DHAKA, Feb 28: The World Bank (WB) has recently identified lack of adequate management capacity in three ministries of Bangladesh government, i.e. the ministry of finance, the ministry of planning and the ministry of establishment.

The WB made the observation in its report on Bangladesh's Economic Management and Technical Assistance Programme (EMTAP) which was prepared on the findings of four consecutive WB missions that visited the country between November 2003 and January 2004.

The report was handed over to the government last week.

"There is limited capacity in the government to prepare, manage and evaluate projects. No matter the projects are run by the revenue or development budget with domestic or foreign fund," the report says.

The sectors that lack competitiveness include project planning, debt service liability, bureau of statistics, accounting and auditing standard.

Key areas like personnel management, recruitment, training of public officials, career planning, compensation, revenue administration and governance fall under the head of public administration.
