LAHORE: The allotment of 90 acres of prime land here to former army chief Gen Raheel Sharif sparks a lot of debate despite security establishment’s explanation that there was nothing out of the ordinary about it.
The land in the Bedian Road area has been in focus since rumours first appeared about Gen Raheel being awarded the 90 acres. These were followed by news reports questioning the logic behind the grant of land.
On Tuesday a security establishment official told Dawn there was nothing unusual about the allotment. Over the last few years, the Bedian Road stretch, around where Gen Raheel’s land is located, has turned into a favourite haunt of the moneyed people looking for a privileged farm-house living away from the humdrum of the city. This has sent prices skyrocketing there.
It is believed the entry of an ex-army chief like Gen Raheel Sharif, who had previously donated a plot meant for residential purposes to the army’s martyrs, will enhance the profile of the locality.
As per rules, such allotments to army officials are decided at the General Headquarters (GHQ) and conveyed to the Border Area Committee concerned.
The official said there was “nothing unusual’ about the land allotment. Gen Raheel Sharif was allotted the land “in accordance with the existing rules and purely on merit,” he said.
“It is agricultural land and will be used for this purpose alone. It will not be used for commercial purpose as is the impression being created by some,” the official said in an obvious reference to the stories carried in the media.
The commercial value does not affect the case of Gen Raheel’s land since, as the security establishment officials insist, this agricultural land cannot be transferred.
“Every army chief gets a similar volume of agricultural land on retirement,” the official said, adding the land allotted to Gen Raheel was located some 5km from Lahore’s border area.
About the timing of the allotment of the land to the former army chief that is December 2014, he said: “The process of the allotment of agricultural land begins during the tenure of an army chief and he is given possession upon his retirement.”
The Punjab government’s role in it is minimal. All it does in such cases is register the allotment of property in its revenue record.
“It is the Border Area Committee which secures the land in the radius of 5km of the border and it is allotted to the army martyrs and officials. The Border Area Committee allocates land in collaboration with the General Headquarters (GHQ). The Revenue department of the provincial government maintains its record,” Punjab Law Minister Rana Sanaullah told Dawn.
“It is not the discretion of the Punjab government to allot this land to any one,” he added.

It's all about Pakistan.The elite and rulers get everything, A common Pakistani either a soldier or a clerk can never dream for a 5 Marland house but who got the power has every right to get huge plot that can accommodate around 2900 families with 5 Marland plots Why not General RS spares this land for those thousands of martyres who laid their lives for this country and their families are without shelter

Indian Army officers are very poor in comparison. Army chiefs possess no attendants after retirement, they pull their own suitcases on platforms, stand in qeues to get air tickets , Intact live in common societies as against business men of average profile.
He surely deserves any reward, any commendation for his sterling services he provided as army chief-chiefly being among them the most outstanding- his unflinching dedication to the constitution. But as lawless as our beautiful country is, it is day dreaming to expect our government to do the same act in some appropriate legal manner in which the voice of people could also be heard such as an appropriation from the parliament for honoring and rewarding this most honorable general in the history of nation.
What for 90 acres? He is not homeless.

Why free land? Has Gen not been monthly salaries for all those years he served, if yes, then why and how he is given free land which has not been given to other government employees including my father? Deserving Soldier
This is a nice way to defame someone who matters and is respected by the common people. First someone is tasked to talk-in-a-hint in a prime time talk show. Then a couple of others follow him and then publish the story saying 'sparks a lot of debate'. I suggest an average Pakistani to educate himself. There is a series of attacks on Gen Raheel Sharif so that his heroic role could be undone and sitting govt may cash his achievements in 2018 elections campaign. Secondly, just for your knowledge, he was a general with loads of medals on his chest and 40 long years of service. All these factors contribute in retirement benefits. Allotment of land is one of those benefits. If people are having pain about location of allotted land then, FYI, it was an agri-land officially. You might have your built your farm house in your dreams, I suggest you to wake up.

My grandfather retired as a Subedar from British army around 1910. He was given 75 acres of agricultural land in Sargodha's canal irrigated area by the government at the time. I am not surprised if COAS is given some land on retirement. Rest is to the judgement of people.

