ISLAMABAD: The Executive Board of the Federal Government Employees Authority (FGEHA) on Thursday directed the start of development work on Green Enclave-I Bhara Kahu Housing Scheme within one month after removing all hurdles. The board met with Minister for Housing and Works Mian Riaz Hussain Pirzada in the chair.
Sources said the board members were of the view that allottees had been waiting for completion of development work in this scheme for long and they had been pleading their cases at different forums including Federal Ombudsman Office.
“I have to face the issue of this scheme at different forums including parliament while affectees and media also inquired about the status of this scheme from me; therefore, this matter should be resolved in four weeks,” the minister was quoted as saying the during the meeting.
The sources said that the minster regretted over the inordinate delay in completion of the scheme, stating that development work should have been completed many years ago.
FGEHA orders start of development work within a month
The scheme was launched in Bhara Kahu on thousands of kanals. The igning of a construction agreement took place in 2019 but later on physical work was suspended halfway due to disputes regarding contractual modes, work execution percentages and security revisions. The work is still suspended.
Representatives of the Green Enclave-I allottees, including Chaudhary Amjad Ali, Rana Mohammad Arshad, Chaudhry Ahsanul Haq, Mohammad Arshad and Prof Tahir Mahmood have constantly been taking up the issue at various forum. Besides Green Enclave, another housing scheme was started by FGEHA in a nearby area which is known as Sky Garden Housing Scheme (Green Enclave-II) in 2019, involving 7,300 kanals in Mauza Kathar and Mauza Mangal, where over 2,455 consent notices have been issued and over Rs4.21 billion collected from members across various categories.
According to FGEHA documents, a joint venture agreement for the Sky Gardens project was executed with M/s Commoners Sky Gardens on October 11, 2019, based on a land-sharing model involving up to 11,000 kanals located in Mauza Kathar and Mengal, tehsil and district Murree, near Bhara Kahu.
The project envisages the development of 5,754 residential plots, with an equity distribution ratio of 70:30 between the joint venture partners. Commercial land has been shared at a ratio of 45:55, as per agreed terms for commercial utilisation and development. Physical progress of this project was relatively better but it too has been facing delay in completion.
“In today’s meeting as non agenda item, the issue of Green Enclave-I was taken as minster was unhappy over inordinate delay,” said an official of FGEHA.
He said that the board meeting also took up an agenda item of establishing a boarding school and hospital in Sky Garden through revenue sharing formula.
The board also formed a committee headed by Joint Secretary Finance to look into the issue of management cost etc., related to Margalla Orchard Scheme. The committee was tasked with finalising a report.
