HYDERABAD, Jan 14 A delay of several years in issuing promotion orders of teachers on the basis of seniority has deprived hundreds of teachers of their legal rights, says PPP MNA from Jamshoro district, Nawab Abdul Ghani Talpur.

He expressed his annoyance to a delegation of teachers and clerical staff of Jamshoro district who called on him at his residence in Hyderabad on Tuesday.

President of the Sindh chapter of All Pakistan Clerks Association, Meeral Bhurgari, District President Jamiatul Madraseen Syed Ahmed Ali and Manzoor Panhwar of the Government School Teachers Association led the delegation.

Parliament, Mr Talpur said, was the only place where modern educational policy could be formulated for bringing about improvement in educational system.

He said that the dual educational system had not only increased the gulf between the rich and the poor but also deprived poor students of their inherent right to higher education. This had created a sense of deprivation in the working class and increased crimes in the society, he said. He said that illegal appointments, transfers, promotions, “sifarish culture” and ghost teachers and absentees were eating away the marrow of education in Sindh which needed to be done away with.

He said that people holding forged degrees had been appointed teachers with many receiving salaries as pensions. He expressed his intentions of moving a bill in the National Assembly for educational reforms.

The delegation said that the promotion list of clerical staff in the Education Department Jamshoro was lying with the secretary with orders yet not issued.

They said that employees from other districts had been transferred to Jamshoro and Dadu illegally and promoted ignoring local senior staff.

More than 11 teachers were given out of turn promotions with hundreds of fake appointments, they alleged.