The true measure of an army chief is known after he retires. During his service there is too much media management by our lord and masters the Armed Forces, to let the truth get out. And the truth is that they are as much the hoarders and plunderers of wealth as the politicians are accused to be. The only difference is that while the politicians get their names dragged in the media and courts, no one can dare question the ways of the Generals as they are above the law of the land. And the funny part is that the gullible awaam is so brainwashed that even after hearing the news of allotment of 90 acre of land that belongs to the government of Pakistan, the only thing they say is "Thank you Raheel Sharif".

Does constitution allow for this type of allotment of land to any Rtd general or any COAS. After all if the land have been allotted to Mr. Sharif (Rtd COAS) is positive step as no one can rule from his services for the country and its men so he deserve for that. Other thing is that which is bitter truth is that when we go to cantonment area for visit or any work purpose the cleanliness and environment friendly atmosphere attracts to the heart and we feel that we have been any European country and it seems that it area is not part and parcel of our country due to its complete changed environment. 90 Acres mean around 800 Kanals.We have heard 30-40 -50 Kanals gifted to high officials on retirement, but here this land is in Lahore urban area, almost commercial and what's the justification God knows. This much land can provide 5 Marla shelters almost 3000 families of those martyred who laid their lives in fighting terrorism and protecting their country

If he has served the country well he should be given some award, not so much of land when so many people are landless and poor in Pakistan. This is not good for democracy.

Nothing is new its a part and parcel of our country when a higher rank officer get retired from their services they used to rewarded. The persons who already get benefit during their services they rewarded after their retirement. This also our tradition that we neglect those widows their love ones related to ordinary army personals dedicated their life to establish peace in our dear land.
Gen Shareef has served the country well and fought a decisive was against terrorism. He deserved to be compensated for his services. It is not a big deal. Why raise any controversy? Apart from 90 acres land, general receives 3 plots and a well furnished home. And the land raheel sharif received is his property now and can be transferred to his heirs. besides a major general also receives 35 acres of land, plots and a well constructed home too. his children will receive the same if they join pak army and many army personnel' children do join army. Now question is if it is justifiable in Pakistan where 3 families living in a 3 marla house?. Many readers say that raheel sharif richly deserves this and that sort of thing. Being a general it was his duty to serve Country with all dignity and he did. I have utmost regard for his services and all other martyrs who lost their lives but these privileges are just ridiculous. Army has their own fair price shops, separate hospitals and housing schemes. No check and balance and not answerable to anyone. Sad indeed.

Please dont create controversy and malign our heroes, i belonging to an army family can swear that there is no such thing as full furnished homes etc. The land is given as per the rules of army under the auspices of Govt of Pak. We should instead highlight 100s of billion of r.s diverted for metro in lhr, kci and now multan instead of being spent on education, health and capacity building of police etc. The land allotment is a paltry issue.

When lion was in the ring no one had a dare to look at him wrong way including open or hidden enemies of Paksitan had guts to face him. Now every and rates taking their turn on his legally awarded entitlement. People of Pakistan need answers for Panama, present and past corruption cases, chartered plane from Raiwind to London, 10 trillion spent on self promtions and much more.
We follow a bad system and leave a bad precedent by giving such gifts to the rich. Whatever he did was part of his duty. He just did it right and that's all. He got paid each and every bit of it.

I know the general wisdom goes that the general should be rewarded, whether this one or those before him, but surely he was doing a job that he was no doubt handsomely paid for, hero? Maybe for doing the job he was paid to do, not so sure, he just did an outstanding job that's all, and so has the deserved reverence of the people of pakistan, is that not reward enough? Or is it more heroic to do the job you were paid to do, and then after retirement benefit further whilst the poor amongst society continue suffering. For me he would be a true hero if he distributed those 90 acres amongst the poor to allow them to get above the poverty line, and financially did not benefit from the land himself.

The General did not help the poor orphans of model town Lahore massacre in getting the long-awaited justice. He was requested many times by Dr. Qadri to help the orphans get justice. General could have played a big role but unfortunately access to Justice will remain a dream for poor citizens of Pakistan.
When GEN Colon Powel, USA retired he got health and pension benefits only.

@Ashfaq I agree. The issue is larger. Why every Army Officer gets parcels of land during tenure and at retirement? No other Federal Department Employee gets these perks as the army employees get. If the response is 'they give life" then only the widows/ families of the Martyr should get proceeds.
A poor country like Pakistan where people doesn't have to eat and drink, we allocate lands to these generals so graciously.
One must not point fingers at individuals when things are done within the rules. However, one could always criticise rules. Pakistan is in the 21st century and granting state land to any individual whether that be an armyman or civilian seems outdated and doesn't fit in modern societies.

