KARACHI: A 10-month old girl died at the door of Karachi's Civil Hospital after her father was allegedly denied entry by protocol staff due to the arrival of Pakistan People's Party (PPP) Chairman Bilawal Bhutto Zardari at the public medical facility.

The PPP chairman was there to inaugurate the newly built Benazir Bhutto Trauma Centre.

The victim’s father, while talking to media, blamed the VIP protocol given to the PPP chairman for his child’s death, as he was denied entry into the hospital.

Bisma's parents claimed that they remained stuck in the traffic jam due to the VIP movement before arriving at the hospital where the ailing girl was denied entry as Bilawal Bhutto Zardari was visiting the facility.

All the entry and exit points of the medical facility were closed and even ambulances were not allowed to enter the hospital as Bilawal, along with the Sindh Chief Minister Syed Qaim Ali Shah arrived to inaugurate the trauma centre.

Read: No. Bilawal's security is not more important than 10-month old Bisma's life

"First I came through bike, then on foot but was denied entry, in the meantime my baby girl died." said the victim's father.

The man claimed that he had always voted for PPP but was rewarded with the death of his child.

The senior PPP leader and Sindh education minister, Nisar Khuhro, while talking to media said that he is grieved if someone has died but "Bilawal's security is more important".

"Bilawal, who always had security concerns, is dearest to us and whatever we did it was in the better interest of the country. As the country's well being is linked to their security."

Khuhro added that since the chief minister was also coming, so the protocol was a necessity.

Bilawal orders inquiry

Soon after the news of Bisma’s death spread, the PPP chairman announced that he was deeply troubled by the death of the 10-month old child and has ordered an inquiry into the incident.

“Anguished over Bisma's death, I am personally inquiring into this heart breaking incident to ascertain what went wrong.” Bilawal tweeted from his official account.

Later the party’s media cell issued a statement suggesting that Bilawal has taken strong notice of the reports in electronic media about the death of a 10-month-old girl due to VVIP security provided during his visit to Civil Hospital, Karachi and ordered Sindh government for an impartial inquiry.

“The PPP chairman said that a transparent inquiry should be conducted into the reported death and complete findings should be made public. He said anyone found responsible must be taken to task.” read the statement.

Bilawal Bhutto's sister, Bakhtawar urged all to wait for the inquiry to be completed before jumping to conclusions while expressing grief over the incident.

In her Twitter message, Bakhtawar claimed that the PPP chairman did not order a shut down of hospital.

Dr. Said Ahmed Qureishi, Medical Superintendent, CHK, talking to APP regretted the trouble faced by citizens but dispelled the impression that this is due to presence of eminent personalities.

“It is mainly due to encroachments around the hospital that has restricted the mobility of the people, including, patients visiting CHK,” he said.

Dr. Qureishi said KMC authorities have been reportedly informed about the situation but no action was taken by them.

About the Bisma's death due to closed gates of the hospital, he in most categorical terms said no gate of CHK was closed.

Barenis Dec 23, 2015 06:57pm

The same protocal we witnessed today in Qayyum stadium Peshawar; where respectable citizens were humiliated in the name of security by army personel and police. We have been fed up with these culture where law abiding citizens are made subject to humiliation and ridicules.

DMDil Dec 23, 2015 06:58pm

Isnt almost time to replace this failure parties and replace them with young educated ones. MQM and PPP have given people pain and suffering and nothing else.

Tanweer Khan Dec 23, 2015 06:58pm

Two images above.

One a desperate father trying to save his ill young daughter. He will go back home and arrange her funeral.

Second is a bunch of clowns who will be VIP'ing for the rest of the day, seemly oblivious to the fact that they have caused the death of young child.

Shame on them !!!!!!!!!!!

Sumit Mazumdar Dec 23, 2015 06:59pm

This is the real life story for the common person all over South Asia. It does not even have to be a politician's visit that prevents admission of a common person to the hospital. It can just be a political procession, with angry mobs preventing patients' families from crossing the road. Or heart disease patients dying from heart attack due to the loud noise made outside his/her house by mobs celebrating religious festivals. Or ... Forget Bilawal. Entire societies have no civic sense.

Mr. Bilawal; all you will ever do will be to order transparent inquiries and probes until the matter is forgotten. You don't need to order inquiries; we all know what caused this incident. Instead of your heart being broken; stay indoors or leave the country altogether. Pakistan is facing a number of problems as it is.

