India biggest recipient of US economic assistance over 66-year period: USAID

The United States, over the period 1946-2012, has given India the largest amount of economic assistance, while providing Israel the greatest quantity of military assistance over the same interval, according to data compiled by USAID.

The US also gave Israel the greatest total foreign assistance over the 66-year period, at $199 billion.

The data, which is inflation adjusted, shows India received approximately $65.1bn in economic assistance from 1946 until 2012, followed closely by Israel, which was given $65bn.

With $44.4bn received as economic assistance from the US, Pakistan is also among the top five countries to receive economic assistance out of a total of 200 countries and regions.

Indian economic aid is spread out over various sectors and programs, including child survival and health, development assistance, HIV/AIDS initiatives, migration and refugee assistance, food aid, and narcotics control. The bulk of this aid ($26bn) is provided to various USAID programmes.

A majority of Israel's $65bn economic assistance was given to its Economic Support Fund and Security Support Assistance, with $56.5bn alone attributed to these programmes.

In comparison, of the $44.4bn provided to Pakistan in economic assistance, $13.8bn is given to USAID programmes, while $13.7bn is attributed to the Economic Support Fund and Security Support Assistance.

Israel received $134bn in military assistance over 1946-2012 ─ a figure which far outnumbers military assistance provided to the the second entrant on the list, Vietnam, at $77.9bn.

Pakistan just misses being on the top 10 list, coming in at twelfth place with $12.9bn in military assistance from the US. India, however, is placed at 47 out of a list of 193 countries, receiving $897 million in military assistance.

It is pertinent to mention here that Pakistan received most of the military assistance from the US during the superpower's involvement in Afghanistan during the 1980s and then after 2001.

The US non-military aid to Pakistan for the period 1991-2001 averaged just $75 million per year, while the total military aid during the eleven-year period was a paltry $7 million.

Pakistan also falls short of the list of countries receiving the greatest amount of total foreign assistance form the US ─ but India and Israel both make the list, with the latter in the top spot.

Pakistan comes in at eleventh place on the list, with $57.3bn in total foreign assistance ─ over $100bn less than the amount received by the top position holder on the list.

Eye opener statistical compilation. The value for money ally in military aid, despite not being in the list, is Pakistan. Surprised to see china and France in that list though. Should Pak continue to 'do more'?

India utilising the help for good purposes refugees from tibet,HIV & Narcotics control.Not using for uprising its economy.The whole help is for public health care. The money is untraceable by govt of india as it is all recived by NGO working in india which are in privately governed. ATleast money is not used for peace not for terrorism.

A lot a aid would not be even classified as direct aid. The American NGOs in the last couple of years have been pumping billions to promote Pentacostal and other Evangelical missions in order to polythise a massive number of people into Christianity.I think any country is better off by not taking alms from the Americans.

@Danish I suggest instead of mocking India for the aid, you should try reading up Husain Haqqani. He’s a former Pakistan Ambassador to the US. Of how, in 1948, Nehru was asked by the US what could be done to help India, he asked for assistance on engineering colleges on the lines of MIT that’s how the elite IITs came about, he asked for modern farming techniques, he asked for help in healthcare. If you read the report carefully, you’ll see the USAID has gone on these sectors only. On the other hand, when Pakistan was asked what it wanted, the Pak leaders asked for weaponry. And there lies a lesson for you guys.

I am a qualified economist but I'll keep the arithmetic simple: Aid to India: $66,000,000,000 divided by 1,200,000,000 people = $55 per person; Aid to Pakistan: $44,000,000,000 divided by 200,000,000 people = $220 per person. Clearly Pakistan has done 4 times as well as India but sadly only in collecting aid!

India has received more foreign aid than any other nation as per the statistics shown above. The centrally planned industrialization strategy of Jawaharlal Nehru in India's post-independence period resulted in over 60 to 65 percent of investment in the industrial sector going into public-sector enterprises which led to inefficient allocation of foreign aid. The growth of private sector was severely restricted primarily due to banning of private sector investment in major industries. Nehru's socialist style economic planning, its lack of openness to foreign trade and investment did the maximum damage to India. Even China in late 1980’s adopted ‘Open Door Policy’ through which it liberalized its economy by shedding 'Communist' mentality completely. The way to fight poverty is not by chopping the pie in smaller pieces but figuring out how to make a bigger pie.

