WASHINGTON: US Secretary of State John Kerry has said that Pakistan was among the key countries where the United States has constructed state-of-the-art tactical security operations centres.

In a 21-page exit memo, the outgoing top US diplomat also named Afghanistan and Iraq among the countries where the Obama administration has built such centres. The document does not say where these centres were built or who operated them and how.

The memo only says that “we have constructed state-of-the-art tactical security operations centres in key countries, such as Afghanistan, Iraq, and Pakistan.”

The Obama administration completes its second and final term on Jan 20, when President Barack Obama will hand over power to President-elect Donald Trump.

Secretary Kerry noted in the memo that Afghanistan and Pakistan were Al Qaeda strongholds when the Obama administration took charge but in the last eight years, the group’s core leadership in these two countries had ‘decimated’ and its chief, Osama bin Laden, eliminated.

“Afghanistan is far from perfect, and it will take sustained engagement and effort in the years ahead to protect the progress we’ve made,” he warned. “We must continue to support the Afghan people as they work to build a secure and peaceful future in the months and years ahead.”

The exit memo, which sums up the Obama administration’s foreign policy achievements, also includes tips for the incoming Trump administration such as keep the nuclear accord with Iran, continue efforts for a two-state solution in the Middle East and remain engaged in the fight against the militant Islamic State group.

Mumbai victims parents Jan 07, 2017 08:44am

Bold and mature statement from John Kerry.

Abx Jan 07, 2017 08:53am

He has failed to bring peace in iraq, Afghanistan or Syria

Abx Jan 07, 2017 08:53am

Face saving statement

Abx Jan 07, 2017 08:55am

John kerry has failed to deliver. Election results has proved obama administration faliurr

Abx Jan 07, 2017 09:01am

If you have built such a great tactical center than why no result.

Abx Jan 07, 2017 08:57am

Talk is cheap

Ayub Jan 07, 2017 09:15am

Tactical operation centers against whom?

riz1 Jan 07, 2017 09:14am

@Abx "Talk is cheap" Do we have one government or ISPR statement against Kerry's assertion, unlike the US airbases that they shifted out? Nope. Can you prove to me that those state-of-art facilities do not exist in Pakistan? Nope, perhaps so well concealed by loyalist-Pakistanis that even the agencies do not know where those exist. Or maybe those are being operated in collusion with the agencies for good monies, as usual.

Fact Jan 07, 2017 09:25am

Obama admin was self centred and they didn't did anything to normalize situation in this region apart from selling arms to these countries. Its good that they lost it.

Praphul Jan 07, 2017 09:32am

well be what it may build. After 20th Jan it will be scrapped by the Trump Govt.

Shan Jan 07, 2017 09:45am

@Fact self centered how? Clearly you don't understand how foreign policy works. This is not a ping pong match or a coin toss that you flip to get results. Peace and stability is a long painstaking process which takes time and patience.

Alba Jan 07, 2017 10:03am

Tactical operations center in Pakistan without the permission of Pakistan. I don't think so.

A Jan 07, 2017 10:08am

And what heavy price Pakistan had to pay for your interest Sir ? Any comparison with China' contribution without all this tactical operations !!

Junaid Jan 07, 2017 10:12am

Creating as much mess for Trump as possible.

Dr. Farooq Khan Jan 07, 2017 10:18am

See for yourselves how you cared for what we did. Americans are the best nation they just don't understand Asia.

Desi Dimag Jan 07, 2017 10:38am

But still Pakistan is not on the same level as other key countries Afghanistan and Iraq, why?

lost cause Jan 07, 2017 11:16am

You raised such a hue and cry on India US agreement to use each others ports and airports for transit purpose. Now your own country is harbouring the US Tectical operation centres without you being aware o it location. It says all.

Ahsan gul Jan 07, 2017 11:28am

Preparing Muslim population in USA for democratic votes in 2020. Obama did not do anything for Pakistan why now?

Sohail Wazir Jan 07, 2017 11:35am

We're an independent sovereignt nuclear power County. Nobody can force or bully us.

Why cos we are sold our for few dollars

Ravi Jan 07, 2017 11:46am

Built Tactical Centers in collaboration with??

JUSTICE Jan 07, 2017 11:50am

These tactical security operations centers must have been built with the approval of corrupt civilian government leadership(PML-N & PPP). It would have been nice if this was done with the knowledge of Pakistani government thru parliament's approval.

