KARACHI, Oct 31: Working of KDA was being affected badly owing to resentment being expressed by its officials over non- payment of their salary for the month of September.

The KDA has, so far, disbursed salaries only to its employees in grade-15 or below while its grade 16 and above officers are still deprived of their salaries.

“At a time when our October salary will be due on Nov 1, the denial of salary was causing unrest among officers,” remarked an official, adding it was also resulting in slow pace of work.

In some departments, the officials reportedly disobeyed the orders of their superiors. Incidents of shouting on the part of officers might results in scuffles if prompt measures are not taken by departments concerned, sources said.

Talking about poor financial condition of the KDA, some senior officials said at a time when the KDA was unable to pay salaries to its officials, the provincial government was taking no measures to help improve its financial position in spite of the fact that Ramazan was approaching fast.

Listing the KDA’s limitations in generating its financial resources, they said although there were around 4,000 irregular buildings in the city, the KDA cannot regularise them after imposing fines on such buildings as red-tape was causing inordinate delays in the approval of city’s building bye-laws whereby the KDA would be able to regularise such buildings.

Meanwhile, the Traffic Engineering Bureau employees which has recently been merged with the City Government’s transport and communication department have also not received their September salary.