USA aided India at the time of independence, one of the large parts of this initial aid was utilized in setting up of two of the initial five IITs . with my roots in a remote village, I have been witness to the nutritional food (corn powder, milk powder, oil + essential minerals) that used to be distributed to villages especially for young children and their mothers.

My uncle is a preacher. He has got funds from various US charities for setting up orphanages, evangelizing and other missionary programs. And the money he receives is microscopic compared to institutions like churches and NGOs. Also 1.25 billion is too big a population. Most money has come into HIV AIDS and it is showing good results. Polio eradication however is solely Govt.s effort. Aid was used properly and for good use in India.

Aid is not donation. Most of the time it is loan which has to be paid back with interest, which may be a low rate of interest. India has not defaulted on its repayments to any country or organization (IMF, etc). Perhaps the same applies to other countries. But I am not sure about the economics of aid. I have heard that sometimes aid-giving countries write off certain loans, for whatever reasons. Aid-giving countries use aid as an instrument of control. @Mr Universe @Kamran They received aid during post WWII redevelopment to counter the external soviet, and internal communist parties' threats by making them stronger economically. The programme was called 'Marshall Plan' and ran for four years from 1948. The largest amount went to the UK, followed by France, and then by (the then) West Germany.

@kamran Never heard of the Marshall Plan, offered by the US, after the world war II devastation to UK, France and Germany. That was about 13 billion USD at that point in time. The current dollar figure seems to be the current worth of that aid.

India and Vietnam positioned between the top receiver aid and the second largest receiver of military aid of USA are the strategic allies that poses identical views on China.Another country Israel needs not to be mentioned for its usefulness to USA. Pakistan had to take the loathe of oft repeated friendship with USA since it has become the ally of USA.But USA did not placed him even number 10 position of her aid receiver. Pakistan was twice used on Afghanistan issue. And it is burning due to that.Who cares?Really USA is a friend in need?

@Mr. Universe, @Kamran & others, the time period for the aid is 66 years. Hence UK, France and Germany received aid after WWII under the Marshall Plan. It was even called the European Recovery Program, and was significant in turning around the war-devastated European economies. Japan and Asia got aid as well. Actually, these programs were so successful that the US blindly tried to implement the methodology after other, more recent, wars as well - Iraq, Afghanistan, with arguably very different results. Dawn, please keep up the good work. I am an avid reader from the US (Indian by birth). My first comment here :)

It's very difficult to believe that US giving this aid as pure charity. No country or individual will spend on others without any expectation (gifts and offers to god also included). Therefore, as per law of reciprocation,USA must be expecting or trying to influence those nations, because this list includes developing and developed economics. Some other genuine NGO should do a research on this subject.

The aid Pakistan gets is less than 1 percent of its GDP, so it means some help in deficit financing due to low tax collection, but the assumption that Pakistan economy is up and running due to US aid is a false premise. The main strength is its agri-based economy, plus SME, and service and banking sector is quite strong. If the tax to GDP ratio increases to 15 percent, Pakistan doesn't need this aid. Need to focus on this issue.

India still has the largest number of poor in the world, even after all this aid by US, more than all African countries combined, a huge 33-35 % of world poor lives in India. It is true that 70% of US aid reverts back to US in the form of services. The rampant and widespread poverty prevalent in India is not there in Pakistan...even with its huge foreign exchange and bigger economy the wealth is i the hands of few.

@ V K Das China has an economy of 10 trillion USD, five times the size of Indian economy of 2 trillion USD. So a GDP growth of say 7% for India and 7% for China has different connotations. Also the new Indian GDP growth figure of 7 plus % is dubious, increased overnight with strange calculations. Every indices are down, the exports are down to 3 year old level, the car sales are down to 17 lacs from 28 lacs in its peak, the inflation level is up. So these growth figures are hard to believe, looks more like a feel good figure than actual figure.

As I understand, India now politely declines money coming as aid. I guess we should keep strengthening ourselves and also provide aid to other needy countries with folded hands.

