ISLAMABAD, Oct 27 The city managers have started development work on the two recently-acquired sectors of I-11 and I-12, where over 15,000 residential plots would be carved out, a senior official of Capital Development Authority (CDA) told Dawn on Tuesday.

The infrastructure of the sectors is being laid after many years as the last sector completely developed in Islamabad was F-11 over two decades ago. Though development of many sectors including D-12, G-13 and G-14 was started but none of them could be completed.

“We have developed a new concept to utilise CDA's own resources (through the Machine Pool Organisation) in developing the new sectors,” said CDA member engineering Tahir Shamshad, adding it was the only way to open stalled residential sectors.

“Generally, after acquiring land for a sector we go for awarding contract of the development work and the process takes several months. But in the meantime, the acquired land is reoccupied by the land grabbers and locals who again start claiming compensation,” the official said.

The MPO, a directorate of the CDA which had virtually been abandoned due to faulty policies of the authority's high-ups in the past, is being revived and would be given the contract of executing ground work under the rates set by National Highway Authority (NHA). “For example, if MPO executes Rs20 million work its actual expenditure would be quite less than that and the profit it will earn will be utilised on its own improvement,” the official said. This formula has been applied in development of some under-developed portions of Sector I-11 and the entire I-12.
