RAWALPINDI: City Police Officer (CPO) Mohammad Ahsan Younas has chalked out a policy guideline for transfer and posting of police officials.

The objective of introducing the policy guideline is to ensure merit in posting and transfer, discourage repeated postings and end favouritism.

Talking to Dawn, the CPO said strict departmental action would be initiated against those police officials who tried to use influence for transfer, posting and leaves.

Under the policy, the tenure of the posting of a and inspector and assistant sub-inspector will be one year. However, they can apply for transfer after six months. Their posting at a place will not be more than three years or three times, he said.

For constables and head constables, the posting period would be six months. However, they can apply for transfer after three months only in an emergency situation.

Policy guideline aims to ensure merit and discourage repeated postings and end favouritism

No constable, head constable, ASI, SI and inspector would be posted at any police station or police chowki located in the limit of his residence. Besides, they would not be posted for more than three times at the same station. Any police official who had been transferred in connection with anti-social activities or on public complaints would not be posted at the same police station, police guards and police unit.

The CPO said under-50 police officials would not be posted on light duties like police guards. Nobody will be posted at security branch, police offices and other departments three times in one rank or more than three years.

The police officials who are injured during encounters, facing permanent disability or fatal diseases would be given postings of their first choice.

Following the IGP’s directives, no trainee ASI or SI would be assigned any important posting till the completion of their training. SHOs will be posted only after an interview and they would have to pass a written exam, if required. None of the SHOs would be posted to his hometown and their service record will also be reviewed while giving them new posting.

Any police officials (SIs and inspectors) who had passed all upper courses, specialised investigation courses, specialised intelligence courses and specialised operation courses may come to the CPO for interview through Establishment Branch.

Besides, all the police officers (SIs and inspectors) would be invited for an interview through wireless message time to time.

The CPO said he had constituted a committee to appoint SHOs, Muharrars and chowki in-charges.

The committee, comprising the SSP operations and the SSP investigation, will be headed by the CPO.

The SSP operations will be empowered to transfer constable to inspector rank officials, beat officers and guards.

The SSP investigation have been empowered to transfer and post police officials for legal branch, homicide investigation and narcotics investigation units.

The divisional officer concerned will be authorised to transfer and post constables and head constables in the same division while the SP headquarters and the SSP operations will be authorised to transfer and post all in-charges and other staff.

However, the police officials deployed on general duty in Police Lines will be exempted from three-year tenure and three times posting at one post.

The same policy would be applied for women police and for all those falling in the category of minority.

The CPO said the transfer and posting policy guideline was finalised after consultation with all police officials and officers.
