MUZAFFARABAD, June 30 AJK Prime Minister Sardar Sikandar Hayat said on Tuesday that no just and durable solution to the Kashmir problem could be found without the consent of the Kashmiri people.

Winding up debate on next year's budget in the AJK Assembly, he said India should give up daydreaming that it could crush the Kashmiris' struggle for right to self-determination through repression.

"History bears testimony to the fact that the brute use of military might and other coercive measures cannot resolve the problems whatever may be their nature," he said.

Terming the dialogue between the two neighbours a positive step, he said the Kashmiri leadership must be involved in the process to find out a solution acceptable to all the three parties in the dispute.

On Muzaffarabad-Srinagar bus service, he said it was acceptable only if India put no conditions of visa and passport. The premier reminded Congress leaders of the promises made to the Kashmiris as well as the international community by Pandit Jawaharlal Nehru regarding plebiscite in Kashmir.

Indian leadership, he said, should honour those commitments to pave way for a just settlement of this longstanding issue. He noted with satisfaction that parliamentary democracy was successfully functioning in AJK, which was mainly due to political tolerance and mutual coexistence among the government and the opposition parties.

Earlier, the Muslim Conference supreme leader and former premier Sardar Abdul Qayyum Khan stressed that "we will have to segregate the UN resolutions from the repetition ad nauseam of atoot ang (integral part) to resolve the festering issue of Kashmir."

"The UN resolutions do not determine the ideology but the strategy. If the Kashmiris' killings go on unabated and here we stick to those resolutions it would be unwise," he said while taking part in the debate on budget.

Sardar Qayyum said the democratic system in AJK did not face any threat from outside but if ever there was any risk it would be from within. "The people and political workers should keep in mind that this system was achieved after great struggle and sacrifices," he said, recalling that there were times when people would talk about conversion of AJK into fifth province or its merger in some other province.

"But we resisted those moves forcefully." He warned that the identity of AJK would suffer if the regional politics of Pakistan were introduced here. He was apparently referring to rumours that Pakistan's ruling Pakistan Muslim League was being established in AJK.

He suggested to Gen Pervez Musharraf to constitute provincial coordination committee to sort out differences between the federating units and to promote the atmosphere of unity, harmony and solidarity in the country.

Sardar Qayyum welcomed the nomination of Mr Shaukat Aziz as next prime minister and expressed the hope that the step would help consolidate the economy. "Gen Musharraf should take charge of the external front and let the internal affairs be dealt by Mr Aziz."

Earlier, MC chief Sardar Attique Ahmed said talks on Kashmir could not deliver without the involvement of the Kashmiris. "India's attitude and its attempts to keep the Kashmiris away from the process (of talks) is the main factor behind delay in the settlement of Kashmir issue," he said, adding that India and Pakistan could not establish durable relations at the cost of Kashmiris.

However, he supported Gen Musharraf's Kashmir policy and said the freedom movement in Kashmir was indigenous and had no external involvement. Kashmiris were peaceful nation and had still faith in the commitment of the international community to them, he said. "We want to see the peace process successful and will lend support to it," he said.
