WASHINGTON: The US government has announced sanctions against seven Pakistani entities allegedly associated with the country’s missile programme, says an official notification.

The notification by the US Department of Commerce said that the entities added to the Export Administration Regulations (EAR) list “have been determined by the US government to be acting contrary to the national security or foreign policy interests of the United States”.

All seven have been placed on the entity list under the destination of Pakistan. They are identified as:

(1) Ahad International Suite 5-6, 2nd Floor, Empress Tower, Empress Road, Lahore, and 2nd Floor, Nomro Centre, Badami Bagh, Lahore.

(2) Air Weapons Complex (AWC) AWC: E-5, Officers Colony, Wah Cantonment.

(3) Engineering Solutions Pvt. Ltd. 726, G-11/2, Ibne-Sina Road, Islamabad.

(4) Maritime Technology Complex (MTC) Plot 94, Karachi, and MTC System Division, PN Dockyard, Karachi.

(5) National Engineering and Scientific Commission (NESCOM) NESCOM Headquarter, Plot 94, Sector H-11/4, Islamabad.

(6) New Auto Engineering (NAE) NAE: 72, Industrial Area, Peshawar Road, Rawalpindi.

(7) Universal Tooling Services, a.k.a., the following three aliases: Forward Design and Manufacturing, MSM Enterprises and Technopak Engineering Deen Plaza, 68/62, Adamjee Road, Saddar P.O. Box 1640, GPO Rawalpindi; G-7, Nimra Centre 7, Badami Bagh, Lahore; 31/B Faisal Town, Lahore, Punjab; and Model Town, HMC Road, Taxila.

Pakistan has always denied any wrongdoing in connection with its nuclear or missile programme, and Dawn was unable to verify if the names and addresses given were correct or in any way linked to the country’s missile programme.

According to the notification, the US government determined that there was reasonable cause to believe, based on specific and articulable facts, that these “government, parastatal, and private entities in Pakistan are determined to be involved in activities that are contrary to the national security and/or foreign policy of the United States”.

The conduct of these seven entities “raises sufficient concern that prior review of exports, re-exports or transfers (in-country) of items subject to the EAR involving these persons, and the possible imposition of licence conditions or licence denials on shipments to the persons, will enhance (the department’s) ability to prevent violations of the EAR”.

The placement on the list imposes a licence requirement for all items subject to the EAR and a licence review policy of presumption of denial.

The licence requirements apply to any transaction in which items are to be exported, re-exported, or transferred (in-country) to any of the entities or in which such entities act as purchaser, intermediate consignee, ultimate consignee, or end-user.

In addition, no licence exceptions are available for exports, re-exports, or transfers (in-country) to the persons being added to the entity list in this rule. The restrictions will also apply to acronym used by these entities to help exporters, re-exporters and transferors.

The notification does not specify the violations these entities are supposed to have committed and does not give details of the items they are supposed to have exported, imported or re-exported.

Nothing new here. "Do more" and sanctions, that is all Pakistan should expect from the US. Don't forget that the US also have to make its newly found friend's, India, case for the NSG. None of these sanctions have impacted Pakistan in the past and this will not be any different this time.

In fact, last time when it happened in the guise of Pressler Amendments, it actually expedited Pakistan's Missile and Nuclear programme - both Ghauri and Nuclear tests took place under US sanctions. I think the real issue is that, globally alliances and allies are changing. Such as China-Russia-Pakistan, India-US-Japan, Vietnam-Taiwan-US etc. etc. But, one thing is clear. You cannot be in both the camps and expect to be treated positively. Example, China and the US are on the opposite. So, if you are with China then don't expect US to help. Similarly, US is an ally then do not expect favour from Russia and China. This is the real issue. So, now we are seeing China and Russia allying with Paksitan, India with US and Japan, Russia with Iran and Turkey. So, this is the real issue. China is blocking india because of its alliance with US. But every country i think is free to decide and the old alliances are not going to work anymore.

They always have their Short Term, Medium Term and Long Term agendas which are not dependent on whosoever is in our goverment. They take care of their own interests. At the moment US is aligned with India and Iran in the region to have a common policy on issues including Afghanistan.

You will see more pressure on Pakistan through organizations such as World Bank, IMF etc. where US dominates.

The United States and Pakistan have been strategic partners for over 65 years, even during the Cold War when India was aligned with the Soviet Union against the US. India defied the world by starting a nuclear-weapons program going back to 1974.

Given India's conventional-weapon's advantage, Pakistan had no choice but to develop similar nuclear program for self defence. This mutual assured destruction (MAD) policy preserved peace, just as it did between the US and Soviet Union.

To sanction some Pakistani companies is surprising, when similar Indian companies are not? This is machinations of the Indian lobby in Washington against Pakistan. It also works against regional and world peace.

America is selling nuclear plants and other key technology to India who is aggressive towards Pakistan... Now India is threatening waters to Pakistan.. America is silent.

It's about time Pakistan tell America that petty moves such as sanctions and supplying weapons to India will mean loss of a key ally.

Pakistan shouldnt worry... Our special weapons programmes are developed in conjunction with Chinese friends... Not American technology... So carry on sanctions.. We don't care!

I am not really sure, again not sure but i think these companies are not related to missile program but with the weapon development industry, which btw is on the boom these days! yeah, we are making many weapons and are selling them to many countries which in turns bring revenue to the Army, which, i think is a problem for someone.... When US make friends with somebody it makes them 'happy', this is the one way of doing that.... but nothing is gonna happen, i can say this with my eyes closed, because Army never compromises when it comes to defense and the related things!

There is no need to feel bad about this, this is common and if any country does not have dual use agreement with USA for any technology then these bans follow. I remember few Indian companies also banned, USA ITAR regime is very strict.

To those who are saying US is the enemy & China is a friend - Pakistan's annual trade deficit with China is $6.5 billion & Pakistan's trade surplus with US is $2.5 billion. So we pay China $6.5 billion & get $2.5 billion from US every year. If the US decides to impose sanctions, we'll immediately lose $2.5 billion + $500 million in aid every year. Will China cover those losses?
