QUETTA, Nov 9: The Balochistan government has made registration of seminaries compulsory under the Societies Registration (Balochistan Second Amendment) Ordinance, 2005.

According to a notification issued by the provincial law and parliamentary affairs department, the ordinance promulgated by Governor Owais Ahmed Ghani will come into force with immediate effect.

The notification said that Section 21 of Act XXI of 1806 had been amended through the ordinance, under which all religious institutions would have to register.

“All religious institutions established before the issuance of the ordinance will have to get themselves registered before Dec 31,” according to the ordinance.

The institutions which would be established after the promulgation of the ordinance will have to register themselves within one year.

The seminaries having more than one campus need one registration.

Under the ordinance, every institution shall submit a report about its educational activities and a copy of audit report to the registrar concerned. No maddressh shall teach or publish any literature which promotes militancy or spreads sectarianism or religious hatred but the law does not bas comparative study of religious schools of thought or any other subject covered by the Holy Quran, Sunnah or Islamic jurisprudence.

According to the ordinance, ‘deeni maddressah’ means a religious institution, primarily for religious education, and includes, Jamia, Darul Uloom, school, college, university, or called by any other name, set up for the purpose of primarily imparting religious education and providing boarding and lodging facilities.

According to the notification, the Societies Registration (Balochistan Amendment) Ordinance, 2005, has been repealed.
