No to CPEC unless Pakistan provides trade access to India: President Ghani

Afghan President Ashraf Ghani has said that his country will not be a part of the China-Pakistan Economic Corridor (CPEC) unless it is given access to Pakistan's Wagah and Attari border, DNA India reported on Wednesday.

Addressing a gathering at the Vivekananda International Foundation in New Delhi, Ghani said that Kabul will restrict Pakistan's access to central Asia if it is not given access to India through the CPEC project, according to the DNA article.

The comment comes a week after a meeting took place between representatives of Afghanistan, China, Pakistan and the United States in Oman, in which the revival of peace talks with the Taliban was discussed.

"Sanctuaries are provided, logistics are provided, training is provided, ideological base is provided [...] Pakistan has come to a juncture and it needs to make a choice," DNA quoted Ghani as saying. "Our reaction will be determined by its [Pakistan's] choices."

According to DNA, the Afghan president also welcomed India's new role in Afghanistan as discussed in the new US policy for the region.

Ghani termed the Trump administration's South Asia strategy a "game-changer" for the region as it "recommends multi-dimensional condition-based approach for the region."

Ghani visited India just a day after US Secretary of State Rex Tillerson's surprise visit to Afghanistan.

I just read a beautiful interview of Husain Haqqani, and he said " South Asia is the least integrated region in the world. Half of Europe’s trade is within Europe and half of ASEAN’s (Association of Southeast Asian Nations) is within ASEAN. In South Asia, intra-regional trade is only 5% of the total trade of the countries in the region, which is abysmal." I am not able to understand why the powers that be in Pakistan, not see that regional trade will bring benefit to all people in the region whether they be Indian, Pakistani or Afghani.

CPEC is for all countries who want to do trade and not for those who want to create problems in trade. India is the main problem in Asia and it is also advisable to Afghanistan to keep distance from India if want to prosper and be secured.

Afghan government is more or less Kabul government. Even Kabul is not a good place for any sort of foreign investment. What on earth is Mr. Ghani talking about when he says he will not give Pakistan access to Central Asia? As if he has the power!

Ghani is becoming part of new great game in favor of India. Pakistan has provided access to Afghan Goods to India but does not allow India access via Pakistan to Afghanistan. If Afghanistan block this route to central Asia, Pakistan has alternative route via Kashgar to Kyrgyzstan and beyond. Afghanistan will suffer, If Pakistan block Afghan goods into India. Afghanistan will lose its own part of USD 220 m trade with India too.

Afghanistan has access to India, but India does not have access to Afghanistan. Normally Afghan trucks are allowed to bring goods to Indian border and they have to return back from there.

Maligning someone and putting something in a threatening tone publicly is a sure way not to get that particular thing done. I'm sure he is well aware of it and as such his plans must be different from what one would deduce from this statement. But for the record, as far I remember correctly, Afghanistan did have access through Pakistan to Indian border, but India didn't to Afghanistan's. And it is unreasonable for Afghanistan to expect Pakistan to change its policy towards Afghan-Indian relations concerning Pakistan, while they don't.

I think we in Pakistan need to take a step back and rethink everything. We can't go on having troubled relations with our neighbors even India in long term. Let them use our corridor. We will be making money from that too (afghans and Indians won't be using it for free) plus our exports have already plummeted towards Afghanistan sot where is no point of that getting affected. We can't just be dependent upon china for trade we need more partners

Perhaps Mr. Ghani has forgotten that Pakistan had urged both Afghanistan and India to join CPEC. Moreover, China under its OBOR initiative has an exclusive provision for an Indian corridor as well. Mr. Ghani is only looking for a zero-sum game when it comes to normalization of economic and trade relations when it involves Pakistan and Afghanistan.

If CPEC can't enter via Afghanistan then its Dead-End at Gawadar, Having access to Central Asia via China will not be strategically relevant to Pakistan. Personally, I don't think China will be interested to go via Afghanistan to Central Asia due to security concerns, China via CPEC is just bothered about the Indian Market, which Indians will not give access too, China already has a complete domination in Pakistani markets.

