Pakistan makes strong pitch for NSG membership

UNITED NATIONS: Pakis­tan has made a strong case for the country’s membership of the Nuclear Suppliers Group (NSG) — a 48-nation body that regulates the global trade in nuclear technology — telling the UN Security Council that the exemplary measures Islam­­abad had taken to strengthen nuclear safety establish its eligibility credentials.

“We expect that a non-discriminatory, criteria-based approach is followed for extending NSG membership which strengthens the non-proliferation regime,” said Pak­istan’s permanent representative to the UN, Ambassa­dor Maleeha Lodhi, on Tuesday.

Speaking on non-proliferation of weapons of mass destruction, Ambassador Lodhi said Pakistan had implemented a comprehensive export control regime, participated in the Nuclear Security Summit process, ratified the 2005 amendment to the Convention on Physical Protection of Nuclear Material, declared unilateral moratorium on further nuclear testing and reiterated its willingness to translate it into a bilateral arrangement on non-testing with India, all of which established its eligibility to become a NSG member.

In her remarks, she said the global disarmament landscape presented a gloomy picture due to the lack of progress by states with nuclear weapons in fulfilling their disarmament obligations. As disarmament and non-proliferation were linked, it was unrealistic to expect progress on one without movement on the other.

A challenge to non-proliferation norms was the granting of discriminatory waivers, arrangements which denoted double standards and opened the possibility of diverting material intended for peaceful use to military purposes, she added.

“Differences in state capacities compounded challenges to addressing the proliferation of weapons of mass destruction,” she said.

More than 60% of pakistan lives in dire poverty as per pakistan statistics - another 28% lives in poverty -- pakistan needs to take care of its population and failing economy, and not try to be member of an elite club like NSG -- leave that to advanced countries like India.

Was there anyone present at the UN conference room while the speech was given. Also when such an important thing is being said, why was it not cover in any national media? I think Pakistan has got better thinker than the current spoke person, who does only when pressure from media increases.

Good. Leaders need some reason for leisure tour to exotic locations at tax payers money. Everyone knows there is no hope at all, however the highlights will help media to cover-up matters which are more important and government’s failure to deliver. Pakistan needs to come up from India centric foreign policy and work on what is necessary for its citizen, economy and self-esteem. At this moment there is a huge trust deficit and we must work very hard to overcome it proactively. In absence of if it’s difficult to get large FDI in the country. If we fail in job creation, educated youngsters will get misguided and get radicalised.

@shakil What? Being an associate partner does not makes you "own" the CERN. In fact, Russia, USA and Japan are also not the APs. India, the USA, Russia and Japan are granted observer status. Also, I can't find any contribution from Pakistan to CERN. On the other hand RR CAT (Indore), TIFR and SINP (Kolkata) have been actively participating in CERN's researches.

India the 7th Largest Economy as per nominal GDP and 3rd Largest by purchase power parity is no comparison for Pakistan. Pakistan should compete with similar countries and with Developing super Power like china.. 1st US engaged both Pak Ind in strategic linkage in term of concessionary and coercive measures where both pak ind will be treated equally in use and access of nuclear technology so why that strategic linkage had gone? Why we too dont deserve NSG membership as every initiative of nuclear security from south asia came from us and NPT members too came training institute of nuclear security?in this context why india being granted NSG membership which is violating NPT.? @Mustafa R. You are right. Chinese economy is much larger than India's but Indian economy is large enough to provide immense economic opportunities to outsiders. Besides the number of people below poverty line has come down sharply over the years- now it is close to 20 percent. Intellectually there is no comparison with India. Look at the number of Indians occupying highest positions in west including USA in all fields.

Here is the difference in maturity and level of hatred between Pakistan and India. This reflects in the comments as well.

  • India wants to be in NSG but does not want Pakistan to be a part of it.

  • Pakistan wants to be member of NSG but has no problem if India joins as well on same qualifying criteria.

India DOES NOT and WILL NEVER want to see Pakistan prosper. We Pakistanis need to get this fact thru our heads when dealing with India.

@ZAK Thats one statement which was never expected from ZAK. here's what I have to give from India... every year about a million kids drop out of schools and that too girl child. There are efforts from government and also corporate sector. But what we need is a zeal which I see the government's doing in case of NSG or ratcheting up armies. About half of India esp North India defecates in open. We need efforts unseen and unparalleled only to enable oour citizens to hhave a normal life like all others. If normal requires so much efforts imagine having a nominal HDI would require what.

@citizen The problem is that India initiated the membership dialogue and is actively working to convince all NSG members. Pakistan applied as an afterthought and does not appear serious. India and China's bilateral relations have turned sour on this issue and India has made it's displeasure known. China is vulnerable due to it's ongoing issues in South China sea and in case that area flairs up then China just might concede to India's membership to avoid opening another front and distraction. Be very worried instead of rejoicing just yet. Pakistan won the immediate battle on NSG but the larger war is not over and still continues. India and USA have indicated a path forward for India by the end of this year although the details have not been made public. Be worried instead of self congratulating.

What everyone forgets is that India already enjoys benefits of NSG due to the NSG waiver that was granted a few years ago. Becoming a member provides it additional benefits in influencing NSG decisions but as far as nuclear trade is concerned it already has all of the benefits of a regular member. So I am not sure why the big deal about formal membership.

The question is right now.miss maleha lodhi is saying that pakistan has strong pitch for NSG.what are the other facts that will make our pitch strong in NSG.i m not sure if anyone in FO would aware of questions i mentioned would indeed made case strong for NSG.but as per miss lodhi still if we couldnot acquire NSG membership then it would be a diplomacy failure that is marked by LACK OF ENGAGEMENTS WITH COUNTRIES LIKE AFGHANISTAN,US,TURKEY and others.and more important UNAWARENESS OF SUCH FACTS.

I am shocked by the hatred between people from India and Pakistan. Both the country need to settle their differences and focus on the real problems : poverty, illiteracy, corruption, domestic violence.

Both countries should pursue NSG if it helps them economically, else not. How come we are still living in a world 100 yrs old fighting over land, whereas the next war is on the economic front.

China realized it, and see where they are today.