M.Malik Jan 07, 2017 12:49pm

Sounds like 'listening posts' that US has even in the UK, where all communication from eastern block and the Soviets (and now Russian) governments was snooped on and is still being done so. Therefore nothing earth shattering in this revelation and nothing new.

car Jan 07, 2017 01:09pm

Peace anywhere in the world is lethal to the american military industrial complex.

M. Asghar Jan 07, 2017 03:30pm

It is essential for Pakistan to ensure its security all over its territory without the presence of and messing up by any outside power.

YOUKNOWIMRIGHT Jan 07, 2017 03:49pm

Obama and Kerry are departing office in the most unceremonious and disgusting way, laying land mines all over the place with comments such as this to create as much mischief for the in-coming Trump regime, which has enough of its own own-goals to deal with anyway.

Guest Jan 07, 2017 03:56pm

Even Kerry acknowledges that Pakistan is key country. Everybody is coming around and trying to seek favors from Pakistan to benefit from CPEC. This is just a beginning now wait and see.

Khanm Jan 07, 2017 05:10pm

@Mumbai victims parents ...Can we ever be like him ...At least Kerry had the courage to tell American public. General public are just sheep they don't deserve to know any thing.

Khanm Jan 07, 2017 05:15pm

@Ayub if they tell you..Would you allow them

Khanm Jan 07, 2017 05:16pm

@Alba what about drones and covert operations of abottabad

Khan USA Jan 07, 2017 06:04pm

Do Pakistanis know anything about it ?

Afzaal Jan 07, 2017 06:05pm

@Abx Observers would have no doubt in believing what Kerry is saying. Considering the monies being paid to Pakistan it is obvious Americans would not take nothing back. I just hope that there are no centres inside Pakistan which are spying on Russian or China....that would amount to weakening of ties with these neighbour although these countries may well already be aware of such facility but believe Pakistan is not double crossing.

Khan USA Jan 07, 2017 06:09pm

Pakistani leadership has kept Pakistanis in complete darkness !

Afzaal Jan 07, 2017 06:20pm

@Dr. Farooq Khan I would want to see America shifting these tactical centres to India , a plan that already must be in making, thus freeing Pakistan to try its alliance with Russia and China with confidence without unceasing US. Except that the US had easy ride in Pakistan and may not easily get its agenda through with India without the latter getting some uptodat Core technologies in bargain rather than going for outdated stuff in its 'make in India' endeavours.

Afzaal Jan 07, 2017 06:24pm

@YOUKNOWIMRIGHT I think Kerry is probably giving some tips on US current foreign policy to the incoming administration but why should he do that via media rather than face to face or through agencies making the whole thing public is puzzling.

Afzaal Jan 07, 2017 06:31pm

@M. Asghar Agree 100% my friend. But that requires honest statesmen who can first clean the internal mess and bring laws which are modern and provide equal opportunities and justice to its people. The street and Dharnas politics are pushing us towards anarchy and every Pakistani should oppose such ways of grabbing power.

Afzaal Jan 07, 2017 06:42pm

@JUSTICE Theoretically yes but you can also buy many of the Parliament' corruption prone legislators. However I agree with you and one hopes that once these issues are decided by Parliment you will one day get there and do what is best for the nation.

Afzaal Jan 07, 2017 06:44pm

@Desi Dimag Which level??

Zikavirus Jan 07, 2017 09:04pm

Tactical operations centre to spy on China???

Ghani K Jan 07, 2017 09:06pm

Tactile operation centres in Pakistan, all given in return for few millions $$. Still demand from US , "Do more". Over 15 years of fighting in Afghanistan, Taliban still remain as defiant as ever.

Jawad Jan 08, 2017 01:19am

He is our worst secretary in generations.

Syed Daniyal ahmed Jan 08, 2017 04:20am

And yet the Americans have rejected them, their policies, their faces, and their lies. It would probably be safe to say that this might as well be another lie among the countless others.

Jehan zeb Jan 08, 2017 07:06am

@JUSTICE it would be ok to build it with approval of honest PTI

Dr. Ramesh Sharma Jan 08, 2017 08:18am

@A You have given USA 70 years and now give China 70 years and then compare. I may be wrong but most likely future Pakistanis will admit that USA was better than Chinese who have sucked us dry.

