KARACHI, March 17: The departments of the Sindh government have been asked to prepare strategy for restructuring the anti- corruption establishment to eradicate the menace effectively.

The directive was issued by Sindh Chief Secretary Dr Mutawwakkil Kazi, while presiding over a high-level meeting held on Wednesday on the "role of civil society in fighting corruption".

Dr Kazi asked the departments to circulate their tender documents through their web-sites and if they do not have their own, the web-site of Chief Minister's Inspection Team could be utilized to ensure transparency in all contracts.

In the meeting there was consensus that NGOs could play a vital role in eradicating corruption provided they perform their responsibilities without any temptation.

Highlighting the importance of access to information on corruption matters to public and media, he referred to the World Bank report in which it was said that inefficient and excessively complex administrative procedures and lack of public information and accountability were the major factors of corruption.

"No anti-corruption strategy can be successfully put in operation without effective public participation," the report said. Calling for the needs of finding ways to lift the veil of secrecy from public documents the chief secretary said that there were two types of corruption one based on "needs" and the other based on "greed".

He said that for restructuring the anti-corruption establishment they should keep in view the need for upward salary revision package for the public sector employees.
