Indian Prime Minister Narendra Modi on Friday said that water which 'belongs' to India cannot be allowed to flow into Pakistan, Indian Express reported.

"The fields of our farmers must have adequate water. Water that belongs to India cannot be allowed to go to Pakistan... The government will do everything to provide enough water to our farmers," the Indian PM said at the inauguration of the All India Institute of Medical Sciences in Bathinda.

Speaking in reference to the Indus Waters Treaty with Pakistan, the hardline Hindu nationalist denied being concerned with politics, even as his statements were termed a bid to woo Punjabi farmers by Indian media.

"We formed a task force on the Indus Waters Treaty to ensure the farmers of Punjab and other states get each drop of water due to them," Modi said.

The 1960 World Bank-mediated Indus Waters Treaty between India and Pakistan is considered one of the great success stories of water diplomacy, especially as it has survived the India-Pakistan wars of 1965, 1971, 1999 and much bad blood during and after the wars.

Under the treaty, which was signed by Prime Minister Jawaharlal Nehru and President Ayub Khan in Sept 1960, water of six rivers — Beas, Ravi, Sutlej, Indus, Chenab and Jhelum — are to be shared between the two countries.

Pakistan has said revocation of the Indus Waters Treaty can be taken as a 'hostile' act against Pakistan.

Adviser to the Prime Minister on Foreign Affairs Sartaj Aziz earlier said that if India tries to interrupt water flow into Pakistan, it will not only violate the Indus Waters Treaty, but also set a regional state practice under which international law can be serve as a precedent. "It will provide China, for example, a justification to consider of suspension of waters of the Brahmaputra river," he said.

Tension between the two countries is again at a peak following an alleged Indian 'surgical strike', unrest in Kashmir and the Uri army base attack in September.

Since then there have been repeated outbreaks of cross-border firing in Kashmir, with both sides reporting deaths and injuries including of civilians.

The Indian premier's fresh statements come just days after Indian troops targeted a passenger bus and ambulance across the Line of Control, and killed three Pakistan Army soldiers and 10 civilians in various incidents of 'unprovoked' firing.

Modi stepped up a drive to isolate Pakistan diplomatically after the Uri army base attack in September in which 19 Indian soldiers were killed. Hours after the attack occurred, Indian Home Minister Rajnath Singh termed Pakistan a 'terrorist state' and accused Pakistan of involvement.

Shortly after, India decided to suspend Indus Water Commission talks until "Pakistan-sponsored terror" in India ended.

The Uri attack occurred days before Prime Minister Nawaz Sharif was set to address the United Nations General Assembly regarding Indian human rights violations in held Kashmir.

Following the attack, India claimed it had conducted a cross-border 'surgical strike' against 'launch pads of terror' in Azad Jammu and Kashmir — a claim Pakistan has strongly rejected.

Pakistan maintains that India is attempting to divert the world's attention away from atrocities committed by government forces in India-held Kashmir.

Pakistan and India have, most recently, locked horns over Kashmir since Indian forces stepped up a crackdown against protesters after Hizbul Mujahideen commander Burhan Wani was killed by government forces in July.

His statements and his ambitions are a clear indication that this guy had been instrumental in the massacre of Muslims in Gujarat. Even a deaf, blind and dumb can understand it.

Mr. Modi can try all he wants, but there are laws (Reparian rights) which clearly states the alongwith land ownership comes the water as well which is flowing alongside that land. This means both India and Pakistan have rights over the waters in the rivers flowing through their territories. If India tries to stop or reduce water flow to Pakistan, this will be assumed as an act of aggression and Pakistan has every right to respond in a suitable manner. Mr. Modi seems to be a reasonable person, he should admit the embarrassment his administration had to face on the so called 'surgical strikes' and act as a responsible neighbour in the region. He will be respected for that. India is a big market and is respected for that, Mr. Modi should focus on using this advantage for the welfare of his people.

Your numbers are incorrect and ignore the water being extracted by India and diverted to canals in Rajasthan. It is not only East Punjab that benefits from the waters of rivers flowing through Kashmir, Punjab and Himachal Pradesh. Pakistan always claims India is diverting excess water - it is wrong India is not. Similarly Indians always claim they can take more if they wish or are able to do so. They too are wrong.