Anyone who votes for PPP or PMLN has every right to do so. But everyone one of us should also know that all our actions have their consequences. But because of these parties, the whole nation is suffering.

Pakistan's security lies with the security of its people and People alone , Certainly Not its so called pseudo leaders or people appointed as leaders due to their birth right . The death of a toddler is the outcome of just one such so called security of pseudo leader . this guy born with a silver spoon in his mouth , least it can do to give blood money to the grieved parents , who child might have been alive if the father was allowed to take her into the Emergency Ward .

divergence Dec 23, 2015 07:33pm

That's the true face of democracy in Pakistan, and every political party is guilty of it.

Saeed Masood Dec 23, 2015 07:35pm

Sad very sad...look all the things PPP is doing... and people of Sindh are sitting quietly watching the crime going on...someone will have to step forward to stop the rule of these criminals...Hopefuly it is the law, otherwise it will have to be the army...

Tragic incident which could have been avoided - but these rulers - improve security for all and you too will benefit from it.

HIRA Dec 23, 2015 07:37pm

Don't know why they come to inaugurate places they havnt put a paisa into the building. They will never use the hospital, beause if these people get sick, they'll be catching the next flight to Dubai or England.

Bonkers Dec 23, 2015 07:39pm

First and Foremost, in what capacity is Bilawal entitled to an official "Protocol". He doesn't hold an official office of the Government, he is not a member of the any Parliament either. The poor tax paying citizens of Pakistan are footing the bill for his activities. This 20 some year old kid has not accomplished a single thing in his life. His only qualification is that he is born to Benazir. What a shame......

Tsriq Dec 23, 2015 07:40pm

It's a criminal act and should be prosecuted

Amar Dec 23, 2015 07:41pm

It looks that the lives of normal human being who is in desperate need of medical assistance, has not value against some corrupt criminals, and big vaderas, who just come for show off, and bring their popularity at high esteem. Even though Bilwal might not have issued orders directly, but indirectly, he might have told to have every security available for him, regardless if the patients at the CHK die or what. What a shame. Now conducting inquiry what will happen, the innocent girl who died will not come back. Think before you act. How you going or your PPP party will serve the country. You have all negative things with you, and around you. This girl BISMA should Rest in Peace, and also God please give her family the strength and courage, and patience to bear this loss.

Frankenstein Dec 23, 2015 07:43pm

To all those criticising our politicians SHUT YOUR MOUTH. we have elected them and we will elect them again and I support VIP culture, Corruption and every unlawful act as I voted for them. I am corrupt I am lawless and I have no courage to face this bitter truth. They represent me and all those who voted for them and will vote for them again no matter how many of Bismahs die , no matter how many children will die due to hunger or lack of ventilaters . I will vote for them no matter what they do becuase I am one of them

ahmad Dec 23, 2015 07:46pm

this is insane. At hospitals, the patients are the VIPs. Everybody else is secondary. How come our leaders don't know that. They close down roads, airports, whole cities for their protocol. Now hospitals!!!!!! Really.

It reminds me of the last days of BB’s first and second government. In coming days there will be more media hypes against PPP until establishment will remove them from power or they compromise their powers. Having said that it doesn’t mean PPP is not guilty of anything.

Rahul Dec 23, 2015 07:58pm

In Pakistan the VIP culture and corrupt ministers are not the only ones to blame. The janta (public) is equally to be blamed. Why are they just lying down and doing nothing about it? Why are they not on the streets complaining in front of the Bhutto house? Because who cares? Just like everything else this too shall be forgotten. If this goes on Pakistan will continue to remain like this. We Indians have started realizing the power of janta and have begun flexing our muscles. Just two days ago the Indian public fought against the release of the juvenile rapist. Although unfortunately he was released but the very next day a law was passed in the parliament reducing the juvenile age from 18 to 16 meaning any 16 year old who commits a crime will be tried as an adult, compared to 18 years which was earlier. Don't just sit at homes commenting on newspaper websites. Get up and do something. Just like the French revolution let there be a Pakistani revolution against the tyrants.

Inquiry, Committee, commission. People of Pakistan shouldn't cry, sorry to say this, with very heart broken. Every one has children. But we elect these peoples even after knowing their character. Until these 2 main stream parties are in ruling, forget about justice or any system in Pakistan!

Cyrus Dec 23, 2015 08:57pm

Shameless. And they call it Pakistan 'Peoples' Party!