Agree with every single word although I continue to be a deep admirer of this General with a note that he was a shining exception among a line of mostly deplorables for one simple reason that he was a dedicated servant of the constitution and achieved success against terrorism whereas government was and is to this day protective of that terrible element of destruction.
At least the property has been made transparent and public unlike Mayfair properties of Nawaz Sharif and Surrey Palace of Zardari.

My father got 23 acre of land in rawalpindi after serving for 21 years in Pakistam army he was just a regular officer.
@Pakistani With all due respect to your father, that too was an abuse of power by the government that is subservient to the army although it should be the other way round. The land of the country doesn't belong to the king or any Queen, it belongs to the people and can not be awarded to anyone arbitrarily.
I realised it is just the 69 years old regulation of perks given to Military officers and Jawans on their retirement according to points earned and calculated precisely based on their rank,service,qualification,hard area service and achievements. It’s a complete system of addition and deduction of points. The criteria is transparent and applicable across the board in Army. For 69 years, every military officers retiring and qualifying in open points system got this perk at retirement but never published in any newspaper because it was part of regulations governing pay, pension, perks & facilities a military officer receive on retirement.A productive discussion would been weather these perks need revision

@Iqbal Hadi Zaidi . It has been a governmentough policy for decades to grant free land to retired army officials. The reason is that army personnel can,t live on the fixed amount of pension because of inflation and value of rupee going down everyday. This is a good policy to make sure they live comfortably after the retirement when they switch to civilian life. This policy was adopted from the British system. I know a retired army colonel

Are military personnel not given a salary and perks for doing their job while in office! All the lots given to military personnel should be banned. Many of these military people move to other countries and sell the lots - you want respect for serving your country ( with salary, perks, pension) and then some - while our education system flounders for lack of funds - literacy rate going down. The privileged call the shots.
Don't criticize the individual, criticize the Rule, which proves that nothing has changed after independence we are still living under the rules created by our Masters (Englishmen) and we are still salves just the original Masters have been replaced by the new Masters who are not called as Englishmen but Generals, Bureaucrats, Politicians, Chaudhries, Sardars , Zamindars and Pirs.
The public pays for almost 85% of the budget on defence and see the luxuries given.
They should be clause that land in any event cannot be sold and after death goes back to the state. Plus whatever farming is done on the land... some part of revenue goes back to the govt. Further no construction to be done on the land, orally only for agricultural purpose.

There is nothing wrong with awarding reasonable quantity of land to ex-army officers. The soldiers work hard and are not privileged to gratifications obtained by their civilian counterparts and politicians. If a honest soldier after his life long service gets a means of honest living in retirement we should be happy about it.

Generals get a good salary and get a descent amount of pension and unlike other citizens they get free medical treatments and security for life. Now being rewarded huge chunks of land shows how complicated we are a society. If anything else, it is growing disparity at its best.

@SALMAN,This practice has been adopted from the British army tradition.If you go to Sahiwal city, you will find Canvillpur Farm on Pakpattan Road. Originally the farm was comprised of 3,750 acres which was given to Colonel Canvill when he retired from the British army before the partition.He lived there with his wife until the late 70's.He tried to persuade his sons unsuccessfully to take over the farm .Finally he sold the farm to his manager due his deteriorating health and moved back to England.There is another example in Renala Khurd which is about 30 miles east of Sahiwal where Gen.Mitchel was granted land and he planted best orange trees all along the railway tracks for miles.General Mitchel' s orange Marmalade was best in the world.Our army jawans put their lives on line to protect the country so that we can sleep peacefully in our homes. At least we can make sure that they are well taken care of when they retire from the army.In my opinion 90 acres is not enough for Gen Raheel.
90 acres is 460 kanal which is worth millions. I think if that normal than it shouldnot be normal.
For those who may not know: An area of 90 acres is almost 4 million square feet. More than 100 sky scarper buildings of 20 floors can be built in 90 acres of land.

In this modern day and age, the tradition of giving away public land to the officers of the armed forces should end. Additionally, the practice of distribution and allotment of plots for residential or commercial purposes at throw away prices to government officials (civil or military) and the Judges at Public expense needs to stop in order to create a fair society which offers level playing ground to all citizens equally and fairly.
This should not have been reported as it is a routine legal practice in the country. As an Indian, I am just wondering whether contract farming (for cultivation) are allowed in the country or not... if someone can comment on the same. Thank you.
If we want to progress as a nation we need to set a cap on maximum land one person can hold. In most of the Indian states its less than 20 acre one person can own. Pakistan is going in opposite direction.

