Chotu dacoit and his gangsters arrested by the army about a year back are in the lock-up, but people do not know about their trial and conviction. Had he and members of his gang been tried and given an exemplary punishment, this new gangster would not have emerged and taken his place. As the saying goes : justice delayed is justice denied
