ISLAMABAD: Pakistan on Thursday called upon India to stop its 'conspiracies' and 'proxy wars' aimed at destabilising Pakistan.

Foreign Office spokesman Qazi Khalilullah in a weekly news briefing said that Pakistan has given three dossiers to the United Nations (UN) Secretary-General containing evidence of Indian involvement in Balochistan, Karachi and its support to Tehrek-i-Taliban Pakistan (TTP) rebels.

The spokesman said Indian accusations regarding Pakistan's involvement in terrorism on their soil have always turned out to be fake.

Khalilullah also condemned the recent unpleasant incidents of maltreatment of Pakistani citizens in the neighbouring country, citing the incidents during former foreign minister Khursheed Kasuri's visit and ghazal singer Ghulam Ali'scancelled event, but expressed hope that the Indian government will take steps to avoid occurrence of such incidents in future.

Reiterating Pakistan's stance, the spokesman said that Pakistan is ready talk on all issues with India provided there are no pre-conditions and the core issue of Kashmir is included in the agenda.

"What the people of Indian Kashmir are facing is also called state terrorism," said Qazi Khalilullah.

Khalilullah confirmed that Prime Minister Nawaz Sharif has invited Kashmir's All Parties Hurriyat Conference (APHC) leader Syed Ali Gilani to Pakistan.

About the PM's visit to the United States, he said Nawaz Sharif will visit the US on President Barack Obama's invitation between October 20 and 23.

"The PM will meet top government officials in the US to discuss matters pertaining to regional security and other issues of mutual interest," said Khalilullah.

In reply to a question, Khalilullah said that there are no footprints of self-styled extremist group Islamic State (IS) in Pakistan.

The FO spokesman also condemned what he termed a 'fresh wave of violence' by Israeli forces against Palestinians.

It is ironic that on the one hand the statement is that there should be no preconditions while on the other, the precondition is that Kashmir should be on the agenda. If there are no preconditons, then one should start with a blank slate and come up with the agenda. If there are preconditions like Kashmir, then India will put its own conditions on the agenda.

basic Management 101 class (1st year in college) teaches: Address the easiest issues first because: 1). if tackling hardest issues first the easier issues will drag on unnecessarily 2). reduce stress/pressure if smaller issues are resolved 3). creates trust and establishes a "working relationship" to address the big issue later 4). However, the per capita income in Azad Kashmir is lower than the average per capita income in Pakistan. Relatively speaking, J&K region is better off economically and Inshallah will get better in the future

Militaries (in any country) believe in binary win-lose scenarios and are not used to win-win strategies. Have you ever heard of a war where both countries agreed amongst themselves that both of them had "won"?

Even he had sent Shaikh Abdullah to Pakistan after getting him out of the prisons for paving its way but, Nehru suddenly passed away while Abdullah had just arrived in Pakistan. Now, it is for Kashmiri people to decide what they want. Perhaps, a Mir o Kash spring. !

It is irrelevant what Pakistanis tell Indians and vice versa, because Indians lack the will to solve the problems between Pakistan and india once and for all, because that is what suits them. There is no need even to announce that we don't want to talk to them, because India will never stop conspiring against Pakistan, it is their sheer nature. How fruitful those talks will prove to be can be judged by the comments shared on internet between Pakistan and india, they are always at loggersheads. Case closed. Only time will decide what India and Pakistan will be like in future.

About their legitimacy to Kashmir, why don't you produce the so bragged document which shows your right to possess the Kashmiri land? Occupying someone's else land and erecting tourism (blah blah blah) on it is very easy if there is no meaningful law to stop you. That encroachment of land is committed by many people, so it is no wonder if INDIA became guilty of that on a massive scale. If you are legal owners, produce the documents, otherwise don't make fake claims based on your ill-intentions about someone's own legitimate territory.

India does not want to discuss the core issue of Kashmir, which is the reason of tension between India and Pakistan. Let me remind India: “The United Nations brokered a cease-fire ( between India and Pakistan ) in 1949, and a five-member commission made up of Argentina, Belgium, Columbia, Czechoslovakia and the United States drew up a resolution calling for a referendum to decide Kashmir's future.” India agreed. When you make a promise do not break your promise.

Plausible stuff from Pakistan, and have to keep this issue warm and active at all international discussions. More importantly Pakistan must expose the human rights violations record of Indian armed forces who are committing atrocities in the valley since forever. The more this issue gets international exposure, the more momentum it will pick up and more closer Kashmiris will be towards their right of self determination. There should not be any sympathies towards the 'oppressor'.

Blame game as always...as per my understanding when both countries have some internal issues and they suspect that it can destabilize the government or can harm then in any other way, the best way to deal with the situation is to blame the neighboring country on some pretext and distract people. And somehow this theory is right, just read the comments related to this topic you will find people from both countries blaming each other irrespective of the problems they face in their own countries..guys stop spreading hatred...