People only matter when the Party wants their votes. And it cares even less for Pakistan as a nation!

Royal Democracy. It is simply shameful a poor life is gone because of these idiots . Where are our courts??? please give this poor girl Justice and put these elites in jail.

Inherent-right Dec 23, 2015 09:14pm

Guys like Bilawal or Qaim Ali Shah never visits Civil Hospital Karachi, there favorite places are Dubai/London even to check their toothache. BB trauma Center is built by people's money, not by personal funding of Bilawal, the roads around this hospital are broken, garbage seen everywhere, with stink outside and even inside,if inauguration with ceremony was imperative Mr Ehdi or Mr Saylani could have done it,but the cronies like Nisar Khuro & others may have arranged this occasion with unwarranted extra ordinary security excuses resulted in poor baby death. The security staff the hospital gate is responsible, who was unhumane, besides the officer who ordered the such security wherein even patients were barred to go in for treatment ,matter of shame. Bilawal has ordered an inquiry but the baby would not come back, and Nisar Khuro is not correct when he defended Bilawal that "Bilawal security is more important" Nisar Khuro should keep quite rather than saying so.Sad,Shameful.Now compensate plz.

Cyrus Dec 23, 2015 09:16pm

Hopefully, Bilawal will do something sensible and rid the party of incompetents.

VIP culture is a big hurdle in the development of Pakistan

Yaar Nawab Dec 23, 2015 10:13pm

The core question is - in what capacity he had all the protocol? He is not elected MP so why tax payers' money was being spent.

KZ Dec 23, 2015 10:16pm

I am still unable to understand how these family members of formers and current office bearers get the rights of same or higher protocol then their parents/kids !!If they need so much protocol and fool proof security in Pakistan then its better to stay in UAE/Saudia/UK

Zaheer Dec 23, 2015 10:17pm

We are all responsible for the death of innocent kid as we make these politicians untouchables and above the law. The growing culture in the country and our silence on it is a biggest tragedy every time we read a story like a woman give birth in a rickshaw, man died in ambulance etc due to the VVIP movement but we remained tight lipped over this inhuman behaviour of our elite and VVIP class. Shame on us accepting this culture and do not have courage to eliminate this worst type of hypocrisy by our rulers and others who always make us fool by chanting slogans like Roti Kapra Makan, Tabdeeli or Qarz utaro Mulk Sanwaro.

Shahid Dec 23, 2015 10:33pm

The VIP culture is not limited to politicians only. After the PM oath taking ceremony in 2013, not even the ministers were allowed to leave until Gen Kayani was safely out of Islamabad. If these folks cannot travel without disrupting the life of ordinary people, they should have mercy on us and don't go to public places/events.

A little girl was denied her life in the name of security. Now everyone is covering up, blame it on the encroachments or security protocol but a precious life was lost. No enquiries is going to bring her back and the only protocol that should have been placed in the hospital was to help patients get treated despite VVIP visit.

Mustafa R. Dec 23, 2015 10:46pm

NAW Dec 23, 2015 10:53pm

This man (Khuhro) has no heart. He has no business holding public office. Events today have shown that Bilawal Zardari is not in the better interest of this country. Not if an innocent baby's death is considered insignificant by Khuhro/PPP mentality.

Huz Dec 23, 2015 10:55pm

Shame on Bilawal

Danish Mehmood Dec 23, 2015 10:57pm

Bilawal is following the footsteps of his father. when Mr Asif Zardari was President, a girl in Queta gave birth to her baby in rikshaw as she could not reach hospital because of protocol route for the President.

NS Dec 23, 2015 10:58pm

It seems Nisar Khuhro is on drugs or has a mental breakdown. He needs to see a psychiatrist. Having said that I will reiterate agains:

Strengthen laws and their enforcement. Depoliticize police so it protects law and order instead of rich and powerful. Once police start respecting the citizens such incidents will be eliminated.

Sheraz Dec 23, 2015 11:00pm

This little girl emergency should have been granted hospital access. Bilawal security could have been handled differently by may be postponing or cancelling his trip. I am sure he agrees as he is enquiring into it. So sorry for the poor girl family.

Shaukat Ali Khan Dec 23, 2015 11:23pm

Why illegitimate protocol for a non government person?