Every comment is natural ,emotional and impulsive response. Think logically, trade through Pakistan will generate tones of revenue , employment and permanent infrastructure. This will make India dependent upon Pakistan . The reduction in defense and money can used build homes for poor, hospitals and schools. The doors for outside investors will open . CPEC is dead on arrival as commercial project if India & Afghanistan & Central Asia are out. Ghani has brought Afghanistan a long way, could challenge any unfair deal. The trade between AF-PAK is on free fall & for this financial year it will be less than $600m. Very unfortunate for Asia. we are trenched & walled from 3 sides, only open to china.

@Dr Biswas Amardeep please take 3 million Afghan consumer living on Pakistani soil to India and this will give Pakistan a good reason to allow India trade with Afghanistan , untill India failed to show a good intention the answer is NO WAY NO TRADE . Another important matter must be discussed Pakistan under no circumstances will benefit trade with India since Indian minimum wages are mainly impossible to compete in Pakistan so any attempt to allow a trade with India will for sure cause many industries closure in Pakistan . So forget about the talk of trade with India at this moment untill an appropriate time in future. One important note please fix India poverty problem before you try to help others in region and remember Pakistan know Indian intentions in Afghanistan .

Pakistan needs to host these refugees for the next 30 years and pay reparations to Afghanistan for meddling in its internal affairs. On top of that, Pakistan as a muslim country needs to take in the 500K Rohingyas. India is only trying to help Afghanistan stand up on its feet and be a free, liberated and economically strong society that it was before Pakistan spread its religious fanaticism.

Ghani is overestimating Afghanistan´s role in CPEC which is a Pakistan-China trade link. I believe Pakistan should never accept a trade route via Afghanistan even if they give the green signal and should explore the Kashgar route to Central Asia. Afghanistan might risk losing her trade route to India via Pakistan with this sort of negativity.

Even if Afghanistan give Pakistan access to Central Asia, it is of no use as Afghanistan is not stable enough to risk land route trade through it. Afghan government has not writ outside Kabul (that too would be only 50%) in the country. In this scenario no one will take risk to take land route to transport their goods through Afghanistan... So Mr. Ghani.... go put your house in order and then put terms in front of us....

While Ashraf Ghani has spoken truth; many are quick to point out that look he is speaking India's language; missing the point that"TRADE IS FOR BENEFIT & DEVELOPMENT OF ALL PARTIES" and should be kept out of all other political disputes. India & China has border dispute but trade more than $70 billion/year with trade deficit of $46 billion. China's goods pass through India by road into Bangladesh & trade routes are open. So does it happen in Europe & even central Asia. While China is wanting India & Afghanistan to support CPEC; Pakistan does not allow the trade to happen between Afghanistan & China despite India having provided "Most Favoured Nation" status to Pakistan. The reality is India should be joining hands with Pakistan & China along with Afghanistan to make CPEC successful & Pakistan in turn should open their borders for trade between India & Afghanistan without jeopardising their respective political stands on disputed territories. This will benefit ALL in the region.

@UN, India gave the MFN status to Pakistan long back. You could have reciprocated. Why should we be dependent on a fourth party(China) for trading between ourselves. If resolution of the core issue was the precondition for developing trade ties, the core issue is still there, unresolved. Why is Pakistan so eager now to have India as partner in CPEC.

Peace will return to Afghanistan only when the entire Pakistan-Afghan border is fenced, all Afghan refugees in Pakistan are made to return, and for two years Pakistan closes all movement to and from Afghanistan. Also all extremists in Pakistan should be physically eliminated. Pakistan should concentrate on export trade with the world with lower export tariffs and import-substitution being the main strategy.

Right now Afghan trucks can carry good up to Wagah border and have permission to transport goods from Indian side to Afghanistan. But Pakistan is allowed to way trade with CAR via Afghanistan. So Mr. Ghani wants a fair deal for Afghanistan in trade like Pakistan should provide the same facility as Afghanistan is providing to Pakistan.

