HARIPUR, July 20: Tehsil nazim Iftikhar Ahmad Khan has said that Rs8.55 million has been allocated for Community Citizen Boards (CCBs) uplift projects in the TMA budget for 2004-05 which will be spent with the consultation of CCBs in Haripur.

The CCBs must submit their development schemes to the Tehsil Municipal Administration by 30th September, he said while speaking to the participants of a seminar on development projects of CCBs and their planning jointly organized by the Devolution Trust for Community Empowerment (DTCE) and Tehsil Municipal Administration Haripur on Tuesday.

The members of different CCBs, representatives of DTCE, National Commission for Human Development, Sarhad Rural Support Programme, councillors and NGO workers also attended the seminar.

The nazim told the seminar that last year the TMA had put aside a sum of Rs4.3 million for CCB specific development projects, but the funds remained unspent because of delay in formation of CCBs in Haripur.

However, he said, the current allocation of 25 per cent of its budget for this purpose, the TMA had got a sum of Rs8.55 million at its disposal, which would be utilized on small scale water supply schemes, extension of water supply lines, pavement of streets, construction of drains, playgrounds, parks and graveyards.

He asked the CCBs to submit their development proposals to the TMA by the 30th September so that the approval could be obtained from the Tehsil council and work executed in time.

Mr Khan urged the members of CCBs to prioritize their schemes sector wise keeping in view the available financial resources and powers at all levels. He assured the participants of TMA's technical and financial support in this regard.

Earlier, the Tehsil municipal officer Akhlaq Ahmad highlighted the powers and areas of work of CCBs. He told the participants that CCBs should prefer small-scale development projects rather than the mega ones.

Mr Akhlaq said that CCBs should more focus on recommending projects like water supply schemes, sanitation, roads, street lights, parks, playgrounds, slaughter houses, graveyards, bus stops and schemes relating to cultural affairs, inthere respective areas.

He said that before proposing an uplift project the members of a CCB must enlighten themselves about the financial powers of a union council, TMA or district council.

He also explained to the participants about the feasibility and budget preparing of schemes and the process through which such schemes were approved and implemented with the help of executing agencies.
