CITIZENS for Right to Information write to IG Police, Sindh relating to the incident on Jan 13, in which 19-year-old Intizar Ahmed was shot and killed in DHA Karachi, allegedly by the police personnel belonging to the Anti-Car Lifting Cell.
The following information was asked under the Sindh Transparency and Right to Information Act 2016 and Article 19A of the Constitution of the Islamic Republic of Pakistan:
Please give a copy of the Standard Operating Procedure that defines the process of stopping, chasing and firing at an individual or vehicle, when a stolen car or illegal activity is suspected.
Please provide evidence that the eight ACLC persons involved in this incident had been trained or made aware of this SOP.
Please provide a copy of the Sindh Police law that requires citizens to stop their vehicles and be searched when stopped on the roads by a random gang of people in plain clothes.
Kindly provide the above documents / information within 15 working days as stipulated in the Sindh Transparency & Right to Information Act 2016.
