LARKANA, Feb 6: Larkana District Council meets tomorrow for voting on the no-confidence motion moved in Friday’s special session against District Naib Nazim Syed Ali Raza Shah.

Council’s Presiding Officer Badar Abbasi chaired the meeting in the absence of convener and announced of holding voting on Saturday. Some 21 members had submitted a requisition with the Council Officer Mir Hasan Korai, said Babu Serwar Sital of Khushhal Pakistan Panel.

Syed Sikandar Shah, Wada Mahar and Mumtaz Brohi had alleged the naib nazim of failing to convene mandatory meetings of the Council and involved in siphoning off funds.

Munawwar Abro pointed towards sub-standard development works being carried out in Larkana and demanded an inquiry through resolution and alleged the concerned department of collecting 20 per cent commission before ordering the work.

Acting convener had constituted a four-member committee headed by KPP’s Babu Serwar Siyal for conducting an inquiry.

Council members expressed their concern over growing incidents of house robberies, motorcycle snatching in the district. They alleged political interference for creating hindrances in police performance.

A unanimous resolution was adopted demanding the withdrawal of cases against Mumtaz Ali Bhutto of the Sindh National Front.

NOTICE: Sikandar Shah and Mumtaz Brohi submitted a no-confidence motion under sub section 1 of section 47 of the Sindh Local Government Ordinance 2001 in the secretariat of district naib nazim.

Imtiaz Abbasi, a computer operator, received the notice in the absence of district naib nazim.

Movers had alleged the district naib nazim of failing to convene 50 mandatory meetings of the council in 2008 and remained absent from the office from Dec 2008 to Jan 2009.

They alleged him of siphoning off Rs954,000 allocated for honorarium to council members who received payments of only five days.

Some 19 members of reserve seats and 30 employees of naib nazim’s secretariat were also not paid honorarium and salaries for last three months, they said. District naib nazim’s lack of interest had affected work at the secretariat which can only restart after his ouster, they said.

NAIB NAZIM: District Naib Nazim Syed Ali Raza Shah when contacted told Dawn that Friday’s session was illegal as no one was authorised to convene and preside Council’s session in his absence.

He termed the present no-confidence motion against him as falling under ‘contempt of court’ because a previous such motion by Bashir Ahmed Shaikh was pending in the Sindh High Court Larkana Circuit Bench which would come up for hearing on 17th of this month. He pointed at moving court regarding new developments.

Member PPP-backed Awam Dost Panel Barkat Shaikh expressed his ignorance over Friday’s move when approached claiming that not a single member of their panel was informed of the meeting terming the total exercise unconstitutional and violation of Sindh Local Government Ordinance-2001. He endorsed the stance of district naib nazim.
