KARACHI: The family of Abdul Qadeer Khan, the father of Pakistan’s nuclear programme, has been named in the Panama Papers. Abdul Quyuim Khan, the brother of A.Q. Khan, and Hendrina, his wife, as well as Dina and Ayesha Khan, his two daughters, are all shown as owners of Wahdat Ltd, a company registered in the Bahamas.

Although the names are not part of the data released online by the International Consortium of Investigative Journalists (ICIJ), Wahdat Ltd does appear on the website. However, it has been named in the larger database obtained by the group. The company was registered in January of 1998, months before the nuclear tests of May that year, and deregistered on Dec 31, 1999, shortly after the Oct 12 coup.

“I have never even heard the name of this company,” A.Q. Khan told Dawn over phone. “Neither did my wife and daughters. My brother, who died a few years ago, was with Habib Bank and, as you know, bankers are always up to their tricks and hanky panky,” he said without mincing words. “My wife and daughters never signed any documents to create this company. The signatures (on the incorporation paperwork) are surely false. My brother never discussed it with me and my family only heard about this company after the Panama Papers release.”

The company has been shown as an intermediary of ILS Fiduciaries IOM (Ltd), registered in the Isle of Man and still active. That company has links to 611 other entities from various jurisdictions like Panama and Niue in the database, dating back to 1993, most of which are either “inactive” or “defaulted”.

The ICIJ defines an intermediary as “[a] go-between for someone seeking an offshore corporation and an offshore service provider—usually a law firm or a middleman that asks an offshore service provider to create an offshore firm for a client.

It is not clear what the documents in the larger ICIJ database reveal about the activities of the company since ICIJ has not released them publicly. According to at least one person who has examined the documents but declined to share them, there is neither any evidence of movement of funds nor any information regarding bank accounts owned by the company.

Further public disclosure of these documents will clarify this.

In 2004, Dina Khan’s bank accounts in the UAE were frozen on the request of the US government. US government cables leaked through Wikileaks described three conversations between the governor of the UAE’s central bank and an official from the US Treasury Department, in which the governor was quoted as saying: “I personally recommend that Dina Khan be eliminated from the list [of people whose accounts have to be frozen due to links with WMD proliferation] because there is not enough evidence to justify continuing the freeze”.

The request was denied.

The last cable in the leaks is dated Jan 2010; the accounts remained frozen till then.

Abdul Qadeer Khan was at the centre of a massive global nuclear proliferation scandal in 2004. In a series of dramatic developments, he was accused by then army chief and president Pervez Musharraf of running a rogue proliferation network for nuclear material. Shortly after Musharraf’s announcement, a recorded confession by Khan was aired in which he took sole responsibility for all the nuclear proliferation that had been revealed.

Dr Khan has been under house arrest ever since 2004, although he continues to move around, make phone calls, receive visitors and write a regular column in a newspaper. He told Dawn that his daughter had returned to Pakistan from the UAE following the appearance of her name in the Panama Papers.

USA (Lincoln), China (Mao) and India (Gandhi), Russia (Lenin), UK (Churchill) just to name a few are world famous because of their sacrifices for the nation. No leader of Pakistan can be put into in this category. Imran Khan and A Q Khan were supposed to be self-less until both have found their names in the Panama papers or have offshore accounts. What say now? I am dumb-founded.

Not taking side of Qadeer Khan or any one else, bu I think we should not be so reactive for all this as we are ourselves are not angles, neither this source of revelation is ultimate and honest.

I'm nor surprised at all. With clandestine sale of nuclear know-how and technology, passed to Iran, Libya, North Korea etc, offshore companies were the best channels for transactions, especially when country was under embargo.

We have been hearing stories as legends and myths since our childhood that Pakistanis have over a 100 billion dollars abroad and if they are brought back dollar could worth 1 rupee or less. Back then it seemed conspiracy theories, but now everything is on the surface as a reality. Moral of the story is: Never discard theories, even if the are rumours or conspiracies; there is always something behind them that raises them at the first point.

Nuclear proliferation, if carried out by the Europeans is legal, if done by non-Europeans is illegal. Do we remember what sort of accusations were made against Agha Hassan Abdis bank aka BICC? Dr. Sahib has no reason to deny it if his family members did in fact own those companies. Nothing wrong in owning the companies, only that election laws require disclosure for those running for elected offices, since Dr. Sahib never ran for an office, there is no legal or moral issue here.

I think by the time all the names a re released we will see the names of about half the Pakistanis on it. It's. A simple reason, its not illegal in pakistan.

We have this soviet era mindset that having any investment abroad is treason. Pakistan changed its laws in 1993. You can have money abroad, you do not have to pay taxes on it.

So far there is nothing wrong here.

Hello, theory that Panama papers are not real is just fallacy. All Pakistanies names are real to include A.Q khan and defense personnel. Now public has to figure out where does Pakistan stand in relation to these politicians and others. We all want to see that Panama issue is a dream and do not want to see politicians' names lthat we trust and respect. But all named Pakistan's people are human and can be selfish. So, government and most likely defense Army has to investigate this issue. All involved in panama issue be given chance to voluntarily disclose when, how much, and circumstances they initiated this move. After that strict audit of all politicians and public every year be coducted.

@Salim Khan The number 1 priority for the Leaders you mentioned was the well being of their country and its people. They were least interested in building their business; did not encourage nepotism - truly selfless. Modi so far seems to be doing the same for India. If the leaders focus on wealth either for themselves or their family - that is when they sell the country's and its citzen's benefits for their selfish gains. All Polticians/ government scientists whose names are in Panama papers should be disqualified from holding any key position and should stand trial.

America and Britain had a hostile relationship with Panama ever since the canal and nationalization - so its citizens worry that their ill-gotten gains could be usurped. But no worry - Americans and others keep it in other tax havens like Swiss, Caymens, Bahamas etc.

He lived as a bachelor, a lean and spare life, dedicated his life to country's welfare and had very a simple lifestyle.

The explanation given by Dr.Qadeer seems logical.He has explicitly admitted that although his late brother who was a banker did float the idea of having any thing to do with off shore investment in Panama,he and his daughter refused to sign any document in this regarded.So let us not guess too much in between the lines.A Bush poodle had disgraced him but he did'nt do anything without the permission of the government of the day.Remember he is father of the atomic bomb without which our arch enemy would have over run us.We should extend him as much reverence as possible.Greed and avarice has never touched him.Simplicity is the hallmark of his trait.

First of all Dr. AQ Khan is an engineer and scientist with knowledge/concept and expertise in the nuclear field. If any engineer just like other professional engineers like civil engineers, electrical or mechanical engineer or doctors share their knowledge and skills with some one else then in no case it is counted as a corruption. Dr AQ Khan never compromised on the national interests as other politicians doing. Every professional have rights to teach their skills to others and they can charge a professional fee whatever they want. One is reminded that Wright brothers were Americans and the aviation pioneers but it does not mean that no one in the world can make airplanes except Americans. They also shared their knowledge with the rest of the world and was not considered a crime against the interest of Americans.

Kanupp started our nuclear energy program. Dr. AQ Khan started our nuclear weapons program which has absolutely nothing to do with Kannup or any other nuclear reactor. Unlike India, we don't need a nuclear reactor to produce nuclear weapons.

If account doesn't belongs to his daughters, then he and his daughters should authorize Pakistan Government to take all the money and properties in the account, as they are not the real owners, instead putting blame on his dead brother. Being religious background he should be asking magfirth for his brother instead blaming him. I admire him for his straight talk and contributions for Pakistan, and will clear his name with surrendering the account.