Increasing tax base will increase accountability of public officials and a informed citizenry. I remember during JF Kennedy's visit to Pakistan in the early 1960's. There was not aid given to Pakistan but India got military aid from the United States. Congratulations to our Indian friends for their country being on the top of the list in receiving US aid.

Most of the those funds in India have been given to Christian organizations, NGOs and churches to convert Hindus into Christians. Strong willed Hindus know these dirty tricks.

Aid to UK, France and Germany was for reconstruction immediately after the end of WWII (Read Marshal plan). Aid to India and Pakistan on the other hand was mostly to alleviate poverty but neither country has used the aid wisely as poverty is still largely prevalent in both countries. India has more poor than any other country on the planet so next time when Indians point finger at Pakistan vis a vis aid, please look at where the other four fingers are pointing.

The so called "aid" if often a sales promotion ploy to sell their products and services at their cost. Countries will not be in a position to refuse as they are short of foreign currency. If they had dollars to spare they could have shopped around and could have bought the product at a better price. The "aid" loans have to be repaid sooner or later with interest.

@Random Indian Indian is the biggest recipient of charity from Bill Gates foundation for poor people in India for vaccination, HIV treatment etc. It's a shame that the Indian government and ruling class pretend that they are world power and developed while reality is that most Indians are very poor and malnourished and most of India is as under developed as sub Saharan Africa.

@Ahmed Pakistan was given aid that was used to fight the US wars in Afghansitan, in fact Pakistan received very little in real terms if you take the AFG period of 1979 -1990.

@Euro You should do little more research. US aid to India is through NGOs and not directly to GOI while in case of Pakistan It goes to Pakistan's treasury that is the difference. They invested in education and rip the fruits by brain drain. India is smart to allow to do brain drain to USA to India's advantage now. So this is give and take here what about Pakistan ? They got the money for Army and army and Pakistani paying the price.

@LAFANGA 22% of the population of Pak is undernourished according to UN. In India's case the figure is below 16%. You got two third of what India got as aid from US with just one sixth of India's population. The aid figures received during the last 10 years by India have a diminishing trend. 57 billion total assistance in 68 years, and we fought two wars. Also keep in mind to USA when afghan and Iraq wars were on, each day was costing them billion dollars. So we did not negotiate well for the services provided.

New world order is very clear. India will protect US interests in Asia and if Pakistan makes peace with India , only privileged people or half Americans will get US aid. These all stats about USAID programmer in Pakistan are wrong. US has not granted any fresh visa/immigration to any Pakistani since 1990. US has secretly put sanctions on Pakistan since 1990 but never announced.

Just have a look on Indian comments, they are trying hard not to show any gratitude for the help to the poorest of their poor of the people extended by Americans, only because this hurt their self created super power image. and Also, look at Pakistani's, only happy that we are not the only beggars in south asia.

USA spends money when and where it suits national interests. Money is not free there are strings attached. It is money from Us taxpayers. It is in pursuing certain commercial and forghien policy objectives. Nobody should think it is given just out of goodness of heart. If recipient do cost benefit analysis they will put to good use.

India did get food aid in the late 50's and 60's. Even this aid was not free. It was called pl. 480 (Public law 480 passed by the U.S). Probably the wheat and other agricultural products imported were sold at international prices, but the money did not change hands. It was paid in Indian rupees and this was used by the United States for the Embassy expenses. The so called aid is not free at all.

Vietnam, Afghanistan and Iraq were occupied countries, France, Britain, Germany and south Korea due to ww2 and Korean war while India got it due to the enormity of it poverty. Thks leaves turkey, Egypt and Israel and they are the lynch pin of us middle east strategy. Pakistan is there due to the tissue paper relationships it has with the west.

@Zedex no surprise to see China and France. The period covered is from 1946. USA was supporting Chiang kei shek against the communists led by Mao. USA supported Chiang Kei shek who ended up losing and fled to Formosa, now Taiwan.For 35 years USA pretended Taiwan is real China and communit China doesn't exist. France received aid in 1950s when it was fighting Vietnamese who wanted to be independent. USA supported the continuation of colonial rule. France lost and so did USA. All that military aid did no good.

