MUZAFFARABAD: Azad Jammu and Kashmir (AJK) Chief Justice Raja Saeed Akram on Monday expressed concern over what he described as repeated violations of court orders by officials, particularly about the construction of commercial buildings on residential plots in Mirpur.

Speaking at the opening ceremony of the 2026-27 judicial year, Justice Akram said implementation of judicial decisions is essential for maintaining public confidence in the justice system.

“The golden principle of justice is that justice must be seen to be done,” he said, adding that a court verdict that can’t be implemented does not provide effective relief to litigants.

Justice Akram said the AJK Supreme Court had issued clear orders against constructing commercial plazas on land designated for residential purposes, but he was informed the Mirpur Development Auth­ority routinely allows such construction.

“[It seems some] Mirpur Development Authority officials are involved in this illegal business,” he alleged. He added that the court drew the AJK prime minister’s attention to the issue and asked the government to take action against those involved.

Delays or violations in implementing decisions, whether by state institutions or private individuals, undermine public trust in the state, he said.

On food safety, he said the court ordered the establishment of a food authority, but some officials were allegedly using court orders to harass traders. “Any official involved in such activities will face action,” he said.
