China leads resistance to India joining Nuclear Suppliers Group: diplomats

VIENNA: China is leading opposition to a push by the United States (US) and other major powers for India to join the main club of countries controlling access to sensitive nuclear technology, diplomats said on Thursday as the group discussed India's membership bid.

Other countries opposing Indian membership of the Nuclear Suppliers Group (NSG) include New Zealand, Ireland, Turkey, South Africa and Austria, diplomats said.

The 48-nation NSG aims to prevent the proliferation of nuclear weapons by restricting the sale of items that can be used to make those arms.

India already enjoys most of the benefits of membership under a 2008 exemption to NSG rules granted to support its nuclear cooperation deal with Washington, even though India has developed atomic weapons and never signed the nuclear Non-Proliferation Treaty (NPT), the main global arms control pact.

Opponents argue that granting it membership would further undermine efforts to prevent proliferation.

It would also infuriate rival Pakistan, which responded to India's membership bid with one of its own and has the backing of its close ally China.

"By bringing India on board, it's a slap in the face of the entire non-proliferation regime," a diplomatic source from one of a handful of countries resisting India's push said on condition of anonymity.

A decision on Indian membership is not expected before an NSG plenary meeting in Seoul on June 20, but diplomats said Washington had been pressuring hold-outs, and Thursday's closed-door meeting was a chance to see how strong opposition is.

US Secretary of State John Kerry wrote to members asking them "not to block consensus on Indian admission to the NSG" in a letter seen by Reuters and dated Friday.

China, however, showed no sign of backing down from its opposition to India joining unless Pakistan becomes a member.

That would be unacceptable to many, given Pakistan's track record which include allegations selling nuclear secrets to countries including North Korea and Iran.

"China, if anything, is hardening (its position)," another diplomat said.

Most of the hold-outs oppose the idea of admitting a non-NPT state such as India and argue that if it is to be admitted, it should be under criteria that apply equally to all states rather than under a "tailor-made" solution for a US ally.

This time around China won't back down as it did before in 2008. US will push China so far and that is it. Obama is lame duck anyways. Neither Trump nor Hillary will have time or guts to stand up to China at least within first two years of their term. Once again the slogan in US is economy.

India is not expecting to get through into NSG this time anyways. But we want to see China publicly block our access.

We want to bring out China's passive-aggressive game out in the open so that then we can start doing the needful in the South China with friendly nations like Singapore, Vietnam, US, Japan, Phillippines, Taiwan, and Australia.

Chinese are most unreliable. As far as Pakistan goes, it is in same stage where it was in 80s, only the master has changed from US to China.

China can now expect the same behavior from India for China's supposed entry to MTCR. On a side note, its not unprecedented for a non signatory of NPT to join the NSG. There have been three such exceptions in the past including France which was not a signatory to NPT at the time of joining NSG.

Pakistan and India should be very careful while hating each other that others should not take undue advantage. A war in the sub-continent will drag India's feet from glory and success and Pakistan to bankruptcy. Then we'll again be fully dependent on others for our survival.Time to wake up and be an alliance. Just imagine India and Pakistan together can rule the South east Asia as we are culturally very similar and very different from China.

China will not be able to resist India's NSG membership. When the whole world is supporting Indian membership, China will be Isolated. With the declining economy, ageing population and fast loosing Foreign exchange China is already in trouble. This resistance is detrimental militarily to China because US-India-Japan-Australia axis is joined by all the neighbors of China in a military alliance. This alliance will become weak if India does not join it. China has this chance to convince India not to join against it.

Amazingly in just 8 years the number of countries opposing india has come to less than 10. With 40+ countries supporting it is an indication of successful Indian diplomacy. Pakistan has to watch out this rather than treating blocking of few countries as their own success

Nobody should underestimate Chinese proclivity for logic, rationale and insight of real politic. Those who think China can be bullied are being naive. Beijing has empathy for the competitor India. They know exactly the travails of India in wanting to gain access. A good conversation will see it through. Pakistanis rejoicing Chinese stance to include Pakistan too are wrong to assume it is Chinese benevolence. China is holding Pakistani card to scare other nations. No one would grant NSG access to Pakistan due to its past record. So by asking for Pakistan's entry it wants to kill the deal altogether.