LAHORI KID Jan 08, 2017 09:30am

@sad, Its BLACK WATER, and its a civilian outfit hired by the American government in Afghanistan few years ago.

jay Jan 08, 2017 10:33am

How will the great friends of Pakistan China take this? Running with the hare and hunting with the hounds is a risky business

Khawar Saleem Aslam Jan 08, 2017 12:16pm

This is a very belated acknowledgement by USA of Pakistan's policy and determination against terrorism. Every country has to devise its own strategy to tackle terrorism considering its circumstances and ground realities, however at operational level actions can be coordinated. India needs to work with Pakistan in similar way by sharing actionable intelligence instead of blaming and running away from substantive talks.

ishrat salim Jan 08, 2017 02:29pm

Yes, this center is housed in the new US embassy complex, Islamabad, diplomatic enclave. Built during the period of PPP rule. Thanks to PPP govt. And it was during this time, that Raymond episode took place. It was during this period when 7000 visas were issued to US citizens under instruction by our ex PM Jelani, without security clearance. It was during this period that Backwater was exposed, but nothing happened, no action. This is a free country...

Dr. SalariA, Aamir Ahmad Jan 08, 2017 03:32pm

What a serious joke?

These so-called state-of-the-art tactical security operations centers built using the hapless and helpless American tax-payers money did nothing to bring any type of peace and security in a tangible and result- oriented fashion, in any of the three countries where they were built.

In particular, Iraq and Afghanistan, where the security situation has worsened since last eight years.

In a nut-shell, the eight years long policies of President Obama and his administration have miserably failed in the Middle East and South Asia including Iraq, Afghanistan and the Islamic Republic of Pakistan.

It will take lots of efforts, toil and sweat for the new administration to bring peace and security in that part of the world.

Mustafa R. Jan 08, 2017 08:34pm

'He has failed to bring peace in iraq, Afghanistan or Syria'

What makes you think he wants to bring peace to these countries? They just want to install lackey governments, Syria is a total failure, Iraq is nearly a total failure and Afghanistan is mostly a failure.

Zulfeqar Canada. Jan 08, 2017 11:48pm

And still blaming Pakistan .

Zulfeqar Canada. Jan 08, 2017 11:48pm

Inspite always asking Pakistan "Do More".

Hashim Mughal Jan 09, 2017 01:16am

Very good web

Aziz Jan 09, 2017 03:37am

To be fair immigrants who have built America should return their own countries and play a role as effectively as they do in US. If a country is developed by immigrants and that might be a fact all the countries which are interested in development should be as welcoming as US for immigrants and pluralism. Leave US instead of staying there moaning and groaning. Finally it appears racism has been imported into US by the people coming from outside since we are being trained in this area by our social intercourse and our curriculum which we forget to shake of before entering into a pluralistic society.

Worthless Wealth. Jan 09, 2017 05:20am

Wish such a disclosure had been made by the Government of Pakistan!

God alone knows how many such secret agreements or deals have been reached and at what cost!

American Jan 09, 2017 07:14am

Mr. Secretary ,why dont you explain this to those US lawmakers who dont know about Pakistan's sacrifices for US interest in the resion and around the world? Tell them also to stop asking Pakistan ' Do More'. Both Afganistan and Iraq were under US occupation, but only Pakistan let you do that volunatrily. Would these law makers who are influenced by Indian lobby are going to admit???? I wonder inspite of all these favors by Pakistan, Obama administration continued downplaying Pakistan role and the relations were at the lowest in the history. Good thing Democrats lost and such losss was partially due to confused and failed foreign ploicy which Hilary either wanted to continue or failed to do a campaign for change.

Khwarezmi Jan 09, 2017 07:39am

America attacked and invaded Iraq and Afghanistan but did it manage to built military capability in Pakistan? This is very very very very very bad for our independence as a free country. American footprints in Pakistan must be erased as soon as possible or else they will hurt us very bad.

tariq Jan 09, 2017 07:55am

Why would anyone believe anything these people have to say, they lie to Americans and then blame the russians for hacking. Losers

Ibad Jan 09, 2017 09:25am

@ishrat salim ....Well said! And along with The US Embassy in Islamabad, The US Consulate in Karachi as well. Built on the shores of Arabian Sea and next to the Harbor. The major Hub of the "under sea" Communications and Internet Cables going across the World is not too far from the Consulate and could be tapped into with ease.

zafar ahmed Jan 09, 2017 11:52am

What for we given the nod to USA for the construction of "State-of-the-art tactical security operations centre in Pakistan" and I am sure they must monitoring & recording all of our sensitive communications (Voice & Data) and even more !

SHAHZAD Jan 09, 2017 12:50pm

J.Kerry is an international joke. Pak needs to be very careful from him.
