RAWALPINDI, Feb 21: The government is formulating a policy to spell out rules and regulations about registration and working of non-governmental organizations NGOs , said adviser to the prime minister on social welfare and special education Nilofar Bakhtiar here on Saturday.

Talking to reporters after attending a function at the Government Degree College for Girls, Murree Road, she admitted that some NGOs did not have good record but others were providing good social works. The NGOs bill, which is in the final stages, will clarify the difference, she added.

She told a questioner that a special policy about aged people was also being prepared, which would include welfare measures for those above 60.

The government is also taking steps for the welfare of children involved in labour.

She said children who had been working in different sectors were being brought to schools. Steps are also underway to implement the juvenile justice system, she said.

The government does not even have full data as how many children are involved in labour, she added.

She said resource centres would also be established for the welfare of women. To anther question about the problems being faced by women councillors, she said about 27,000 women councillors had been imparted training while the remaining members would be trained later.

She said all the women councillors were entitled to honoraria.

Earlier, speaking at the function, Ms Bakhtiar said she would arrange a meeting of all college principals to hear their problems. A similar meeting of the principals will also be arranged with the education minister.

She said the government was taking all steps to provide facilities to women. A women convention will be held on March 19-20 at the Convention Centre in connection with the International Women's Day on March 8, she added.