Ashraf Quli Dec 23, 2015 11:32pm

I have just now done a quick review of the comments here by quite a number of readers, and I note tremendous emotional outburst, which is natural in view of the baby girl's death as a result of the mentioned protocol/security. This not the first time this has happened. Many patients have died in the past on the way to hospitals due to closure of roads by police/security personnel. Even some pregnant women have delivered babies inside vehicles and rickshaws on their way to hospitals.

This custom of providing protocol for the political leaders and other big wigs is not going to end. Hence, some concerned public organisation should approach the government and obtain a ruling that the security personnel be directed to let a vehicle (ambulance), carrying a patient, go through to the hospital after thoroughly checking the vehicle and person/s inside it.

Is Belawal any minister, or an MNA or MPA so to be using state protocol? 2. Did he build that trauma centre with his personal fund?

Tariq Dec 23, 2015 11:37pm

Shame on these politicians and VIP culture. We have to get rid of family run (PPP and PMLN) politics. Wake up Pakistan these people have no heart for ordinary Pakistani. Look at the statement given by Sindh Minsiter- shameful!

rehan ali Dec 23, 2015 11:44pm

There is no point shaming these people. They are cold hearted and even find excuses in their actions like nisar khuro defended the protocol need. Nothing and nothing is more important than than life of a human being, period let alone the security protocol of a playboy. The rest of the exercise is known to us all. PPP/ bilwawal bhutto will take strong notice of the incident, direct Sindh govt to take every action to punish the culprit. but wait who is the culprit here.

Khayaam Dec 23, 2015 11:50pm

Ask Nisar Khuro if he would ever sacrifice the life of his daughter if she needed urgent treatment because "Bilawal's security is more important" as for "putting pitch forks down ..." The sooner they are taken up against such abject and rampant privilege and corruption the better.

Daood Dec 23, 2015 11:52pm

"what went wrong" people like you is what is wrong in this country.

Secular Pathan Dec 23, 2015 11:55pm

This is unacceptable, VIP culture is killing us. This is another form of violating state sovereignty and constitution of Pakistan.

Article 15: The constitution guarantees freedom of movement to all Pakistanis across Pakistan. Article 9: No person shall be deprived of life or liberty save in accordance with law. Article 25(1): All citizens are equal before law and are entitled to equal protection of law. Article 25(3): Nothing in this Article shall prevent the State from making any special provision for the protection of women and children. Article 26(1): In respect of access to places of public entertainment or resort not intended for religious purposes only, there shall be no discrimination against any citizen on the ground only of race, religion, caste, sex, residence or place of birth. Article 26(2): Nothing in clause (1) shall prevent the State from making any special provision for women and children.

divergence Dec 23, 2015 11:56pm

@Cyrus Why should someone else pay for it? Apparently, all of us are humans, so are these politicians. It is about time we quit this apologetic attitude for the old, rustic traditions which are, in fact, responsible for the sorry state of people.

Pak Democrats Dec 24, 2015 12:01am

No one has any interest in the baby girl's death except doing politics and make someone happy .. all politicians , Judges & Generals (R.A) enjoys the same protocol but I wonder these accidents always happens with Bhuttos or media only sell these

Bhutto has died in Punjab but fe days ago 8+ children died in a lahore hospital due to unavailability of medical facility and similar event happened in pishawar/kpk hospital but nothing happened in media except a ticker .... 'Zindaa hay Bhutto' is most annoying and painful slogan for some powerful sections of the country ... rest is not a secret

Alas people of sindh even to select AAZ party to rule.

Look what he said"Bilawal, who always had security concerns, is dearest to us and whatever we did it was in the better interest of the country. As the country's well being is linked to their security." . Now why wee need an inquiry, Pay the parents of the girl few million dollars as a Qasas an closed teh d a promise not to do it again. The people who going harm Bilawal are not going to come with a very sick 10 year old.hey could have closed teh part where he was visiting but not the emergency area.

Some one has to be booked in for this negligence. If any VIP visitor or admin is found to be responsible for this degree murder they must be severely punish by the court of law. Lost of life is more important then inauguration. Hospitals are not for political score they are for sick people.

Hashim Dec 24, 2015 04:20am

The statement of Nisar Khuhro puts it all in perspective, and just gives others an insight into the mindset of these elites. The security of Bilawal is more important and in the interest of the country. 190 million other souls are just here to serve these clowns and their lives really don't matter.

I just cannot fathom the fact that the interest of this country is linked to someone who has not even been in this country for the majority of his life. Something like a French Revolution is waiting in the wings for this land.

