ISLAMABAD, June 8: With the Supreme Court seized with the allegation of a business deal between real estate tycoon Malik Riaz and Chief Justice’s son, Dr Arsalan Iftikhar, a new request was filed on Friday demanding production of an agreement between the Defence Housing Authority (DHA) and the Bahria Town (Pvt) Ltd.

Filed by Advocate Tariq Asad, who had taken up the issue of missing Adiyala prisoners, the application urges the Supreme Court to consider him as a party in Dr Arsalan’s case.

He has requested the court to summon full record of expensive gifts and huge kickbacks given to important state organisations and officials allegedly by Bahria Town to influence them.

He has asked for an investigation to find out how an ordinary clerk of Military Engineering Services (MES) became a billionaire within a few years.

“A commission be appointed comprising retired judges and army officers of high repute,” the petition said, adding the commission should also take over the management of DHA and Bahria Town projects so that the investment made by ordinary people could be protected.

He also highlighted the bribe given as gifts, plots, lands, houses and expensive cars to retired and serving army officers, bureaucrats and lawyers to influence the government and the judiciary.

“He gives them jobs with salaries of million of rupees and high perks without any assignment only to influence the civil government to legalise the illegal acts,” the petition alleged.

He said Malik Riaz had several retired military generals on his payroll which was humiliating for the Pakistan Army.

The petitioner alleged that Bahria Town had grabbed Rs62 billion of people of the middle and lower middle classes and that Malik Riaz helped Punjab Chief Minister Shahbaz Sharif to launch the Ashiana Housing Scheme for political objectives, whereas on the directives of President Asif Ali Zardari he gave a donation of Rs130 million to be paid as a ransom to Somali pirates who captured the MV Albedo’s crew.

The petition said that serious cash flow problems have forced DHA Islamabad, to seek a two-year moratorium on repayment of over Rs10 billion loans taken from a consortium of commercial banks.

The authority landed in financial problems because of mismanagement after it had made heavy payments to third party contractors for acquisition of land, the petition said, adding the documentary evidence indicated that a formal request for a moratorium had been sent to the banking consortium.

The petition said that Bahria Town in connivance with the DHA allegedly grabbed a chunk of land of Dadhocha Dam and then sold it under the name of DHA Phase II extension. The same land was again sold under the name of DHA Valley and again as revised DHA Phase II Extension.

Dadhocha is the place where the Punjab government had asked the Small Dam Organisations in 2002 to conduct a study for the dam because the Rawal Dam being the only source of water for Rawalpindi had almost outlived its utility.
