also make sure that empty plots of people who have "invested" and live abroad are being taxed and properly cared about by their owners and their presence becomes mandatory every year in front of a magistrate who identifies the owners and have them submit an audit of the property if its is being properly taken care off - cleaned and quarantined every week by any private business (jobs!)... those companies can choose to plant seasonal veges and sell it to their neighbours as well. or maybe grow poplar trees, fast growing, good wood, greenery and good use of that plot no matter how small or big it is. also it will help prevent land erosion and the quality of water under. people dump their garbage in those plots and nobody cares. dengue's main cause was above everything was that. bushes, garbage, puddles of water after rain and the stink make it hell to live next to. that plot of land is worth millions and is still a problems for the people next door and the entire neighbourhood.
