ISLAMABAD: After launching Margalla Enclave housing scheme in partnership with Defence Housing Authority (DHA), the Capital Development Authority (CDA) is all set to start the second phase of the scheme.

The previous scheme, which was launched jointly by CDA-DHA on 10,000 kanals of CDA land, is located in Kuri area.

The CDA made a joint venture with the DHA under 55-45 formula of developed plots as CDA provided land and DHA executed development works.

Now, the phase II of the scheme is on the cards as the CDA board in its meeting held on Wednesday decided to launch the second phase of the scheme under rules 42 (f) of Public Procurement Regulatory Authority.

Second phase to be developed adjacent to phase one, will comprise over 9,000 kanals

Under this clause, one government entity could go for direct contracting with any government entity so the CDA will launch phase II of the said scheme in partnership with any government entity, which according to CDA will be selected after fulfilling due procedure and rules and regulations.

Sources said phase II of the scheme would be developed adjacent to phase one and will comprise over 9,000 kanals.

“The CDA Board approved the development work of Margalla Enclave Phase-II under a joint venture and public-private partnership model in accordance with Clause 42-F of the PPRA Rules,” read an official statement of the CDA.

The board meeting, chaired by CDA chairman Mohammad Ali Randhawa, also approved the revised layout plan for Sector C-13. The revised plan includes the allocation of space for residential and commercial apartments as well as parking and public buildings in Sector C-13.

Additionally, the statement said the board granted approval for the regularisation of additional land adjacent to plot no. 29 in Sector I-8 Markaz as per legal provisions. It was also decided to identify suitable locations for graveyards for different communities, with necessary amendments to be made in the layout plan.

The meeting approved an action plan for the upgradation and immediate operationalisation of faulty waterworks/pumps, water tankers and tubewells across different sectors of Islamabad. The board decided that a monitoring mechanism would be established for all waterworks, tankers and tubewells along with measures to ensure provision of electricity supply.

Upon the request of the Pakistan Museum of Natural History (PMNH) under the policy of government-to-government basis, the board approved hiring of a consultant for extension of display galleries, collection of repositories, renovation and expansion of PMNH.

The board also approved the hiring of a consultant for establishment of a Child Protection Institute in H-11/4 sector. Whereas, the board meeting also granted approval for hiring of the consultant for construction work and providing additional facilities at the Police Academy in H-11 sector.

The meeting also approved the uplifting of the Diplomatic Enclave and the establishment of a shopping centre. Regarding, a plot in F-7 Markaz the board formed a four-member committee headed by DG Law, comprising senior officers from finance, estate, building control and law wings.

The committee will review all aspects, including plot allotment, and present its recommendations to the CDA Board in the next meeting.
