ISLAMABAD: The federal government on Monday decided to amend the 40-year-old practice in the management of services allowing greater representation to the provinces in the federal government.

The Establishment Division notified that the officers of the ‘Provincial Civil Service (PCS) shall not be liable to serve outside their parent province and the federal government.’

However, the provincial services will be given quota in the Pakistan Administrative Service (formerly DMG) to ensure the participation of the provincial federating cadre and giving them the opportunity to get encadred in the all Pakistan service.

The move has implemented the 1993 inter-provincial agreement as all provincial service officers having served in grade 18 for five years will be eligible for induction in PAS 19 position against 30 per cent quota for them.

The federal government has also approved the induction of 20 armed forces officers from Balochistan in PAS to ensure an enhanced representation of the province in all the Pakistan administrative cadre.

The government has en-cadred the posts of PAS on the direction of the Supreme Court and enhanced the representation of all oher services in the federal secretariat in addition to their own cadre strength.

As a result, 59 vacancies in grade 19 and 20 of Inland Revenue Service and 54 vacancies in the Pakistan Customs Service have been created, 35 seats of senior joint secretaries en-cadered - two-third for Secretariat Group and one-third for other service groups - minus PAS; 15 additional secretaries en-cadered - one-third for the secretariat and two-third for the remaining occupational groups - minus PAS.
