr. Ban ki Moon, in the first place make it categorically clear that according to United Nation's resolution, Kashmir is a disputed territory and not a part of India as claimed time and over again by its Political Leadership.
Secondly, give both, India and Pakistan a reasonable time limit to resolve the Kashmir issue politically; of course through dialogue, failing which, the UNO in consultation with Member Nations will decide independently ultimate fate of Kashmir, as UNO cannot prolong anymore the cause of dispute between the two countries resulting in death and destruction, in addition to the tension in the region.
The decision so taken would be binding on both countries, and if need be International Military force could be used to establish its writ.
Please justify UNO +SC's existence by complying with its aims and objective, rather than just running the secretariat at the cost of innocent human lives!

Talking some mundane points when we first and then India should follow the UN resolution. Plebiscite is the last thing to happen. Also the land given to China by our rulers must be freed and included while implementing the UNR.

On November 15th 2010, UN removed J & K from the disputed territory list. in 2001 the past UN Chief Kofi Annan said UN resolution is just as an advisory and it can not be related with Palestine, East Timor resolution because it is not compliant with UN guidelines as per VII. So Pakistanis and Indians please do not bur your mid night oil arguing something which has no top and base.

Both sides need to show maturity and sit for the dialogue. Nothing can be achieved through force. If one side is behind scoring points over the other, no fruitful solution can be made. I wish there was a strong secular leadership in India and pakistan. Also, given the complexity of the issue, it will take time to heal and then find the solution but that requires correct leadership at the highest level and continuous honest effort from both the sides to resolve it.

Don't know when Pakistan will understand that? Pakistan has halt own progress on Name of Kashmir. There are things in trade where India can help and China can't because same culture and taste and way of life and mind set.
Pakistan people, you are not last generation to live in Pakistan, your kids will live too unless you know what you want to left behind for them or think what they will ask after taking charge from you.

@Jamil The UN resolution on Kashmir has at least three conditions that must be met to arrange for a plebiscite. The condition number one is for Pakistan to vacate the area of Kashmir held by Pakistan. This is to be followed by vacating by India that part of Kashmir held up by India. It however does not say anything about that part of Kasmir held by China. But for the plebiscite to take place China must also vacate that part of Kashmir. After all these steps a plebiscite can be arranged under the UN. So holding a plebiscite is not a simple matter. .....

Thus India-Pakistan NUCLEAR flash point will be contained at the fastest pace save the innocent lives being massacred, and those hundreds of millions who would be massacred, if there is nuclear showdown.

Have been listening, reading the same from years n years and still counting. We don't think, this really matters for India on any aspects. One country is developing and becoming an emerging power of South East Asia, while other is still thinking on penetrating electric-wires.