By an measure the treaty is working well. Any attempt to tamper with it will result in serious repercussions and an all out regional if not world war.

Pakistan gets more than its allocated share of water and looking at the changing realities its quantum may become more realistic in coming years. Besides that increasing storage capacity if a hydro project is no child's play, even if it's economical and structurally possible, building the additional modifications to each dam will take years. After reading the story in the Indian Express, we formed a group in Cambridge University to discuss the matter. A student doing his PhD on the treaty informs that India has a 20% share of all waters flowing from the six rivers. This means that they have rights over Ravi, Bias and Sutlej, which make up the 20% share. But to imagine they will draw water from Indus, Jhelum or Chenab would be a violation of the treaty.

One expert professor says that lower riparians have rights which the upper riparian cannot usurp. If this happens then it means definite war. But it seems Modi is playing politics with his voters.

It is unfortunate that sentiments have overtaken the senses. Indus water treaty was designed with India exclusively using all waters flowing in the Eastern rivers Ravi, Sutlej and Beas. In compensation, dams at Mangla and Tarbela along with an extensive network of link canals were built under the Treaty, to provide water lost in the three eastern rivers to India. The costs of replacement works were shared by the consortium countries, the biggest contributor of which was India. Now, what Modi has said, is a big favor to us. If he says not a single drop in those Eastern rivers would flow to Pakistan, it would mean, not a drop of unwanted flood would add to our flood miseries during the flooding season. Good enough for us.

I am an Indian. From my perspective it is wrong. We have to use that much water that remains on treaty(20%). It means we should not violate treaty and use to our full potential which we do not(2-3%). This is like a provocation rather than a prospective talk. Till now i was a fan of Modi's work but now it is too much. We got to much jolt from yesterday. Neither our government doing enough to bring peace nor the promises it fulfilled. This type of electoral talk should be managed by election commission like which sparks communal harmony and religion. Although demonetization brought peace to the valley but we should think that it is temporary. from my prospective Pakistan should not hyper the Kashmir issue nor India possessing war like talk. This will only make Kashmiri and border people suffer. We are not seeing the real life problem and still increasing the no. of problem. If anything happen from now onward due to both side politician, then our fate will suffer.

As per the treaty there is a portion of water that was for India so in theory there is part of the water that belongs to India but they arent taking it.

instead of focusing on water \ cross border killings and other diversion tactics Pakistan should be focusing on highlighting resolving the Kashmir issue. Until that is resolved these smaller issues will continue to arise whenever it suits the politicians on both sides.

I have seen many vdeos of water flowing from Pakistan to Aarbian sea-in large volume - Why cant it be trapped and used for Pakistani irrigation ?? It is well known fact due to Global warming Ganges,Brahamputra,Sutlej,Ravi river flows will reduce--it is high time and urgency for both India and Pakistan think about de-salination plants as substitute -- for irrigation. All rivers, Pakistani, Indian or otherwise flow into the Sea. It is not feasible to extract 100% of any river's total volume and expect nothing to flow into the sea. For one thing if this was done on world wide scale the seas would eventually evaporate - where do you think their source water comes from! Secondly it would cause immeasurable harm to fragile ecosystems lower down stream in places like Bengal and Sindh.

@Alam how can a ravaged muslim community in gujrat can support someone like Modi, even human rights in india with mostly lopsided view when it comes to muslims voiced for muslim due to grave injustices, rapes, more than 2000 muslims were butchered infront of their love ones. Modi does not work secretly against muslims, his acts in Gujrat and now in kashmir are blatant and open for the world but not to bigot or the black sheep in the community who is for self destruction for the inapt justifications.

Just like US TPP deal, all these deals need to be re-negotiated. When this deal was done, indian population was probably 1/3 of what it is. With 1.2 bil population, it is completely new dynamics now

Water that belongs to India is defined in treaty. Now it's upto India to utilize its full share. India still have some share in water to develop in western rivers additionally some water spills from eastern rivers during flood season.
