KARACHI: The Sindh High Court has directed the provincial authorities to establish a campus of Benazir Bhutto Shaheed University of Technology and Skill Development in every division of Sindh.

The single-judge bench headed by Justice Salahuddin Panhwar directed the chief secretary of Sindh and the vice chancellor of the university to ensure that campuses were set up at least in all divisions of Sindh as well as in Mithi in Tharparkar district.

The bench said there should be no hurdle of financing and budget with regard to establishment of the campuses.

At the outset of the hearing, deputy registrar of the Benazir Bhutto Shaheed University of Technology and Skill Development Khairpur Ghulam Abbas contended that the syllabus with regard to education offered by them were recognised and approved by the Higher Education Commission.

He further informed the bench that the university had no campus.

About setting up libraries in the province, the bench directed the authorities concerned to accelerate the process of approval of SNEs (schedules of new expenditures) for both categories of the libraries.

The authorities informed the court that about 900 school buildings having provision of computer labs and libraries were under construction and to be completed in 2022 while about establishment of libraries on taluka level one each for boys and girls, the direction had been issued to all officials concerned to submit the proposal of schools having the SNE for library staff or submit the proposal with the request of new SNE of library staff.

Secretary agriculture summoned

Another bench of the SHC has summoned the secretary of agriculture supply & prices department on Oct 13 over non-appointment of a regular director general of bureau of supply & prices.

When the matter came up for hearing before the two-judge bench headed by Justice Mohammad Ali Mazhar, an additional advocate general pointed out that a notification issued in March 2010, had allowed the secretary of bureau of supply department to hold the ex-officio charge of DG.

The petitioner and intervener both were of the view that for the past 10 years no regular appointment of DG was made.

When the sanctioned post is available, it must be filled within a reasonable time, rather allowing a person to hold charge for years as ex-officio. It is against the basic structure of Civil Servant Laws, the bench ruled.
