Islamabad women police have registered a case against Additional Deputy Commissioner (General) Sahiwal Kanwal Bhutto, accusing her of torturing her teenage housemaid, DawnNewsTV reported on Wednesday.

The accused, Additional Deputy Commissioner (General) Sahiwal Kanwal Bhutto residing in Bani Gala area of the federal capital, allegedly beat the 18-year-old for "making her daughter cry while she was being given a bath".

A first information report (FIR) was registered at the Islamabad women police station on the complaint of the victim, Tayyaba Shaukat, under Sections 506 (punishment for criminal intimidation), 342 (punishment for wrongful confinement), and 34 (acts done by several persons in furtherance of common intention) of the Pakistan Penal Code.

The victim informed police that Kanwal Bhutto's 4-year-old daughter was crying due to pain in her earlobe from the small earrings she was wearing. But Bhutto started beating her up alleging that she had beat the child whilst bathing her.

The FIR also mentions Bhutto's mother and mother-in-law as co-accused.

"All three women started beating me mercilessly and cursing me. I was dragged into the TV lounge where I was tortured with a fork," reads the statement given by Tayyaba to police.

"My clothes were ripped apart and I was held captive for nearly an hour. I managed to run away with great difficulty. I was afraid for my life," she told the police.

Tayyaba had been employed at the ADCG's residence for 3 months. In this time, she claims she was not paid even once and was barred from making telephone calls to her parents or going home for a visit.

"When I would ask them for money they would start to beat me up. Whenever my parents would approach them to ask for money they would say 'you are also from Sahiwal, we are also from there. Why do you ask for money all the time?'" the FIR states.

In her statement to the police, the girl also narrated that once when her mother came to meet her, she was humiliated and kicked out. She said the family was enduring all this due to the fact that they had withheld three months of pay.

Tayyaba claims that Bhutto had behaved similarly with her previous housemaid and denied her any pay. She had been too meek to take legal action against the ADCG.