Pakistanis have had just about enough of our neighbors on both sides, especially the rock formations on our west. The first post 911 Afghan president was a US puppet - when he got tired of wagging his tail to the US, they brought in his clone Ghani. He now speaks with His Master's(modi's) Voice - so now there are noisy barks from both sides. I suggest Pakistan should carry out a real 'test' of its nukes - just half dozen or so - to rearrange the rock formations called Afghanistan. Let them hurl a few rocks at us in return. But once the (nuclear) dust settles, there will be some peace in the world. It will push the US out of the region and video footage of the 'new-look' Afghanistan will also tame down the neighbors on the other side.

The ideal situation would be where India, Pakistan and Iran work together to make BOTH Gwadar and Chabahar operational and connected. Any route going through Iran to Chabahar and Gwadar would be better than going through the backstabbing, worthless, landlocked and disgraceful Afghanistan. It would be better security wise and Iran and Pakistan both have people who can think (unlike Afghanistan).

The access to Central Asia is not so much for Pakistan, it's for China which will gladly match and even exceed two-billion-dollar Indian investment over the last sixteen years in Afghanistan. Afghanistan will do itself a huge favor if it doesn’t meddle in Indo-Pak conflict. Afghanistan needs to learn from Iran which has decided to reap from the benefits of CPEC despite its new port of Chabahar and that too being built by India. Afghanistan can make billions from trade transit duties, just as Iran would. Afghanistan will no longer need to depend on Indian funds,

India doesn't want to trade with Pakistan. They just want to use the shortest and most direct route thru Pakistan to Afghanistan and the Central Asian stan countries. If Chabahar was anything more than a pipe dream, both Ghani and Modi wouldn't be coming up with these childish antics every other day against Pakistan. Pakistan should simply tell Afghanistan and India that threats won't work at all. If they want to do trade then come to the table and talk else take a hike. On top of that Ghani shouldn't even be thumping his chest like this being president of a warn torn and landlocked country. If he wants to sing Indian tune then leave him to his own devices. He will come to his senses soon.

@Sailesh Akkaraju We very much see regional trade as the way to go. However, we are not prepared to have our neighbors who depend on their day to day survival on us to dictate to us what to do. We are governed by our own national interests. Regional integration has to be taken in small steps and leaders of a country like Afghanistan should remain humble and be grateful for what the benefits they will reap from integration taking place in small steps. Demanding "all or nothing" will not achieve anything for Afghanistan. All Pakistan has to do is to close its borders for 30 days and force 3 million Afghan refugees back into their country, and that will spell disaster for Afghanistan. Their so called war can also come to an end overnight if Pakistan stops the supply route and air corridors to Afghanistan for US/Nato troops. Mr. Ghani, stop being a mouthpiece of India and start looking out for your own country, but a feudal lord always remains subservient to his foreign masters

Perhaps, President Ghani is not seized of historical geographical of the region. Pakistan was, earlier , dependent on Afghanistan for access to Central Asia. But, the CPEC has marginalised this dependence, since it skirts Afghanistan and provides Pakistan direct land route access to Central Asia via Khunjrab and Kashghar in Xinjiang China. Kasghar was an ancient trade corridor between Central Asia and Gilgit in present Pakistan. Many Pakistanis say that all Afgan refugees should also be sent to India. My question is why? What is the basis of such statements? Refugees came to Pakistan on US-Pakistan request to Pakistan and due to their actions of using Taliban or similar organizations to fight Russians. If there was no fight than there won’t be many refugees. Pakistan participated in this war willingly and was paid handsomely by US with dollars, arms and keeping eyes closed towards nuclear armament. Even UN paid for every registered refugees and even today get paid which is a good foreign currency earner for Pakistan. Please think rationally and find historical facts from various sources.