Even the Islamic world doesn`t bother about Pakistan., especially after Pakistan refusing to be part of Yemen war. They dont care about syrians, so Pakistan is not even considered. It is time both India and Pakistan take a new approach to their relations. The first step would be to get rid of these old school fellows like Qazi Khalilullah who grew up in an environment where one's love and patriotism was measured in inverse portion to one's hatred for and hostility towards India. Both countries should learn from the recent example of the US. After denying recognition to communist Cuba for sixty years, President Obama established diplomatic relation with it and said we cannot expect different result if we continue to do the same thing over and over again. Both India and Pakistan need a new crop of policy makers especially in the area of foreign affairs who will think outside the old box. Working people of both countries would like their children to have good health, education and affordable housing so that they could contribute to growth and advancement of their countries. No one has benefited from this hostility except the big armament industry.

@Abbas Syed I suggest occupied Jammu and Kashmir be given the status of an "independent" country, and Pakistan and India start minding their own businesses and stop interfering how both countries are run. Pakistan really does do that, while India keeps breaking the LOC peace accord.

Believe me or not, we Indians do not have any ill feelings against Pakistan, but there is constant denial in not resolving your internal problems and trying to blame it on Indians from decades... This is the job of leadership which has not provided enlightened masses with factual data and have relied on rhetoric all along unfortunately... That leave Indians to always keep defending and you take it as ill feeling, again unfortunately... As ever, Indians in this comments section will start getting fits and belittile the dossier womdering why Pakistan doesnt show them in the media or create a bollywood style film out of it. And how Pakistan's fixation to Kashmir is harming its growth as if Pakistan is a goldfish where she can only do one thing at a time. Pakistan is only showing sign of progress with improved security situation and a huge amount of investment in the form of CPEC. Pakistanis are feeling safer under the guidance of CAOS Raheel and have laid a foundation for further growth in the future.

if Pakistan believes Kashmir should have the right of self determination, lead the way, just by calling a territory Azad and naming the head as Prime Minister, it is not independent, stop using Kashmir's resources, stop taking tax from the people, help in developing an Army for Kashmir, just by going to UN and saying Kashmir the issue is not going to resolve.

@boss is right I should point out, Azad Kashmir is not under insurgency, and so much for their so called affiliation and affinity with India, they recently put a ban on more than 50 indian channels there, wonder what they feel about India. On the other hand, Occupied Jammu Kashmir has been struggling against Indian's illegal occupation, you people have a lost case, whether you accept it or not.

Modi era started with a hope of better relationship with Pakistan but later it proved to be difficult as long as the military calling shots for Pak Govt. Pakistan’s agreement to expedite the 2008 Mumbai terror attack trial and no specific mention of Kashmir was viewed as a sign of a changing mindset in Pakistan. But the euphoria collapsed within hours as Pakistan went back on a number of its commitments. Especially when Sartaz Aziz made it clear that some terrorists are not harmful to Pakistan and more information would be required to resume the trial of Zaki-ur Rehman Lakhvi. Game over...

@sri I think you are rather exaggerating what Pakistan takes a stand for in Kashmir problem. Just recently, the US PRESIDENT didn't categorically call Kashmir as an essential part of India, rather he called it an issue that needs resolution. I think you should remain updated with the latest developments, moreover, Pakistani administration called Kashmir as an unresolved problem. Just today A court in Occupied Kashmir gave the ruling that Kashmir is not a part of India. So I have given you many points, do you still challenge what I said ?

@Bharatiya Just briefly, there isn't any intellectualism left for answering you, I can not answer for someone's twist of mind or bias that he be obliged to think about others in a negative manner. If you think fairly, you will realize that there is no nation on earth which is perfectly compatible with one another, but when some nations have some bias against a particular nation, then extremist attitudes appear just like your statement that Pakistan is a problem in every corner of the world. That is your extremism which is speaking volumes here because that is not what I would allege India to be, that India is the root of evil, biased statements like that. I would rather ignore such an extremist mindset. What reply should I give to someone who is clearly in wrong.

@M.Saeed Plebiscite? For that Pakistan has to take following steps first: 1. Ask its army and police to get out of Pak held kashmir 2. Pak will withdraw all tribesmen and Pakistani nationals not normally resident therein who have entered the State for the purpose of fighting and maintain the status of 1947 3. Pak will ask China to vacate the part of Kashmir it gifted to china. Do these and then speak of Plebiscite.

@Sumit Your nation has a history of back stabbing, Pakistani held kashmiris aren't rebelling against the state as occupied Jammu and Kashmir people have been doing. If you have an iota of honesty, you would recognize the region of dissent and withdraw your armed forces from Jammu and Kashmir and give the right of independence to the people there rather than oppressing them with your armies. Indians and Israelis have a lot of common things between them.
