A Chinese citizen in Islamabad appealed to the government for support on Tuesday after he was allegedly assaulted on Sunday when a business deal with a Pakistani man turned sour.
Liu Xiao Long sent an application to the Interior Ministry claiming he entered into a partnership with a Ishtiaq Ali to start a hotel business in Islamabad's Sector F-7, the Chinese citizen's translator, Raja Sabeel, told Dawn.com.
However, when the business did not yield adequate returns, Long was unable to pay Ali his share of the revenue, Sabeel claimed. Following the incident, Ali had Long beaten up and removed from the hotel premises, he alleged.
"Long and Ishtiaq Ali started a hospitality business together, Long payed Ali Rs1 million up-front as a security deposit," Sabeel claimed. The business was split 50-50 between the two partners, and the premises belongs to Ali, he added.
"However, the business did not pick up in the first few months and Ali kept asking Long to pay his cut."
"Even after Long had shown Ali the record books, Ali kept insisting he be paid his share, and on Sunday, he brought 8-10 unidentified men to the hotel to beat Long and his staff up," Sabeel alleged.
"The men took away all valuables from the premises as well as cash," he claimed, adding that the men also assaulted a Chinese businessman, Liu-Weixing, who was staying at the hotel.
Long has submitted an application to the Interior Ministry and registered a First Information Report (FIR) regarding the incident, Sabeel claimed.
Officials at the Kohsar police station confirmed having received a copy of the FIR, in which Long claims that Ali, "cheated me out of Rs1 million and threw me out [...] not even paying me back the Rs1 million I gave him as a security deposit."
Long, in his application, requested the government to "help me out, after arresting aforesaid person [Ishtiaq Ali], possession of the hotel may be restored to me so I be able to earn bread and butter."

Anyone who did anything wrong in this case be it Chinese or Pakistan it doesn't matter but no one should get violent. As a Pakistani we need to learn to be less violent that is simply wrong to raise hands and don't have control of over anger. Mob mentality needs to end in Pakistan and also in India. Lynching people for same hateful reasons is something we need to let go or else we will not become civilized. Indian family also need to quit CPEC jokes, it's childish to make fun of things like that, this past hate mentality needs to gone as well. Pakistanis need to cool down with anti India comments. Ordinary Indian is our brother of Indus Valley. Finally Glad this incident didn't took lives.

While we are all looking for profifts, the chinese takes it too far which after a while get extremely irritating. I have realised that I might never get chinese friends, only business related contacts.

One has to understand chinese mentality. They are very shrewd and money minded. For them even their own brothers are not important when money comes in between. You Pakistanis should understand this first, you are everytime calling them Brother brother - but understand one thing, no one in this whole world is sitting there to do Charity. Seems to be a commercial dispute, and must be solved within terms of 'Partnership' deed if any, or in lines with evidences available, using principles of natural justice. The element of. violence and hurting the Chinese friend or depriving him of his rights is unjustifiable. Now since the FIR registered,the police should certainly probe the matter, and try to work out compromise between the parties, either Ali should return Long money, or let Long continue the business with hope for better yield in future, Ali must demonstrate patience, and Long must work hard.

New business need 18 months so show a profit. About 70% of new businesses fail. It will ordinarily take two years before a business will generate the expected revenue. The assailant did not give the Chinese man enough time to create a growing concern. Assume visitors from China were promised.

@Sky No, it was pure case of "No Record" of Cash dealings and Income just to cheat & avoid paying Taxes; When shown and documented income is very low or showing losses to avoid taxes; the Pakistani partner then puts his fraud documents of losses to be shared in cash by the Chinese partner to compensate loss; This way the Pakistani partner cheats his chinese partner and makes more money; It is pure case of fraud and cheating the other partner;

The building should have been 'leased' to the Oriental gentleman that way however the business performed the landlord would receive his rent plus profit (according to T&C of the lease). And if tenant could not pay his way he could be rightfully ejected from the tenancy. As the CPEC is a reality, no doubt there will interactions like these and the smart thing to do will be to have a legally binding contracts yourself, which will cost a few thousand rupees but it will be money well spent in the long run. The Chines are very smart people!

I think the violence was not necessary and should be condemned.
However people should stop making comments on Chinese character based on one incident and incomplete information.
Whatever the Chinese are, they are more successful than Indians and Pakistanis put together. So don't malign them - respect them.

Similar story relating to Chinese... I live in a sub-division in Northville, MI. Few doors from me are Chinese family. Very soft spoken. What I notice is they always seem to have issue with their Lawn maintenance or Handy men they hire. My lawn service guy was hired in by them. Few days later this guy was arguing with them and seem to be very angry with the couple. Later that day I asked him what is going on. He explained to me that they agreed to a price ( small time vendor, no quotes or contracts) and now they say they will pay him half the price. He serviced almost a month now ( only summers). Doesn't matter how much he argued, couple pretend as if they do not understand. Later I found out from somebody else they do that to all the people all the time. I guess you need to be careful.

Because there's no proper investment security in Pakistan incidents like these happen often where bounty hunters are hired to get the money. Over the years, we have grown accustomed to these activities and i guess it has become part of our business activity and culture where we resort to violence to get our goals and objectives be met. If our Chinese guest has been mistreated the matter should be dealt with promptly.
If there is a business dispute, it should be settled in a civilized manner, through arbitration, or through the Courts.
There is absolutely no justification for violence. And if violence was used against the Chinese businessman, I feel very bad for him and I hope the culprit is dealt with severely by the law.
