LAHORE: The Army and Rangers will conduct a widespread operation across Punjab to target militants, their facilitators and their hideouts, military sources told on Monday.

Sources said the decision was taken during a high-level military huddle, chaired by Army chief Gen Raheel Sharif at the General Headquarters on Monday.

The crackdown would give paramilitary Rangers extraordinary powers to conduct raids and interrogate suspects similar to those the Rangers have used for more than two years in Karachi, a senior security official based in Lahore told Reuters on condition of anonymity as he was not authorised to share details of the plan.

“The technicalities are yet to be worked out. There are some legal issues also with bringing in Rangers, but the military and government are on the same page,” he said.

One other military official and two government officials confirmed the decision on condition of anonymity.

Earlier today, Director General Inter-Services Public Relations (ISPR) Lt Gen Asim Bajwa said a number of suspects had been nabbed in five operations across Punjab, without officially saying a widespread operation had been launched similar to those underway in the country's northwest and Karachi.

The operation is continuing with full force, reported Radio Pakistan.

A number of "suspected terrorists and facilitators" were arrested during the five raids which were conducted in Lahore, Faisalabad and Multan after the Lahore suicide explosion, said DG ISPR Asim Bajwa.

He added that a "huge cache of arms and ammunition" were also recovered by security officials.

Police was also able to identify the Lahore suicide bomber as Yousuf, son of Ghulam Farid, a resident of Muzzafargarh.

Security personnel have been stationed outside the alleged bomber's house in Muzaffargarh, and police claim to have arrested three members of his family for interrogation, DawnNews reported.

Prime Minister Nawaz Sharif, while chairing a high-level security meeting in Lahore on Monday, called for more proactive coordination amongst law enforcement and intelligence agencies against terrorism, Radio Pakistan reported.

He said all provinces must step up intelligence-based operations against terrorists, adding that the goal is not only to eliminate the terror infrastructure but also to get rid of the extremist mindset.

New policy or knee-jerk reaction?

Senior defence analyst Hasan Askari, while speaking to DawnNews, said he was of the opinion that the decision to conduct an operation in Punjab was "an outcome of what happened in Lahore yesterday".

"The Punjab government has wanted to spearhead the entire counter-terrorism investigation in the province through the Counter-Terrorism Department. They have said they do not want the Army and Rangers to intervene."

Askari believes a "side has been picked in the argument," with the Army taking the initiative. "What remains to be seen is whether this is a change of policy or a temporary reaction."

"If it is a change of policy, then it can make a difference. But if it is a temporary reaction and the Punjab government is not in favour of the operation, then things can get complicated," Askari said.

"Our civilian governments are often hesitant to go after these sorts of groups. These groups are present in Punjab and in other provinces. It isn’t unusual to ask the Army or Rangers to help out with these groups," he said.

But this did not mean that the civilian government's responsibility had ended, Askari added.

Askari said he believed the Army should be summoned, "but what we have to observe now is the nature of the investigation."

"It is possible that this is a temporary reaction to catch the groups, after which the Army will hand matters over to the Punjab government. Or matters could proceed as they have in Sindh, where the Army and Rangers are playing a foundational role in investigating terrorists," he said.

Our hearts go out to the departed souls and to the ones who are injured and for the people of Lahore. The attack was sickingly directed at children who were enjoying their religious break. There should be an all night vigilante by people from all walks of life in support of our Christian brethren. The media will have to play its part to remove prejudices within different faiths and put a curb on all those religious leaders or group who spread hatred and terror through their pulpit. May the souls rest in peace of all those who lost their lives in this yet another terror following deaths of Hindus during the recent concluded Holi festival.

Being a Pakistani specially citizen of Lahore i have never seen any difference between Christians and any other minority. Pakistani constitutions provide them freedom of living and speech. On the basis of few sick minds none can judge 199 million people. In every government job there is fixed quota of 15% for them. Pakistan is the country where government pass a bill to make religious festivals of minorities a public holiday. Not even a single member in NA has opposed this. This is true image of Pakistan. Even in yesterday attack more Muslims have died so please don't label anyone before finding facts. Terrorism is problem for all world irrespective of region age and gender.

