Adviser picked for Lahore-Karachi airport operations

ISLAMABAD: The Bo­ard of the Privatisation Commission (BPC) on Tu­­esday approved the appo­intment of a financial ad­­viser for the outsourcing of operations at Lahore and Karachi airports and decided to start the process for the sale of the fourth batch of two more power distribution companies (Discos) — Lahore and Multan.

In a statement, the Privatisation Commission said its board of directors approved a “consortium led by EY-Parthenon as the top-ranked interested party for appointment as financial adviser for the outsourcing of operations of Allama Iqbal Interna­tional Airport, Lahore (AIIAP), and Jinnah Inte­r­national Airport, Kara­chi (JIAP)”. The board also constituted a negotiation committee to finalise the Financial Advisory Services Agreement (FASA) with the successful consortium.

The PC appointed the Manila-based Asian De­­v­elopment Bank (ADB) last month as financial and transaction adviser for the outsourcing of ope­rations at the New Islam­abad International Airport.

It said the board also took up the privatisation of Lahore Electric Supply Company (Lesco) and Multan Electric Power Company (Mepco) as major transactions, necessitating the appointment of a financial adviser in accordance with the applicable Privatisation Com­mission regulations.

Following this appro­val, the Privatisation Com­-­­mission will initiate the process to appoint a financial adviser for the two transactions.

Lesco and Mepco constitute the fourth batch of power distribution companies (Discos) identified for privatisation by the go­­vernment, while the privatisation process for the three earlier batches is already at different stages.

Faisalabad Electric, the first of the Discos, has re­­c­ently attracted a dozen lo­­cal and international in­­v­estors, and formal expressions of interest (EoIs) are currently under review by the commission. The dead­­-line for submitting EoIs for two other Discos in the first batch is in two months.
