ISLAMABAD: The Pakistan army has changed its operational priorities for the first time in eleven years and described internal threats as the greatest risk to the country’s security, DawnNews reported on Wednesday. 

The ongoing guerrilla war in the tribal area near borders with Afghanistan and armed attacks from different groups and elements on security installations and in cities were mentioned as biggest security threat in the new ‘army doctrine.’

The army publishes the doctrine to review its war preparedness and capabilities in order to keep them on the right track.

A new chapter, ‘sub-conventional warfare’ has been included in the “green book” for the first time.

Without naming characters in the war, the book talked about few groups and elements and also mentioned cross-border attacks from Afghanistan.

The over 200-page green book is being distributed among military commanders and the military sources said that it would also be shared with the public and will also be posted on the army’s website at an appropriate time.

According to BBC, defence analyst Talat Masood says that Pakistan army for the first time has admitted that the real threat is emanating internally and along the western borders and not from India, which was previously considered as number one enemy of the state.

in Internal threats should include the sold Politicians too who are member in parliament without votes..Indeed The Pakistan government should make an Internal security act as a part of constitution and independent patriots should be the members,who can take down all those people who are trying to destabilize the country economy and peace.

About time. Civilians have been shouting from rooftops about 'internal threats' for years. Lets hope it doesn't take another 11 years to start acting on this threat.

A good military understands and adjusts its priorities for threats that will emerge 10 years in the future. Our military can’t even understand or adjust its priorities for threats that emerged 10 years in the past.

Surprised it took so long for Pakistan army to realize this threat.If it keeps going so slow in understanding it's threat perception then only God can save Pakistan.

Army has not done any meaningful operations since 2009, allowing militants to regroup and hence we saw the resurgence of terrorism in 2012. With NATO/US leaving Afghanistan next year I see this document as a new scam to keep the money flowing to Army as it will now pretend to fight this "internal enemy". Pakistan has a very very bleak future.

Thank god some sense has prevailed. However, it is the army itself that has let this growth. They are still not sure if they should get rid of the internal enemy or save them for future troubles.

Internal security is not the army's domain. For that police and investigation agencies must be equipped and strengthened on motorway police model.

If this is just a tactical route to postpone the anti India bits until this domestic issue is taken care of, that’s not such a good thing. Unfortunately, as much as I want to not believe it, it’s possible that this may be all that this is.

The internal threat is evident and that is sectarian strife, the mother of threat. It should be addressed honestly. Unfortunately wicked religious scholars and politicians using religion for their vested interest since the very beginning. There is the need to address root causes of sectarian divide and its justification. The innocent majority population is believer in Abu Hanifa doctrine that is the same which was existing during pious caliphate period. But different religious scholars have been encouraged by the rulers of their time who have spread falsehood and that is still going on that dividing the innocent majority for vested interests of rulers and opportunists. All such situation is continued and that needed to be checked by Honest Religious scholars and Political parties as well as Army the sole guarantee of integrity and unity of the country. At one side people notice the sectarian killing, writers only tell the event but do not address root causes and at other side people notice the spreading hate culture by producing suspicious material on electronic and print media that even do not accept human mind and also against natural justice, further the processions and congregations at highways and on roads disturb citizens daily live and cause spreading hatred which is being overlooked by responsible government agencies and socalled religious scholars and national political leaders. All that is needed to be addressed.