They are the ones who should be remembered and rewarded.
He is a great General and deserve special treatment but what about the nameless soldiers who died in the snows of Kargil? Nobody even claimed their body or their families were not even given 10 cents of land to make a house. You need to be generous to your heros but not to the elite ones alone. Any way General is not going to start ploughing agricultural land anyway.

Benefits and retirement benefits for the Army personnel are unrealistically lucrative in Pakistan ! Just compare them to any other country in the world and you would not find such opulence bestowed upon them. Pakistan is truly FAUJ KA PAKISTAN ! General Raheel Shareef was doing his job as the chief, and his integrity and performance would and should go in the history books for all to remember. This country can go nowhere in economic prosperity if the Army continues to be a big burden on the revenue books.

There is a point system in Pakistan Army which can even fetch a retired Sepoy agriculture land, the COAS serves the longest thus his points usually more than others, every one in Army who fulfills the criteria and scores a certain number of points gets this land as a service benefit, Moreover such lands are usually alloted near border or uncultivated barren land in southern Punjab.Its funny that no one is questioning the thousands of acre alloted to Bahria Town in Karachi by Zardari and 2000 acres alloted to CM Punjab in Gwadar but questioning 90 acres of land which is allotted as per rules and on merit.

You may have noticed too that none of the 'Plot and Agricultural Land Beneficiaries' has spoken against this blatant Plunder of Pakistan.

There is nothing unusual in this case. All military officers receive various benefits apart from their pension.

So people start a debate on a tradition that has been around for decades in the military but they will not say a word when politicians steal millions after serving just a measly few years at the most and not accomplishing a thing. Brilliant.

This is loot and plunder of Pakistan's resources by servicemen who already being paid for their work. Pakistan is badly poverty stricken but the rulers and service personnel enjoying and having lavish life style which is crime against humanity.

In India Retd Army officers search and do jobs in Private sector after retirement to make ends meet if they are not from rich backgrounds.
@M. SAdiq what about the real heroes who low in rank. They are the man who deserve. Seniors are only giving orders. Anyone in such position can give more better strategies. But have to admit that Gen. Raheel took some good decisions.
We the People would be happy to give him 900 acres for the services he did for Pakistan.

@Saqlain Altaf it is not really about whether he should get it or not, it is mostly that the rules are outdated and unnecessary. It is the rules that need to be changed.

@Mehreen ZAFAR Allotment of land cannot be equated with corruption it is allotted as per rules and regulations yes i can object on these rules but equating with corruption is unjust same like ministers and Prime minister or any other person holding public office cannot be deemed as corrupt because of drawing such benefits.

@sukhera Let me correct you. If it was a British legicy ,it would have been in India too. There is no such tradition in India.Yes warwidows are granted .
In india no one gets free land at all. Not generals, no one, they get just pension like others and they also work hard. Free land is misuse of power, it is very surprising,
@Joe. I said it was a British tradition not Indian. I gave you two examples of retired British army officers who were granted land before partition in my town Sahiwal. There may be some more lands in Pakistan which were granted to British officers.Its mentioned in the news that the land granted to the general is 5 kilometers from the Indian border.The reason for granting land to trained military officers close to the border serves dual purpose, they are well trained to protect the border in case of a conflict and it also provides them additional income to supplement their fixed pension.Pakistani nation is very patriotic and they respect/love army personnel.I know one auto workshop owner in my area refused to accept compensation from a military officer when they fixed his car. Parts and labor including the lunch were on the house.He even thanked the officer for bringing the car to his workshop and offered free lifetime maintenance of his car for the rest of his life.It makes me proud.

Why have a system that rewards those who can live well off in their retirement? Developed nations do not bestow 'allotments' on their generals.
This is the reward for serving Pakistan. look at Raheel's contributions. Best part is that the transaction is transparent.

@Sukhera then it should be made applicable to all govt personnel. also such personnel shoud be permitted all subsidised privelages as enjoyed by the military retd personnel. it is the taxpayer who pays for all these military privileges enjoyed. it would have been more logical if these type of benefits were given to the martyred families. .