Its funny, Pakistan doesn't need AFG routes there's one through China that already exists. Second if Pakistan wants they can completely shut down AFG economy by not allowing AFG trucks through Pakistan and access to Pakistani sea ports. Furthermore all refuges can be sent back. One could have taken Mr Ghani seriously about his denying access to Pakistan to Central Asia if he could somehow give access to Rex Tillerson to Kabul itself which is supposed to be Mr Ghani's capital city.Unfortunately his Control over the area only allowed the US Secretary access upto Bagram where all the meetings with Ghani and Abdullah were held.But he sure knows how to talk big!

Mr. Ghani Pakistan should have no problem with it . But would you be a guarantor to convince India to accept all the terms and conditions set by Pakistan not by India or Afghanistan? Secondly, In case tomorrow Pakistan accepts whatever you demand, will not India demand more access in the region?

Pakistan does not need Afghanistan for access to central Asia at all, we can in the long run go to central asia through China, keep in mind both countries have a history of property exchanges, in Kashmir, Pakistan took over parts of Kashmir and ceded them to China. China can provide a 'Trade Corridor' from Northern Pakistan to Xinjiang on to Tajikistan in Central Asia. Hope Afghanistan and India realize that. They need to read a map, Pakistan also has military options at its disposal if they are brave about it, the Wakhan Corridor is a think strip of no mans land that is in Northern Afghanistan. Reluctantly if India tries adventurism in Afghanistan, Pakistan can RANSACK the wakahan Corridor and send troops to take over, this will be a extreme step, one that Pakistan on its own cannot afford to take on, BUT, if China's stakes in the CPEC are high enough this can be done. So Afghanistan should make her own decisions and not listen to the Lalas from across our Eastern border.

Who exactly is going to use the CPEC besides China? All of Pakistan's main 3 neighbors have said NO. Other South Asian countries have said NO. Middle Eastern countries have said NO because it competes with their own ports, US, Japan, Australia & South Korea have said NO. European countries have not expressed any interest. Russia has not expressed any interest. I wonder who will use CPEC unless Pakistan mends its relations with its neighbors & others.

Afghanistan is crucial for ultimate success of CPEC because if route to Central Asia is to be only through Kyrgistan and Tajikistan (open and look at the map first) then what is the relevance of Pakistani leg of CPEC ? This one way street of obsessive enmity with neighbours is just MAD (Mutually Assured Destruction). Regards.

@Javed I couldn't agree more with your statement !! But is Pakistan doing that ? It is very very risky to put all your eggs in the same China basket which is what you are doing now. You do not have good relationship with your east and west neighbors. When and if the China basket is dropped (it can drop : remember you said each country should look for its own interest. China at some point looking at its own interest might find Pakistan not very favorable) you will only be left with the Arabian sea as your neighbor.

@Bipul For you Indians Ghani's word is gospel word so it was Karzai but things have not changed an iota since Kazai left. It is "same old same old" Tailban are suicide- bombing the hell out of Afghanistan control every thing outside Kabul and US secretary of State meeting Ghani in the middle of darkness with military base lights out in a room with no windows just it has been for years. Does it refreshes your memory? But irrespective of what you people say the ground reality for Ghani, India and US has not changed. The trade, its benefits to Pakistan is baloney. India should do what is doing by opening Charbahar and airlifting "precious" Afghan high value products if we care.BTW there is not a single thing that Afghnistan produces we don't produce only better and more... as far as trade with India it is to India's benefits and under such hostile and belligerent environment created by you both things are not going to change.

No access to Indian Trade via Pakistan, unless occupied Kashmir is not soluted. Sorry no sympathy for Afghan President on CPEC issue.

@Clarification china needs Pakistan to trade with Middle East and Europe and Africa. Right now ships have to cross thousands of miles to reach Chinese ports. By using gwadar they can get trade stuff in less then 1/3 of the original time esp into their land locked western regions. It's simple geography

Pakistan should not rely on Afghanistan for trade access even if they want us to. We will always be held hostage whenever tensions rise on the other border. Instead, Pakistan should depend on more dependent and already established land routes through China for trade with Cebtral Asian countries.