If China is in minority trying to block Indian entry into NSG then it can postpone the entry and not block it forever, in a global village that we are China will need support of all those supporting India's bid for NSG so a quid pro quo will be in order sooner than later. Pakistan must concentrate on building its case in entry to NSG rather than build a case against India. That would look more respectful.

NSG membership will allow India to get the tech to efficiently generate electricity from nuclear fuel and India deserves it and needs it. India has never proliferated nuclear technology and is a mature nation. China’s opposition basically shows that it wants to obstruct India’s rise. This is expected statement from China. Earlier it was silently opposing India's bid to NSG and now they are in open. This shows real intentions of China. NPT is not a necessity for joining NSG and the previous exemption from NSG for India specifies that. France was also admitted to NSG without signing any NPT. India has played it very cleverly this time around. They have put the onus on China and most likely China is going to oppose India's bid and this is well known to the entire Indian establishment. People in India already know that the chances are bleak but should India's bid fails only due to the Chinese opposition, India will go all out without any hesitation to foster ties with the countries claiming similar rights over the South China sea. One should not forget that India waited thus far not to sell Brahmos to Vietnam and other regional countries only to not irk the Chinese establishment and in the hope to improve bilateral ties.

China has not made any statement on this subject since Sino-US strategic talks last week. It has a hobson's choice to make. If it decides to block India, it will push India in a tighter embrace of USA. If it does not block, Pakistan might block its access to Gwadar port. Pakistan has to be on toes for the next 10 days and will miss a seasoned foreign minster at this critical time.

Hopefully, India will clear all the hurdles here in getting NSG membership and even if it is postponed for few more meeting then also there is nothing we are losing completely. India is doing nuclear business as usual with other NSG members due to the India specific exemptions.

Now, coming to the second point, its all about give and take. China wants India ensuring that it will not get involved in South China Sea dispute.

And last, all of the opposing members will come on board by some more tough diplomacy may be with the help of RUSSIA, US, JAPAN, UK, France, Germany and Australia. Each of the mentioned country will play a great game here for India. Turkey, will be the first to fall in line with US interests.

China will support Indian drive to be a part of NSG, if India supports Pakistan becoming a member of the same club. Will India do that, has just blocked the eight f-16 deal with US which was part of the support fund. So it seems to be a a tit for tat.

Also many Indians here commenting about India blocking China trade with it. China exports in 2015 was in the range of 2.28 trillion USD and imports around 1.68 trillion USD, with a Foreign exchange reserves of 3.5 trillion USD, largest in the world. It's nominal GDP was 11.38 trillion USD(five times that of India). No you can figure, an India-China trade of say 75-80 billion(heavily in favor of China) USD is meager and less than 4% of China exports worldwide. This is the reason China gives not much importance to India.

It is good to see China finally opening out its cards fully against India. India has already signed agreements with Bangladesh, Burma and Thailand where India is investing funds to repair the 70+ bridges which are of world war times in Thailand and lay a 1400 kms Highway road between Calcutta to Thailand and Hanoi. Now India will also go ahead with its shelved plan of exports of Brahmos 290 kms cruise missiles to Vietnam; Indonesia, S. Korea etc. and increase its activities in South China Sea. Next on cards of Brahmos sales is UAE; Malaysia, Singapore , a list of 11 countries. Not just look East but new mantra of Modi which is ACT EAST.

@Shyam Kokku Get real. China GDP last year was 11.38 trillion USD, compared to 2.2 trillion USD for India. Chinese GDP growth in the last 2 decades were in the region of 9%-10% for a full two decades( 3 decades of unprecedented growth). So a similar growth rate for two countries means China is developing 5 times the speed of India as India's economy is 5 times smaller.

