Voting options

THE perpetual cycle of political instability and lack of accountability in Pakistan highlights an urgent need to re-examine our structural electoral framework. Voters find themselves trapped between choices that do not reflect their aspirations, leading to widespread public disillusionment with the democratic process.

To bridge this trust deficit, the Election Commission of Pakistan (ECP) should consider introducing the ‘Right to Reject’ for the voters through a binding “None of the Above” option on the ballot paper that would empower the voters to reject underperforming or tainted candidates. Besides, the ECP should also consider the concept of ‘Right to Recall’ which may actually ensure that elected represen-tatives remain answerable to their consti-

tuencies throughout their tenure rather than indulging in rhetorical speeches and promises during election campaigns. If voters in a constituency are not satisfied with the performance of their elected representative, they can recall the representative and elect a new one midterm.

The concept dates back to the Athenian era some 3,000 years ago, and is still practiced with minor variations in some parts of the world, including Switzerland, Venezuela and the Philippines as well as British Columbia in Canada and, indeed, various American states.

If Pakistan is to move towards being a truly mature democracy, empowering the electorate ought to go beyond the ballot box. The proposed reforms would nudge all political parties to field competent and untainted candidates in elections, and the voters would feel that they have power beyond the five-year ballot cycle.
