KARACHI: The Sindh College Education Department has directed all regional directorates, attached offices and public colleges functioning under its administrative control to establish official websites within 30 days, warning that failure to comply may invite administrative action.

A circular issued by the department said that a number of attached offices and regional directorates had yet to develop official websites despite the growing need for digital access to public services and information.

“It has been observed that attached offices and regional directorates working under the College Education Department, Government of Sindh, have not yet established their official websites. The availability of official websites is essential to promote transparency, improve public accessibility, facilitate effective communication, and ensure the timely dissemination of information to students, stakeholders, and the general public,” it said.

It instructed the director general, regional directors, principals of colleges and directors of all offices under the department to establish and maintain official websites for their respective institutions.

It said each website should include, at a minimum, the office or institution’s profile and contact details, notifications, circulars, announcements and public notices, staff directory and organisational structure, information on academic programmes, admissions and available facilities where applicable, and the fee structure for graduation programmes.

The websites should also provide downloadable forms, applications and policies, a grievance redressal or feedback mechanism, compliance and governance information, and any other material required under departmental policies and government rules.

To facilitate the process, the department said its Information Technology (IT) wing would provide technical assistance and guidance on website development, hosting, security and standardisation. It has also asked all concerned offices to coordinate with the IT wing on website design, content development and migration, implementation of cybersecurity measures, maintenance protocols, and compliance with accessibility and data protection standards.

Moreover, the circular directed all offices to ensure that their websites were fully developed, functional and accessible to the public within 30 days of the issuance of the order.

It further instructed the heads of offices to submit a compliance report to the College Education Department immediately after completion of the task.

The department warned that failure to implement the directives within the stipulated timeframe would be viewed seriously and could result in appropriate administrative action under the relevant rules and regulations.
