ISLAMABAD, Feb 20: The federal government has asked provincial authorities to submit details about posting of senior provincial officers at the district level under the devolution plan.

Informed sources said the provincial governments were also required to submit their plans related to career advancement of executive branch of the provincial civil officers so that a uniform strategy could be adopted for future seniority purposes.

The provincial governments have also been asked to forward recommendations about the future ‘encadrement’ of these officials so that the issue of allotment of cadres could be settled according to 1993 inter-provincial coordination committee (IPCC) formula for All Pakistan Unified Group (APUG).

The sources said that the posts of commissioners, deputy commissioners, additional commissioners, additional deputy commissioners, assistant commissioners and extra assistant commissioners have been abolished in all the four provinces.

Instead, the posts of district coordination officers, executive district officers, district officers and deputy district officers have been created at the district level throughout the country and filled up by officers of district management group, ex-provincial civil service, provincial superior service, and other provincial cadres.

Establishment division sources said that once the provincial governments submitted details and recommendations about the postings and promotions of provincial civil servants, the federal government would direct them to divide the encadred slots among the APUG officers working under their administrative control as per share prescribed in the IPCC Formula, 1993.

These sources said that unless the encadrement process was completed by the federal government, the provincial governments would be handicapped to move forward on the future of various provincial cadres.

Punjab has already constituted a five-member committee headed by additional chief secretary and comprising secretaries of services, regulations, local government and rural development and finance department to submit its recommendations before March 31, 2002.