Mohammad Khan Dec 24, 2015 04:40am

Bilawal may not even know about implications of VVIP protocol, being new to Pakistan and away from common mans problems. I feel ashamed on comments made by Nisar Khuro. There should be some point where morally one should stop apple polishing and stand for what is right. Mr Khuro will let your Son or Daughter die on road side to serve your master's security protocol? Please don't tell a lie here, just think about it in your heart with honesty, repent your words and ask for forgiveness. May God forgive us all.

'Bilawal's security is more important'.... How can one expect these people to serve the masses when they consider themselves to be superior than them

kamran Dec 24, 2015 12:26pm

Pakistanis Still vote & I mean Vote in Mass to feudal s & be it rural area or urban mafia.... Why democracy is not working in Pakistan like other developed countries ? One reasons is poor Justice department & Very poor Constitutional frame works & poor Legislation ; we require democracy but we practice politics in Hiring Judges, police & govt departments ; looks like we require serious constitutional reforms & All the more most important we require more provinces ; their are bout 146 districts including 13 tribal agency & 6 frontier regions > lets make 146 provinces in Pakistan and make internal migration control like permit & voting rights

Khangee Dec 24, 2015 12:50pm

This Khouro or whatever his name is saying Bilawal security is more important. Seriously? In any civilized country if a public figure gave this kind a statement after this kind a tragedy he would definitely be thrown out and banned for life from any public or political office. But what you can say, it's Pakistan. This country got long way to go before we evolve where we can respect human lives.

Point here is that its the people that vote for such stupids. In most of the Sindh, people vote for either MQM or PPP. And then they cry when incidents like these happen. Same is the case in Punjab. Here people cry when they are stuck in roadways or when theres shortage of equipment in hospitals, etc. Yet the people blindly vote for PML(N). The fault lies not with the government, but the peoples and due to them, this will keep on happening

Shameless stance by the ministers. If the protocol is shutting gates to the hospital for VIPs then they should be banned immediately. But sadly nothing changes, these same people will vote them in again, feel sorry for the kid

very very sad but i believe Pakistan and Pakistanis deserve much more better approach to public medical facilities and of course security to public leader,s prison style life style (poor people they even can,t breath fresh air without srcurity guards)

I hope the same happens to their children ,their children die in their arms while they are running from one place to another ,I shudder when I think of the anguish that the helpless father must have felt when he carried his daughter in his arms, and he turned away due to protocol ,and they have no shame

Zinda hai Bhutto?

sukhera Dec 24, 2015 06:13pm

Bilawal,s security is more important . says Education minister. Does it include your own relatives? I hope people Sindh will remember this.

Muhammad Farooq Dec 24, 2015 06:51pm

what kind of security measure is this that disallows carrying a sick child to the emergency ward of the hospital? very shameful really!!!

Nazir Ahmed Dec 24, 2015 06:51pm

Inauspicious people always cause suffering to Pakistan & its people. Rangers! Please take action by restricting movements of these golden people.

Nazir Ahmed Dec 24, 2015 07:56pm

There must be a suo moto action by the court against these stone hearted V.I.Ps. There comments show that they have no mercy for common people. It is their legacy which took them to tragic death.

independentthinker Dec 24, 2015 08:52pm

Makes me wonder how these politicians can sleep at night? Either they have no conscience or it must haunt them every minute of the day!

Ashraf Quli Dec 24, 2015 11:22pm

@HKB This Trauma Centre has not been build with Bilawal Zardari's personal fund. It has been build with tax payer's money.

Rajab Brohi Dec 25, 2015 01:00am

after apologize from Bilawal Bhutto You all dictatorship lover need to stop your comments

Dom Dec 25, 2015 08:06am

This is not shocking..the only thing we can do pray God and hope it does not happen again.

Unfortunately nothing is going to change between the haves and have nots. This is very much true in countries like India and Pakistan. I am an Indian, I could see this VIP culture everyday and in every place in India as well.

A complete systemic change is required where every human life is treated equal.

May God bless every kid in the world (syrians, africans, asians, whites, blacks, Hindus, muslims, christians) happiness and joy.

muhammad aslam Dec 25, 2015 08:21am

the illegally protocol cause death of a poor baby . why taken many security for normally visit? is this honesty ?

Ayesha Dec 25, 2015 01:23pm

Shame on those, who have gifted us these political leaders and who let Zardari to be president of the country and those who provide protocol to these useless vultures.

SD IND Dec 25, 2015 03:47pm
