ABBOTTABAD: The chilling murder of a 16-year-old girl strangled and set on fire in Galyat's Makol village has been linked to the orders given by a local jirga last week, police said Thursday.

Abbottabad police said a 15-member jirga called by the Makol village councillor Pervez ordered for the deceased, Ambreen, to be killed and set on fire as punishment for helping her friend escape the village to marry of her free will. Thirteen members have been arrested and due to appear before an anti-terrorism court, including the victim's mother, said police.

When the jirga ended after a six-hour meeting on April 28, the girl was taken from her home to an abandoned house where she was drugged, killed, and placed in the backseat of a parked van. The van was then doused with petrol and set on fire.

The charred body of the teenage girl was found in a torched Suzuki van in Donga Gali on Friday. Police recovered the drugs from the abandoned house near the site, as well as the can of petrol used to start the fire.

The body was tied to the seat of the vehicle, which was parked at a bus stop in the village. Another vehicle parked near the gutted van was also damaged. Police moved the body to Ayub Medical Complex for an autopsy.

The girl was later identified as the daughter of Riasat, a labourer who works in Balochistan’s Gadani area.

A police official told Dawn that the fire on the bus had occurred at 3am.

According to District Police Officer (DPO) Khurram Rasheed, a couple eloped and left Makol April 23 for Abbottabad with the girl’s help and a driver named Naseer. A jirga was called at Naseer’s home when the couple could not be found.

DPO Rasheed said the case will be tried by an Anti-Terrorism Court and "exemplary punishment" will be recommended by the police.

Pakistan Tehreek-i-Insaf (PTI) MPA Shaukat Yousafzai told DawnNews "strict action" will taken against the jirga which ordered the brutal ruling. "This is not a part of KP's culture," he said.

"This is the first time an incident of this type has taken place."

He hailed the role of the local police for solving a case "that shook the entire Khyber Pakhtunkhwa" and lauded them for taking the investigation forward in a professional manner.

A jirga is a local community council composed of local elders and notables and a traditional dispute resolution forum.

I am from Abbottabad and have never heard of this type of tragedy. This is a very unexpected event in our city. How can government allow people running their own justice system parralel to judiciay? There should be strict punishments for anyone who participates in a jirga, panchayat ect, so that this menace can be eliminated.

I do not understand why this brutality towards women? Laws for the protection of women needs to be strengthened and government and the judiciary needs to come down hard on individuals who mess up with women.

The report also mentions a driver. No mention of whether the jirga passed a verdict on him also. Usually, they only focus on girls to punish. Unless some of these jirgas are severely punished (for murder in this case), this dual judicial system will keep on meting senseless verdicts for minor transgressions.

Why is there no reform of this system? India has panchayat system that is based on election. Many are headed by women. Panchayat decisions can be taken to court. Panchayat can not give death sentence or even physical punishment to anyone.

These jirgas should be eliminated, this is 2016, one cannot order someones death in a horrific manner just because they decided to marry at will, there are other ways to handle a situation,but the ignorance and not being educated comes into play. I could never have my child be punished in such inhumane way. I really hope the jirga is punished in a way no one will ever dare to punish someone like this.

This and such news when flashed through international media present a barbaric picture of Pakistan and Islam. We living out of Pakistan feel ashamed and have no word to defend. It is government and society responsibility to educate people against false honour and treatment of women. So long girls and women remain dependent on men, they will not be respected and given their due share. For God sake educate and train them to take jobs and stand on their feet.Rate of progress in the country will be doubled.

What everyone commenting os forgetting is that this jirga killed her for trying to help a couple marry against their parents wishes.

The real issue here is the concept of izzat, forced marriages which leads to so called honour killings. As a society we need to teach children that it is okay to marry the person of their choice. When this happens these tragedies will disappear.

Extremely sad news. The culprits should be punished, the "same way". this barbarity needs to be eradicated from Pakistani Culture. It is also because a culture is different from the Religion. These things happen when people do not understand the Religion, and Islam is against such barbaric practices. I have lived in US since I was a very small. When I was in Pakistan, looking for marriage, I found that girls everywhere, whether Rural area, or even in modern cities like Islamabad, had a very little say, in who to marry. Even if parents were ready for "suitable marriage proposal", some relative came along and stopped the marriage proposal, it happened so many times with me personally, I was confused. Girls, 90%, had no choice, not even the parents had the choice, and mainly it was the girl's relatives that stop the suitable marriage proposals, and twist the girl's parent's decision one way or another. Islam gives the girls the choice to say "No".

@Muzaffaroklahoma btw KPK police didn't do anything social media highlighted it and owner of the van went to register FIR. Police on its own didn't take any action. In the period between pictures appeared on Twitter and the van owner filed a complain
