United States to urge India for holding talks with Pakistan over Kashmir issue

NEW DELHI: United States Secretary of State John Kerry arrived in India to start the annual US-India strategic dialogue in which tension with Pakistan over the disputed Kashmir region will be discussed.

As part of the annual strategic dialogue, US and India pledged on Tuesday to deepen security and commercial ties.

“It couldn't come at a more important moment,” Kerry said in his opening remarks.

A senior US official said Kerry would urge Modi in a meeting on Wednesday to open talks with neighbouring Pakistan to resolve tension over India-held Kashmir.

Kashmir is at the centre of a decades-old rivalry between nuclear-armed Pakistan and India.

“We have a long-standing policy of encouraging and advocating for great dialogue between the two countries on addressing areas of difference, and that continues to be our position,” a senior US official said before the talks.

Afghanistan would also be discussed, the official said, amid closer ties between India and Afghanistan, which is likely to aggravate fears in Pakistan of being wedged between two hostile neighbours.

In a meeting with National Security Adviser Ajit Doval earlier, Kerry discussed regional security challenges in South Asia, as well counter-terrorism efforts, said US State Department spokesman Mark Toner.

Kerry was joined by Commerce Secretary Penny Pritzker in talks with senior Indian government officials in the capital New Delhi.

Referring to the strategic dialogue, Kerry said, “In both sectors, security and economics, we have room to be able to further grow, and to expand our two-way trade and investment, but also to resolve our security problems in doing that.”

Kerry cited cyber-security and energy as areas where both countries could expand cooperation.

He said the sides had reached an understanding on financing to help India meet its ambitious renewable energy targets.

“Our plate between our two nations is as full now as it has ever been,” added Kerry, who was attending the second Strategic and Commercial Dialogue that will also be the last of the Barack Obama presidency.

India's Minister of External Affairs, Sushma Swaraj, said she hoped the next US president would continue the dialogue that also seeks inputs from companies, which this year included e-commerce giant Amazon and wireless technology firm Qualcomm.

India is keen to attract foreign investment to back Prime Minister Narendra Modi's “Make in India” initiative while foreign investors are keen for reassurance that Asia's third-largest economy is becoming an easier place to do business.

Finance Minister Arun Jaitley briefed US CEOs on a planned Goods and Services Tax that the government hopes to introduce next year and would transform the market of 1.3 billion people into a single market for the first time.

Dozens of people have been killed in violent protests in Kashmir since July 8, when security forces killed a popular commander of a separatist group who enjoyed widespread support in the Muslim-majority region.

Modi has said India will not bow to terrorism and accused Pakistan of glorifying it in his annual Independence Day speech on August 15, in which he also raised the rhetorical stakes by highlighting concerns about human rights in restive regions of Pakistan.

New Delhi has rejected Pakistan's invitation to hold talks on the future of Jammu and Kashmir, saying it is an integral part of the nation. It also says any talks should address cross-border terrorism in India-held Kashmir.

I am sure the issue is raised in private. However, America is better than perfidious British. The report says when Narasimah Rao, Indian prime minister, visited John Major , British prime minister, John Major said that he is supposed to mention Kashmir, oh, I just did that and let us move on to other issues on the agenda. It show the lack of seriousness of British on Kashmir. Don't count on the west.

Great advice to India, India must show that it has the ability to actively listen to counsel of her friends, and this hegemonic attitude. It is unfortunate that Indian government and people have labelled freedom fighters as terrorists, that just shows how disconnected they are from ground realities. By this definition, our own forefathers who fought for our freedom against British Raj are terrorists, as India was a sovereign part of the British Empire.

If there is to be peace in South Asia between the two nations then the elephant in the room needs to be addressed and a Plebiscite needs to be held in Kashmir to decide their future. The status quo is not an option when nuclear weapons are being pointed at each other and Kashmiri's are risking their lives to demand their rights despite a disproportionate indian army presence meant to subjugate the region. The world community and the UN needs to take more notice.

It is very unfortunate that an issue which should not be a issue ie holding the region and countries hostage and impacting the lives of millions and foreign powers are using the situation for their own economies. The Kashmir region is some respect equally distributed between 2 countries. The issue would only be to see how to make the people living in these areas have access to full region Which should be discussed. On India's part, it needs to allow for such dialogue while pakistan must stop demanding plebiscite/UN resolutions/etc. Create a conducive env on both sides is the key. The factors against each other are - the hawks who are opposed to any good relation...the political and social forces need to step up the demands for peace and relation. Modi as PM is in the best position to do it in India while PM Sharrief lacks this

UNSC resolution 47 on Kashmir adopted on April 21, 1948 is only a set of advisory recommendations (under chapter VI) ...they are not enforceable recommendations like resolutions under chapter VII are. So it is up to India to accept the recommendations or not. Besides, even under the recommendations, the first step was that Pakistan vacates all Kashmiri territory and removes its forces. You guys don't understand this, even Pakistan will never get ready to leave the part of Kashmir which is under its control. The boundaries are where they are, either keep talking about it and keep pushing your nation and its economy backwards, or learn from India and progress forward. Choice is yours.

There is a lot of substance in this dialogue.Now it all depends how Russia,China,US,EU&UK relationships carry it forward with their global economic interest.The upcoming US elections will be weighing on this kind of deal very heavily even if we have an elected Democratic Party Presidential candidate.

Even though US diplomatic&defense deals don't get washed away by who is the President of the United States of America,but who dominates the congress&what are their long term objectives for the US,its economy,its place in the global politics,as well as-as a World Super-Power.

These few years ahead are critical for the UN P5,how & what these countries are going to do, & inter-act with each other on global platform. Looking at EU & now UK after Brexit,the world economy would be taking twist&turns.

The entire global picture of peace& stability will depend not just on different emerging regional powers,but will depend on which group of countries promote global peace-live and let live policy.

Even if its a bilateral issue India will refuse to talk on Kashmir with Pakistan and will be absolutely right in doing so because Terrorism is the root cause of all issues including Kashmir.

Both sides will have to give up something and comprise. Pakistan wants nothing less than entire JK becoming part of Pakistan. India wants nothing less than entire JK becoming part of India. The UN plebiscite can no longer happen bcoz a) 1965 war and the ceasefire treaty overrides previous agreements b) The demographics of Kashmir is forcibly changed when pushed out Hindus Sikhs Buddhists out of valley. So the ask for any UN plebiscite has no legal basis anymore. Thats the reason even UN is not talking of it.

@Raj_ It is not about preferential treatment...It is more about business and USA and India not interested to discuss Kashmir as an elephant in the room because it has nothing to do with the trade and business between both countries. So such elephants in the room must be shelved aside. Focus on business and not get earwigged by any anti-India countries in matter of Kashmir.

Talking at this time is a waste of time. Keep what each country has and concentrate on development and some day when relationships are better and there is good trade, the border will melt away. There will then be no Kashmir issue.

The Indian government has already rejected to holds talks and to have ideologues by mutual consensus on future of Kashmirs . Indian government should be agreed to sit on Table Talks and Negotiations for the great interest of both countries and for developing peace in this region. The world knows the Indian Government has poor domain of Foreign policies for resolving the Kashmir issues.
