Only 45pc of annual KP development budget utilised till June: CGPA

PESHAWAR: The Khyber Pakhtunkhwa (KP) government has utilised only 45 per cent of total Annual Development Programme (ADP) funds allocated to the province with less than a month left till the close of fiscal year 2014-2015 (FY14-15), a press release from the Centre for Governance and Public Accountability (CGPA) revealed.
Of the total KP ADP allocation of Rs139.8 billion, only Rs62.9bn had been utilised as of June 5, 2015 ─ despite the release of Rs124.1bn in ADP funds.
Education
Only Rs9.3bn of the total development budget of Rs19.9bn for elementary and secondary education had been utilised as of June 5.
The CGPA says 2.5 million children are out of school in the province, and that the KP government's inability to spend the development budget is exacerbating the situation.
Roads
The utilisation of the budget allocation for roads in 2014-2015 was Rs17.3bn, of which Rs7.4bn or 43pc was utilised by June 5.
Regional development
Approximately 41pc of the regional development budget or Rs6.7bn of Rs16.4bn was utilised. The budget covers some discretionary funds.
Health
Of the Rs11.2bn allocated for health in the ADP 2014-2015, only Rs3.7bn or 34pc of the total allocation was utilised by June 5. The CGPA demanded that more funds for the provision of medical equipment and medicine to hospitals be allocated, which it said could improve the performance of KP's health sector.
The CGPA noted that although the provincial government had done well at expediting development during the fourth quarter, 55pc of funds for the year were yet to be utilised.
The CGPA urged the KP government to expedite utilisation of budget funds under the ADP in order to improve social indicators in the province and to avoid transfer of allocated money for public service delivery to next year.
CGPA Programme Manager Malik Masood demanded the KP government "ensure efficient and accountable mechanisms in order to improve ADP spending".
Speaking to DawnNews, KP Finance Minister Muzaffar Syed said that by June 30, 70-90pc of the ADP budget will have been utilised. He added that the hiring of consultants for projects, as well as the creation of feasibility reports had caused delays and under-utilisation of the budget.

I remember they were saying during the sit-ins (dharnas) that all of the budget should be spent on Health and Education and nothing should be spent on Motorways and Metros.

Budget is supposed to be for the entire year. It's not expected to be spent in the first quarter of the year. That's when one's forced to beg. Only use funds for opportunities that add value. Even if not all is used so what. For a change there can be a surplus of funds to be used when the opportunities arrive.

there are two things which one needs to understand
1:: the project initiation was difficult why because every submit document and proposal for a certain project was under strict scrutiny and had flaws as every one is after making money ,kpk officials were sending it back for corrections and it took time and fund lapsed. kpk gov didnt just blindly start project where money is spent in millions and actual work done is of thousands.
2:: if fund are allocated then throwing is down the drain just because june 30 is closing up is not wise.this has been happening for the last 68 years, that efficiency is judged just by whether money allocated has been used or not..no matter how its used. if fund lapse atleast they are not wasted why is this always the case that we dont think or take in a way that previous year we had 10 rs for a project but we saved and now we can get into bigger project of 20 rs.

Is the CGPA exclusive for KPK? Their website certainly seems to suggest so and the majority of the articles are Peshawar based. Do no such transparency measures actually exist for other provinces? In that case a negative and maligning piece can very easily be converted into a great positive as the only province with a transparency mechanism

I support PTI. But non-utilization of the budget either means bad planning (which may not be the case) or inefficiency in execution of projects (most likely). Considering the state of the country I doubt that this was not spent because 'it was not required to be spent right now'.
The government machinery should be run by elected and dedicated people, and this team should not indulge in day-to-day politics, they focus on development work.

They had no planned projects for the province. So, more than half of budget been sitting idol. So, it is bad performance. Inshallah they will do better next year.
More easy explanation will be that KP need lot of development plans and more budget allocation on education and security in province. I wonder where they put there brains during this time. In my opinion Khattak is as useless as Sindh minister. Pti can think about changing leadership in KP.
i think most development plans have been done in Blochistan province in 2014-2015.

is there any parameter to compare any year of the last govt with the current govt where the former have utilised 100% of funds with that of 45% of the later. Definitely the positive utilization graph of 45% may exceed the 100% that of the last govt, which means 45%=145%

They really know how to put a positive spin on everything that comes from PTI. Now yes one can argue that money was saved due to lack of corruption but on same note one can say that money was not well spend or poorly managed. There is no point of having money in bank account if it is not being used for welfare of people. In simple maths People of KPK are not being benefited from the money in bank they rather have new schools, roads and better healthcare. Money is only good if you know how to spend it.
Now I am all ready for PTI assault.