Why are my Indian friends providing all sorts of justification ??? Till now nobody was even admitting of getting American Aid - but the truth is something else - reality is that poverty is still a huge issue in India - So is corruption and the fact Is that India takes 65 Bill from uS aid .... So stop blaming pakistan when you are holding the same bucket for $$$$

India gave Trillions of $ worth psychological assistant to American youth who were addicted to drugs and were suffering from depression by sending its saints and Gurus from 1893. One such helped youth later formed Apple. India gave Yog & Ayurved to USA which is helping Americans immensely. Today Yog studio is $20 Billion industry. India gave its cream from IITs who started number of industries in America. Even in 1998, out of 2000 start-ups in silicon valley 1400 had at least one Indian as promoter.

There are more poor and hungry people in India than the whole world combined. Almost 600 million people live on less than $1 a day and defecate in open without access to toilet or clean water. That is like entire North America and Europe combined.

India and China both are aid takers during their difficult times,In 2nd half of 19th century the amount of aid form US to India and China was much large but those aid are dwindling fast and both India and China in 1st decade of 20th century are all different country now when their economy is now in Top 10, they are starting to refuse aid like India openly had said we dont need British aid and Britain has also agreed to stop aid to India by 2016.Same for US.So all those who criticize India for the sake of criticize must know that India itself is now a aid giver and India's aid taking era is over and if any there will also get over by 2020 but the condition pakistan is in it will be dependent on aid for next 100 years.

Very misleading. Why don't we go back to 1846..or 1746 for the matter. I looked at the last 10 years of the data (2002-2012) and they look very different. Shows how much countries like India has progressed, i.e not needing any more aid when compared to Pakistan (7 times more aid for a country for only 14% of India's population). 2002-2012 India $3.89 Billion (Military is 50 million) Pakistan $26.8 Billion (Military is 8 billion)

US Aid in reality helped and is helping even today only few ruling elite in the west and their proxies in the newly independent countries. Bangal famine, in which 3 Million perished happened because of confiscation of grains by British for their war effort. India gave its blood and sweat as aid to Anglo allies in their fight against Germans & Japanese. How many Angloes who effectively rule America as well died or went hungry for Indians?

As someone said about statistics is like a bathing suit: what it reveals is interesting but what it hides is vital. In this case India with its 1100 million people is compared to Israel which has about 7 million; the presentation of figures should not be in absolute terms but in a per capita manner: the difference between these two countries would then be more than 140 times. Similarly the "aid" given to Vietnam was on account of the US occupation of the then South Vietnam which it sustained artificially; perhaps the millions of tons of bombs dropped on that country almost count as "foreign aid". In case of "China" what one would like to know is whether this figure is for Taiwan or China?

First of all most of the "Aid" to India is not real aid or grant. India had to pay back with interest. Aid which went to NGOs was mostly for converting Indians to alien religious ideologies so that vote banks can be built to select favorable parties and people like sonia Gandhi and her kids get to rule India. How much of this aid was after 1971? How much did US help in taking care of 11 Million Bangladeshi refugees starting from March 1971? 1971 was alos the year when US de-linked gold standard from its currency, $, effectively creating a magic wand which creates wealth from thin air. This also helped US government run huge defict to fund wars in distant places. Even before that US only gave chicken feed as food aid to India - Milo in 1966. The best aid America and Britain could have given is - No Military support to Pakistani dictators. This would have avoided 1965 and 1971 wars.

@Democratic We Indians are not suffering from any mass cultural delusion as you believe rather we have a very firm grip on the reality. It is true that India's GDP is USD 2 trillion and it is also true that we have a population of 1.25 billion. The problem is you got your statistics on poverty wrong. When you are saying 60% of world's poor population lives in India it means 60% of 3 billion i.e 1.8 billion (who live on less than USD 2.5 a day) live in India. These numbers lack veracity simply because India's population itself is 1.25 billion. The truth is India is home to world’s 1/3rd of world's poor population and nearly 300 million people live in extreme poverty in India and face deprivation in terms of access to basic services, including education, health, water, sanitation. Will we be able to overcome this ? The answer is yes ! It is slated to happen in next 20-40 years - that is, our generation! Ours is a generation that will see the end of global poverty.
