RAWALPINDI: The President, General A.M. Yahya Khan today [Nov 23] proclaimed a State of Emergency in the country. An official spokesman told newsmen … that the proclamation of Emergency gives the Government enabling powers. Appropriate orders will be issued … under the Emergency, as and when necessary. The Emergency, he added, was in addition to the Martial Law. This is the second time an Indian attack on Pakistan has forced the Government to declare an Emergency in the country. — Staff correspondent

[Meanwhile, as reported by news agencies in Dacca,] Pakistani troops today [Nov 23] annihilated one regular Indian Battalion in the Comilla sector, according to information reaching here.

According to the details received here, the Indians opened another front today. Preceded by intense artillery shelling, the 311th Mountain Brigade of 57th Indian Mountain Division today attacked Pakistan territory north of Kasba in Comilla district. But the attack was beaten back after fierce fighting. In this attack, the 19th Punjab Battalion of 57 Mountain Division was badly mauled and completely wiped out. Leaving behind 197 dead bodies, the Indian battalion ran out of Pakistan territory in complete confusion and panic.