Also China economy is a bit heated up and looking in retrospect. Will move full throttle in coming days.

Bhopal disaster was also an American Chemical plant and so will be nuclear plants that create nuclear waste which only a few countries like the US around the world know how to dispose and where to dispose. India will become a an American colony for a few centuries trying to get help to dispose waste and get fuel for the reactors. US will extract multifold amounts for all it has invested in these reactors. Indians who can afford will use the power but the rest great majority will never see the benefits. Remember Iraq- US liberated it from Saddam, but it will continue to take a share of Iraq's oil wealth for the next many many years to cover the cost the war spending. As I said there is no such thing as free lunch in America.

China needs friends in the region, Everyone is against it , but keeping quite because of the economic dependence , If India starts everyone will align with India that is the last thing they want. It will blessing in disguise if the China block such a move.

@jam shed I don't think India's options are very limited. However, one thing is for sure that China stands to be isolated by this episode. Can they bear the burnt of this isolation? It needs to be seen.

Our regional belligerence is coming home to roost, except for China no other neighbor is on friendly terms with us. Of course India will use it to its advantage.

Foreign policy should shift from military domain to Civil government domain. We need peace with all our neighbors and that is the only way we can progress.

It will be nice to see that what is more important to China its own interest or Pakistan's interest. China wants membership of MTCR since 2000 and its application is still waiting. So I think this resistance is merely a holdout to get into MTCR and once India and USA agree in principle to give membership to China , China will also agree to do the same for India in NSG. This India will be a NSG member soon. PS: national interest outdo other interest.

Its not UNSC that one country can veto entire move. With or without their agreement India will be part of NSG, moreover majority of nations backing India's bid so after entry into NSG there will be no problem in doing business either.

I dont know whats the hoopla around NSG membership. I mean who cares bcos this paragraph says it all. India already enjoys most of the benefits of membership under a 2008 exemption to NSG rules granted to support its nuclear cooperation deal with Washington, even though India has developed atomic weapons and never signed the nuclear Non-Proliferation Treaty (NPT), the main global arms control pact.

Remember a few things

  1. US money into Pak was not loans and didnt have to be returned .
  2. Chinese money ( investements ) are loans which Pak will have to pay back with interest
  3. China will slowly kill all Pakistani industries with the influx of Chinese goods into Pakistan 4.. And then ask Pak to pay back the loan which PAk will never be able to

In order to be a member of NSG, one has to allow IAEA to inspect nuclear reactosmrs by giving them full access to the nuclear sites. Civilian and military reactors should be separated completely. India has already accomplished these two. Pakistan has not. Will Pakistani leaders allow IAEA inspectors to gain full access to its reactors and separate the civilian and military reactors?

That is the way politics works.

Taiwan was ejected from the UNSC and People's Republic was recognised as the "real" China and India fully backed the move.

In return, we lost Aksai Chin and suffered an ingress into Arunachal Pradesh.

China's hard power has its limits- it will learn that by and by.

Aksai Chin was proven to be Chinese territory even before the British drew faulty maps sitting in Delhi,claiming Aksai Chin as part of the empire. This was subsequently rectified and it was properly shown in China. But India, deviously pulled out the first wrong map and tried to join it to Kashmir to claim it. 800,000 India foreign occupation troops in IOK, shows its an occupation army. History has shown occupation of foreign lands never last but many times are the cause of unraveling of his own country.

Only if India were to adopt a policy of live and let live would we find the desired peace in the region and both countries can prosper. I agree that right now Pakistan is in a weak spot due successful anti Pakistan policy of India but this is not going to help India in the long run. Pakistan has always been trying to catch up with India as India has always shown the big brother attitude. Treat Pakistan with respect and equality and both will live happily ever after.
