State Bank launches SME digital portal

KARACHI: The State Bank of Pakistan has moved to simplify financing for small and medium enterprises (SMEs), which are seen as a cornerstone of Pakistan’s economy.

The central bank on Thursday launched SMEConnect, a centralised digital platform that simplifies access to financing for SMEs across the country.

In the past, efforts to stimulate the SME sector have failed because banks and DFIs were unwilling to take risks. Instead, they parked their liquidity in risk-free government papers to achieve higher returns.

Just a day before financial institutions offered Rs4.9 trillion for investment in treasury bills, the government did not disappoint, raising Rs1.9tr, exceeding the auction target.

From Nov 1, SMEConnect will be sole channel for financing applications; real-time tracking, rejection reasons, live dashboard for regulator

Moreover, SMEs have a higher default rate than other sectors. For financial institutions, investing in SMEs is riskier than equity market. However, the government has been striving to encourage SME financing, largely seen as the only way to bolster business and industrial activities, as economic expansion has been stuck at 3.7pc.

The government has introduced another investment option for banks and financial institutions through the subsidised and protected Prime Minister’s Housing Scheme, where investment levels are higher than those in SMEs.

The SBP said SMEConnect will serve as a single digital platform for applying for financing from banks/DFIs.

“The digital platform will streamline the application process, improve accessibility, efficiency and transparency in SME financing,” said the SBP.

SMEConnect will not only simplify the loan application process but also enable applicants to track the status of their applications in real time and, in case of rejection, see the reasons.

Bankers said that any bank can reject any SME financing application, as they are regarded as the first protectors of depositors’ money; the government or the central bank can’t compel any private bank to extend loans to SMEs unless the bank is satisfied.

The SMEConnect live dashboard will give the SBP complete visibility into financing applications and their status. It will provide real-time data on applications received, processed, approved, disbursed, and rejected at the individual bank and DFI level, as well as on an industry-wide basis, it added.

“From Nov 1 onwards, all SME financing applications shall be received exclusively through SMEConnect,” the SBP announced.

SME applicants visiting banks/DFIs branches or accessing their websites to apply for financing will be directed to SMEConnect, it said.

“All banks and DFIs have been advised to prominently display the SMEConnect link on their websites to facilitate easy access for their clients. They have also been advised to ensure that their SME teams and field staff have complete awareness and understanding of SMEConnect and should guide and facilitate the applicants in applying for financing using SMEConnect,” directed the SBP.

A tutorial video is also available on the portal to guide applicants in applying for financing.

“The digital platform underscores SBP’s commitment to promoting financial inclusion, supporting entrepreneurship, and strengthening the SME financing ecosystem for achieving inclusive economic growth,” said the SBP.
