LAHORE: The Board of Intermediate and Secondary Education (BISE) Lahore has quashed (revoked) the intermediate result and certificate of Mujahid Umar, working as assistant professor of Urdu at Govt Graduate Science College, Samanabad, Faisalabad, along with the associated Quaid-i-Azam Gold Medal and National Talent Scholarship that he received as position holder, after the charge of impersonation against him proved.
The decision follows a complaint filed by Chaudhy Manan Umar, who alleged that Mujahid had appeared simultaneously in the 1987 intermediate examinations of the BISE Sargodha and BISE Lahore under separate registrations.
According to the BISE disciplinary committee report, available with Dawn, the complainant approached the board in 2020, alleging that Mujahid had appeared as a regular candidate before BISE Sargodha and as a private candidate before BISE Lahore the same year.
The committee subsequently sought records from both examination boards to verify the allegations.
The BISE record showed that Mujahid appeared in the 1987 intermediate examination under Roll No. 42040 and Registration No 10755-P.87.

The committee also obtained records from BISE Sargodha concerning his appearance there and found that the candidate had appeared in the board examination as a regular student while also appearing before the BISE Lahore. It concluded after the act of impersonation proved, Mujahid was disqualified under the relevant board rules.
The committee recommended that both result and certificate of Mujahid should be quashed (revoked) under Board Rule 14.14(1)(3). It also recommended withdrawal of the Quaid-i-Azam Gold Medal and National Talent Scholarship awarded to him against Roll No. 42040
for getting first position,
with the awards to be
treated as withdrawn ab initio and the positions revised accordingly.
The committee’s proceedings continued through several hearings between August 2020 and June 2021. The record shows that Manan Umar, a real brother of Mujahid Umar, appeared before the committee, submitted documents
and affidavits and maintained his allegations. Another complainant, Tooba Farooq, also submitted a complaint carrying similar allegations and documentary evidence.
The BISE committee further recorded that the accused candidate had been given opportunities for personal hearings for his defence. In his defence, Mujahid maintained that he had passed the intermediate examination from Lahore and had secured first position in the board. He also stated that the inquiry had been initiated following a family dispute.
However, the committee said verification of records established that the same matriculation record was behind the two intermediate examinations and concluded that the impersonation charge had been established.
The committee recommended departmental action against the candidate and issuance of a show-cause notice in addition to quashing the certificates. It also observed that the withdrawal application submitted by the complainant could not be accepted because the matter constituted a non-compoundable offence under the cited provisions of the Pakistan Penal Code.
The recommendations were subsequently approved by the BISE Lahore board of governors (BoG) at its 534th meeting held on Feb 19, 2026. A notification dated April 25, 2026 formally announced the quashing (revocation) of the result and certificate of Mujahid Umar, son of Chaudhry Umar Din, Roll No. 42040, Intermediate (Annual) Examination 1987, along with withdrawal of the associated Quaid-i-Azam Gold Medal.
The matter had also been examined by the Directorate of Public Instruction (Colleges), Punjab, which in a report to the Higher Education Department in April 2021 concluded that the available record indicated that Mujahid had obtained his employment on the basis of fake academic documents.
The report said a complaint by Manan had alleged that his brother had secured his appointment on forged documents. The DPI said it had summoned the complainant, the college principal, the deputy director (Colleges), Faisalabad, and Mujahid and examined his personal file and academic credentials. It recommended strict action against him under the law and rules.
The DPI report further referred to a report from the University of the Punjab which found evidence of the same candidate appearing from two examination centres under the same examination and said the university’s disciplinary committee had held him guilty of the charges and recommended quashment/cancellation of his B.A. result.
The development has also affected Mujahid’s later academic qualification. The University of the Punjab separately examined his B.A. second annual examination 1989 record after receiving a complaint from Manan Umar regarding alleged dual registration.
According to the Punjab University record, two admission forms carrying the same name and address were found for the B.A. examination under different registration numbers. The university’s disciplinary committee recommended quashment/cancellation of the result, and the candidate’s appeal was subsequently considered by the relevant appellate and special committees.
The university’s committee, after physically examining the relevant record and hearing Mujahid Umar in person on April 8 and June 17, 2026, concluded that the earlier recommendations for quashing/cancellation were consistent with the available record.
The University of the Punjab subsequently upheld the quashment/cancellation of Mujahid Umar’s B.A. second annual examination 1989 result, Roll No 21064.
Meanwhile, a senior Higher Education Department (HED) official told Dawn that following receipt of the BISE Lahore and University of the Punjab orders,quashing Mujahid Umar’s Intermediate and B.A. qualifications, departmental proceedings had been initiated to consider action against him as assistant professor of Urdu at Government Graduate Islamia College, Faisalabad. He said a meeting was expected to be held next week to consider the matter, after which an order/notification would be issued.
