MUZAFFARABAD: Azad Jammu and Kashmir’s (AJK) recently appointed Inspector General of Police (IGP) Dr Amir Ahmed Shaikh has renewed a policy for the posting and transfer of ‘upper and lower subordinate police officials’ in accordance with police rules and some official notifications.
According to his order, no DSP would be posted at his home sub-division and no inspector, sub-inspector (SI) or assistant sub inspector (ASI) would be posted as SHO, ASHO and investigation officer (IO) at their home police stations and their tenure of posting would not exceed three years.
It would be binding upon an SI to serve for two years outside his home district after his promotion, declared the order, asking the DIGs to ensure all such officials fulfilled this condition at the earliest.
Similarly, it said that the head constables bearing ‘A’ category would be appointed as muharrars (station writers) in police stations where more than 300 cases were registered in a year while the head constables bearing ‘B’ category would be appointed as muharrars in police stations registering less than 300 cases in a year.
The tenure of an ASI as IO and a head constable as muharrar would not be less than one year and not more than three years. In case of a complaint or lack of discipline, the transfer order must mention the reason.
Of the constables and head constables, the order said that none of them would be appointed at his local police station or post and their posting tenure would also range from one to three years.
The tenure of posting in other police departments, such as traffic, special branch, crime branch, anti-corruption, central police office, police training school and accountability bureau had also been fixed at three years.
It said the posting of ministerial staff against any position would also be for three years and they would be rotated to different administrative branches to help them improve their working capacity.
Directing all concerned to ensure implementation of the policy in letter and in spirit, the IGP warned they would be held responsible and accountable for violations.