The whole society needs to do some soul searching. My heart aches for all those who lost their lives, their families and friends who have been left behind to grieve for the rest of there lives. Even animals don't do this to each other.

Media must come forward and play its part. 2- Respect for other opinions, religion, sex and sect ..... 3- Respect mandate (transparency through the electoral process) 4- Depoliticization of police, media, NAB, judicial system, bureaucracy 5- Removal of weapons from society Implementation of all five points at a time in parallel on the emergency basis. There is no short cut.

@Ali ID Card may be carried by the bomber. 1) Because he is not afraid to be identified as he is about to kill himself. 2) ID Card is usually checked at many points in the city and not having one can lead to a lot of scrutiny and maybe detention which is something that these bombers would want to avoid before accomplishing their mission.

Well...its already quite late to start such an operation. Would have been done even before Zarb-e-Azb. Was it not known that South Punjab is a safe heaven of Taliban sympathizers? Have different raids over the period of time not proven the links in the last 10 years then why waiting so long.

I think Army has now taken a unilateral decision with or without Punjab Governments confirmation. Had National Action Plan been implemented properly, we would have been in a much better situation but at the end we are stuck with incompetent, heartless politicians who don't care about people what ever happens...

Military is patrolling in streets in Islamabad and Rangers in Karachi for last 24 years and we have become more weak and vulnerable . Please solve issues politically and sensibly by involving LB and common people in the governing and managing issues . Give them powers and responsibilty . Give education , health and law and order management to LB so that provincial government could focus on other issues . The greed for power and authority has resulted in the accumulation of all responsibilities and authority with the provincial government which comes from rural areas and have feudal mentality. Devolution and decentralization of powers would lead to more involvement and sense of representation thus creating a safer and better Pakistan !

Every one has to keep eye on suspicious individuals in their neighborhood, in their town, village etc. They should make mohala committees and any one new in the area, or any one whom they don't fully trust or have knowledge of, should be reported for clearance. Operation after operation, another major surgery is still required and perhaps it needs so many surgeries. We need a physicians' team to treat us with a remedy without any cut or incision. Enough is enough. Please think about an effective treatment. Please, may there would be another solution to this problem. We have to review our strategy, 0ur policies. I am a Muslim and I have lived in a mixed community with Christians and Hindus and I can openly say that the Christians were the BEST neighbors we ever had. They were the most hospitable and caring people. They participated in our festivals and we participated in theirs. We went for the Friday prayers and they went in the Sunday mass. There are several that do share your view but there is more than a handful that share the exact opposite ideology of a pluralistic society . People who draw their identity from multiple sources education ,cultural upbringing ,language,relegion ,social status are not the problem . The problem is the ones that don't have any identity that look at an association in the name of relegion that replaces all other identities . Colombia university is conducting an analysis on the psychological conditions that result in religious fundamentalism . The biggest contributor seems to be lack of self esteem and value in a non religious society .

The Army must take the lead in this operation and cleanse Punjab as well. There are sanctuaries of the financiers and planners of such horrific activities all across Punjab. Once these financiers and planners are brought to justice, the menace of terrorism and extremism will come to an end. The Army must not bow against the pressure from the Punjab government or central government and must not let the provincial government to take lead on this operation. Only the army and rangers must go with full force to cleanse the province once and for all irrespective of the political affiliations or connections of people involved in such horrific acts.

I don't doubt army's capabilities at all, but I am confused, if army is going to search in villages and small towns? Army security expert are best to carry plans, but difficult to understand the plan? Somehow I think, right or wrong, army can help to secure the areas but to penetrate deep route intelligence is needed and that's long term plan like 2 yrs as mentioned in article. Frequency of such attacks increasing school, mosque, park - general public is always soft targets which is lead by haterate. Perhaps can be fixed only by a correction at ground level.
