ISLAMABAD: In a bid to resolve issues related to two housing schemes of the Federal Government Employees Housing Authority (FGEHA) — Bhara Kahu Green Enclave and Sky Garden — a Senate committee on Tuesday received a briefing from the National Accountability Bureau (NAB).
The Senate Standing Committee on Housing and Works, which met at Parliament House with Senator Nasir Mehmood in the chair, besides other agenda items took up the issues of the two housing schemes.
Green Enclave was launched in 2009 and Sky Garden in 2019, but work on both the schemes is still incomplete. The Ministry of Housing and parliamentary committees have been pushing FGEHA since long to take steps towards completion of these projects.
Recently, Federal Minister for Housing and Works Mian Riaz Hussain Pirzada while chairing a meeting of the FGEHA executive board expressed “grave concern” over the prolonged delay in the projects in general and Green Enclave in particular. Thousands of allottees of Green Enclave have been running from pillar to post to get plots.
Mr Pirzada in the meeting stated that he had to respond before National Assembly and Senate committees and at other forums, but the project had not achieved the desired progress.
Lawmakers informed about pending inquiries in Bhara Kahu Green Enclave and Sky Garden
Meanwhile, the Senate committee during its meeting was informed about pending inquiries and litigation attached to these projects. The National Accountability Bureau (NAB) representatives informed the committee that inquiries into the schemes had been ongoing since 2018 under relevant legal frameworks and judicial directives. While restrictions had previously applied to specific land transfers, NAB confirmed that upon completing inquiries into cleared mozas (revenue estates), NOCs were processed accordingly.
The FGEHA director general clarified that Shamlaat lands cannot be transferred to private individuals. He briefed the committee on development permissions granted in Moza Kathar and Moza Mangal.
Regarding the PHA-F Officers Residencia Kurri Road project, the committee was briefed on the steps taken to address long-pending infrastructural and civic issues. The committee was told that progress was being made to resolve grievances related to water supply, storm water drainage, streetlights and essential community facilities.
The Capital Development Authority (CDA) member planning assured the committee that the access road issue will be addressed on a priority basis. The committee directed the CDA to execute the access road construction within three months and report back.
Meanwhile, on the request of Senator Saifullah Abro, the chairman of the committee took serious notice of a matter regarding a Grade-20 Senate officer being denied possession of an allotted house for an extended period. The committee ordered the Ministry of Housing & Works and the Estate Office to vacate and hand over the designated official residence to the officer within 24 hours, alongside a comprehensive compliance report.
The meeting was attended by Senators Abdul Shakoor Khan, Saifullah Abro, Khalida Ateeb, Husna Bano, Naseema Ehsan and Hidayatullah Khan.
