RDA to go paperless

RAWALPINDI: Commissioner Salman Ghani had directed Rawalpindi Development Authority (RDA) to move towards a zero-paper policy.

Following the directions of the Commissioner Rawalpindi Division and Director General, Rawalpindi Development Authority (RDA), Salman Ghani, a meeting was held to review the implementation of a zero-paper policy across the Authority and ensure effective use of the Electronic File and Office Automation System (EFOAS).

The meeting was attended by directors, senior officers and staff concerned of various directorates of RDA.

The participants reviewed the existing system of official correspondence and file processing and discussed measures to ensure a smooth transition towards paperless administrative operations.

The commissioner directed that all directorates and officers concerned of RDA should ensure strict compliance with EFOAS and gradually eliminate unnecessary use of physical files, letters and paper-based correspondence in official business.

In pursuance of these directions, all official letters, Put Up Cases (PUCs), files and other correspondence required to be processed by the Administration Directorate shall be initiated, forwarded and processed through EFOAS in accordance with the prescribed procedure.

It was further directed that official correspondence should not be submitted to the Administration Directorate through means other than the prescribed electronic system. All directorates and concerned officers have, therefore, been directed to ensure timely submission and processing of their official business through EFOAS.

The meeting emphasised that the transition towards a zero-paper policy will promote efficiency, transparency, accountability and timely disposal of official business, besides reducing unnecessary paperwork and improving the overall administrative workflow of the Authority.

The effective use of EFOAS will also provide a systematic digital trail of official proceedings, facilitate real-time tracking and monitoring of files, and enable concerned officers to monitor the movement and status of their cases through the electronic system.

The senior official said the concerned directorate and officer shall remain responsible for ensuring timely submission, processing and disposal of letters, PUCs and files through EFOAS. Any delay arising from non-submission, late submission or failure to properly process correspondence through the prescribed electronic system shall be the responsibility of the concerned directorate/officer.

The official said that the commissioner has also directed all directorates, officers and staff to comply with the instructions in letter and spirit and extend full cooperation for the implementation of the zero-paper policy with immediate effect.
