ISLAMABAD: Military’s top brass accused the Indian intelligence agency RAW on Tuesday of supporting terrorism in Pakistan.

An ISPR statement on a meeting of the Corps Com­manders held at the General Headquarters said: “The Conference also took serious notice of RAW’s involvement in whipping up terrorism in Pakistan.”

RAW has quite often been blamed by law-enforcement agencies for being involved in subversive activities in Pakistan, but it’s unusual for a corps commanders’ conference to directly point fingers at the hostile intelligence outfit.

It’s the second time in three weeks that the military leadership has raised the issue of activities of foreign governments and intelligence agencies in Pakistan. Army Chief Gen Raheel Sharif had during a visit to Quetta on April 15 warned “foreign governments and intelligence agencies” agai­nst their involvement in the insurgency in Balochis­tan, but on that occasion he did not explicitly name RAW.

In private conversations military officers say that besides Balochistan, RAW’s footprints have been found in Fata and Karachi. Confessio­nal statements of some criminals they had arrested recently, they said, point towards RAW’s growing activities. To support their claim they also refer to a statement made by Indian National Security Adviser Ajit Doval almost a year ago about the Indian strategy to weaken Pakistan by promoting terrorism and separatism.

The ISPR statement did not mention specific instan­ces of RAW’s involvement or the groups through which it had been operating, except for broadly accusing it of “whipping up terrorism”.

Despite consistently pointing out RAW’s hand behind terrorism in the country, Pakistani authorities have traditionally been uncommunicative about proofs. Indian backing of insurgency in Balochistan got a mention in a Pakistan-India joint statement issued after a meeting of their prime ministers in Sharm-el-Sheikh in 2009, but Islama­bad failed to follow up that diplomatic achievement with concrete proofs.

Earlier this year, however, the government decided to take a tougher approach towards India and forcefully raise its concerns over alleged Indian involvement in acts of terrorism in the country. The change had been forced by Delhi’s continued terrorism allegations for building a narrative that India was a victim of Pakistan-sponsored terrorism.

KARACHI OPERATION: The corps commanders reiterated that the counter-terrorism action in Karachi was not targeted against any specific political party or group.

Army Chief Gen Raheel Sharif was quoted by ISPR as having said: “Surge against terrorists and criminals was apolitical, across-the-board and focused to achieve peace in the country.”

There was no mention of Karachi in the statement, but it was obvious that the assurance from the army chief was meant to address Muttahida Qaumi Move­ment’s grievance that it was being targeted.

The army chief also called for intensification of operations against terrorists in urban areas.

“COAS directed all concerned to intensify intelligence-based operations against criminals, terrorists and their abettors in urban areas for enduring peace in the country,” the ISPR said, adding that precision targeting of terrorists squeezed in isolated pockets in Fata would be continued.

“Operation Zarb-i-Azb has inflicted significant damage on terrorists,” Gen Sharif observed during the meeting.

He said terror free Pakis­tan was now a national resolve.

“Thousands of innocent Pakistanis, including our children, have been martyred by terrorists / extremists. Law-enforcement agencies and our brave armed forces have given a lot of sacrifices in fighting these misguided and hardened criminals to safeguard a peaceful and better future for our next generation. These sacrifices will not go waste. We will take this war to its logical conclusion,” the army chief said.

Confessio­nal statements is very easy to get under PPO ,by torturing any type statement can be extracted and this is happening in Karachi. House hold perception is common in Karachi that only one group is being targeted...Army should be above ethnicity.....first prosecute Khawaja Asif ....for giving speech against Army to change to the perception...and who allowed Uzair Baloch to escape?

It is extremely unfortunate that India's intelligence agency RAW is yet again blamed without providing any proof till date. The fact of the matter is that the state is unable to control several mafias and terrorists organisations operating in Karachi who are receiving patronage from the political parties and state agencies, resulting in failure of the ongoing operation in the city. It would be an exercise in futility to brush the dirt under the carpet as the situation will go from bad to worse till the actual causes are addressed, flawed policies adopted by the state reviewed and action taken accordingly.

It's good to see that finally such statements are coming from responsible quarters . It's going to be increasingly difficult to discard involvement of RAW in the terrorist activities with Pakistan as "Conspiracy Theories" . RAW has been active in Pakistan for quite a while now and unfortunately, there is no shortage of separatists , intellectuals , pseudo-intellectuals and journalists that are only too willing to serve it's nefarious agenda.

Off course RAW is involved, there are videos on youtube with RAW officers bragging about relationship with Taliban.

Military has spoken now its governments turn, last step is tireless diplomatic offence and UN involvement and then action against RAW.

Without solid proofs & evidences,this statement would be seen in the world as just a rant.You can issue nth statement against anyone for doing mischief but without backing it up with solid evidence will ultimately degrade your own credibility.Just for a sake to point finger towards India,bcoz India had been doing the same with Pakistan for years just doesn't gurrantte that Pakistan will be change the views of the world.As the writer above pointed out that for years Pakistan had been naming RAW for wrongdoing without solid evidences. And last it will be foolworthy to say that only India's external Intelligence was behind all this thing would be unwise,bcoz it will involve Intelligence agencies of Iran as well as Afghanistan's to some extent as well.

Please address the economic terrorism as well, how $ 4 billion been invested by Pakistanis in UAE, the overseas Pakistanis are very very hopeful of the situations.

Well , this conflict is all about Kashmir a.k.a water . Pakistan's main source of water ,flows through Kashmir and Jammu. Though Indus Water treaty exist , Pakistan 's agrarian economy 's existential dependence on India for water is the root cause of this conflict.

@Sunil the wrongdoer knows what he/ she does wether leaves a proof or not, if a person steals something and nobody sees him does not mean that he is not a thief, however, proof is needed to punish the culprit in the Court of Law otherwise the culprit keeps on acting as innocent until caught red handed.

This is unusual. Corps Commanders never come up with such statements. Apparently our intelligence has gathered enough evidence by now and Army is about to go on counter offensive to blunt Indian propaganda.

As far those demanding proof here in comments section; come on now! Such evidence is confidential and is disclosed at diplomatic levels to select parties. These statements tell me they have been shared with US and EU. Maybe China and Afghanistan too.

I have no words to express my desire to have global peace ... domestic crimes are bound to happen anywhere.

certain countries have pugnacious relations with their entire neighboring countries be it two or three or five or more countries adjacent ( unfortunately ) to such countries. respect is last word for such countries to hear and digest it in its true spirit.

we as a nation fully support our Army to uproot such evil designed agencies who are killing people in other countries and upon finger pointing they start threatening to take cases to UN as if UN is a blind organization and does not know who is carrying out and financing such activities to keep others weak and at war against terrorism. their days are numbered, sooner we will hit and penetrate deep in their ranks to erase this element of terror for ever.