A few important things are, 1. funds are still available, 2. there is an accountability process, 3. Improvement in health and education sector ( not billions wasted on metro or any other crazy adventure). Big achivements for a new govt. Lets start the same analysis for all the provincial and federal govts, shall we??

any attempt to gear ip utilization of fund during the last month may lead to corruption and ineffective spending. it is better to carry forward funds to the next financial year if feasible and try to spend them transparently effectively and efficiently.

Its surmounts to criminal inefficiency to not utilize the meager budget allocated. Specially in education and health sector in which my province is lagging behind. IK made tall claims of reform in these sectors, claiming to have done all his homework in advance, providing relief in a matter of months but alas.
Nonutilizatin of these funds means giving it back to federal government in the end. Even a Metro bus project in peshawar would have been better than giving more than half of our budget back to the people in center.

@Tariq Amir compare the development of institutions of KPK with those of Punjab and other provinces. Nobody can throw money blindly in obsolete and corrupt system as others used to do before. If you want to build up a system and then use resources for the welfare of people, not Zardaris, Sharif and Co., then you have to wait. It is observed widely that there is no ostentatious projects in kpk, like metro buses in Lahore or Islamabad, but it can be proudly said that the institutions of KPK are far better and raising high while in other provinces those are going down. For example, the Lahore massacre, killing of two brothers, everyday crimes news, etc; similar is the condition of Sindh.

I want to know how the rest of the provinces spend their money, and where are the results to show for it. Being careful with public funds and putting them to best possible use should be applauded. Money shouldn't be spent just because it is there, but only after due diligence, and after viable projects and planning is in place.

Spending less than half of the amount planned for current financial year (although 25 days still remain) does not show transparency, it rather shows poor planning since the schedule of work and spending on projects is prepared by the KPK govt. Hence, they simply failed to plan well or could not handle the execution/implementation part of the planning. KPK needs development programmes' more than any other province of Pakistan, since we are backward in many a sectors.
Should the spending reach around 70%, can be understood for KPK governance team being inexperienced and can be tolerated this year. But this should not happen for the next financial years and every penny available for the poor people of KPK should be spent on their welfare. Transparency and efficiency should go hand in hand.

kpk police is still better than anywhere else in pakistan. emergency health care is free which the other provinces can only dream of. ghost teachers & schools r being eliminated under a foolproof system while girls are paid a stipend to remain in education. something the great mian brothers have not been able 2 do in 7 terms of office. patwari system is miles ahead of rest of pakistan. bribes & corruption r actually being caught & stopped. all this with a budget surplus. when local govt elections will b resolved it will be up 2 them 2 spend the budget rather than the mpa/mna

Most probably this 45 percent of budget will be spent on salaries, allowances and commissions to these pure and honest people.
For education they spend less than 50 percent because Ik opened school in D chowk and providing free education therefore no need to spent on education.
Roads: Ik do not believe on roads. With roads people become more mobilized and productive which decrease. I hope once he become PM he should dismantle all metros, motorways and roads.
Health: spend 34percent. No need to spend on health. Ik is going to build cancer hospital in Peshawar. So why should they spend more.
This is province of super clean people ruled by ultra clean leader- enjoy it

PTI supporters do their spin but the matter of the fact is that it is incompetency on Khtak governments part to use lesser than half of the development funds in a province which could use whatever is available. If Punjab and Sindh are corrupting their budgets and filling their own pockets even then it does not justify KPK's inability to use their funds. Why boast of having the highest budget for education among provinces when you are only going to use a fraction of it. The problem is that our hero Imran Khan has no time for any other issue than extra ballots and form 15. He can't balance his politics as he can only concentrate on one thing at a time.

This only shows that funds are being used efficiently and effectively. This could also indicate that money is really being spend on projects and development rather than filling their personal pockets, and as result they are left with unused funds. In either way only time will tell.
